Multifamily and Duplex Properties for Sale in Guerneville: Zoning and Rent Rules

What multifamily in Guerneville looks like

Guerneville’s rental housing grew out of a summer resort town: clusters of former cabins and cottages on one parcel, small apartment buildings near Main Street and River Road, duplexes on the flats, houses with second units on the hillsides, and mobile home parks. Many of these buildings are old, some sit low near the river, and a portion were built for seasonal use before current codes. That history drives due diligence more than anything else here. For two to four units, read financing 2-4 unit properties; for five or more, see apartment building loans.

Where the zoning allows it

Guerneville is unincorporated. County Article 08 sets residential rules, and the Official Zoning Database shows each parcel’s zone.

District Two units Multifamily Density and standards
R1 Not permitted Not permitted 1 to 6 units per acre; ADU and JADU permitted; mobile home park by use permit
R2 Permitted Permitted 6 to 12 units per acre; 35 ft; five-plus-unit projects use R3 standards
R3 Permitted Permitted 12 to 20 units per acre; 30 ft within 30 ft of R1 or RR
K, C1, C2, LC — Mixed use (P* or use permit) Article 10
RR, AR (hills) Not permitted Not permitted 1 to 20 acres per home

Many cottage courts predate zoning and may hold more units than the zone allows today. Ask Permit Sonoma what is legal nonconforming before you count units in your offer.

SB 9. Permit Sonoma’s streamlined housing page requires a single-family zone inside a U.S. Census urban area. The County’s census urban area layer includes a Guerneville urban cluster, so some R1 lots in town may be eligible, but floodways and other hazard areas are commonly screened out. See our SB 9 lot split guide and ADU investment guide.

Rent rules: state rent cap plus County tenant protections

AB 1482. The Attorney General’s rent cap page, updated July 16, 2026, places Sonoma County under "All Other Counties." Covered units may rise up to 8.6% for increases from August 1, 2026 through July 31, 2027. Guerneville has no local rent cap.

County Ordinance 6496. Guerneville landlords also follow the County’s Residential Tenancy Protections Ordinance, passed September 17, 2024:

  • Just cause protection applies from the first day of lawful occupancy.
  • Nonpayment supports termination only when more than one month’s rent is owed.
  • A no-fault termination requires relocation equal to the higher of HUD Fair Market Rent for the Santa Rosa area or the actual rent.
  • Termination notices must be reported to the County’s Tenant Protections Portal within three days, as the landlord page explains.
  • Deed-restricted affordable units that state law would exempt are brought under the rules.

See our AB 1482 guide and just cause eviction guide.

Guerneville rental property rules

  • Vacation rentals. County rules exclude R1, R2, R3, ADUs and farmworker housing. The District 5 fact sheet notes that R1 zoning already blocks new ones in much of Guerneville, and that Armstrong Woods Road, Drake Road and Monte Rosa/Guernewood are exclusion zones. Section 26-08-050 also bars transient stays in multifamily projects of four or more units.
  • Existing vacation rentals. In exclusion zones, existing permits expire on sale. Do not underwrite nightly income you cannot transfer. More in our vacation rental rules.
  • Transfer tax. Only the County’s $0.55 per $500.

Flood, sewer and older buildings

Flood. County Chapter 7B is the rule that matters most for Guerneville rentals:

  • New or substantially improved homes need the lowest floor at least 12 inches above base flood elevation.
  • For residential buildings, "substantial improvement" starts at 40% of market value, with permits added over three years. Damage equal to half the value also triggers it.
  • Enclosed areas below the lowest floor need flood vents of one square inch per square foot.
  • Manufactured homes must be anchored and elevated 12 inches above base flood elevation in most cases, and cannot be newly placed in a floodway outside existing parks.

That 40% line can turn an ordinary renovation into a house-raising project.

Sewer. The Russian River County Sanitation District charges per equivalent single-family dwelling, so a building’s sewer bill scales with its unit count. The district reports that high river flows and heavy storms can cause spills. Sonoma Water is also studying a regional approach for Guerneville and nearby plants. Water comes from Sweetwater Springs Water District, per Permit Sonoma’s referral list. See our Guerneville water and wastewater page.

Older buildings. Budget SB 721 balcony inspections for three-plus units with decks or stairs, and a seismic retrofit review for raised or hillside wood-frame buildings.

Underwriting a Guerneville multifamily purchase

  1. Get an elevation certificate and flood insurance quote for each building.

  3. Verify legal unit count with Permit Sonoma and the sanitation district’s ESD assignment.
  4. Classify units under AB 1482 and Ordinance 6496; model increases no higher than 8.6% for covered units.
  5. Collect leases, rent roll and estoppel certificates, and confirm no unit is being used as a nightly rental.
  6. Rebuild expenses with reassessed taxes, flood insurance, sewer charges and SB 721 in our rental property analysis.
