Larkspur, CA Real Estate & Homes for Sale

By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.

Larkspur is an incorporated city of about 12,600 people in central Marin County, California, on Corte Madera Creek, with a historic main street on Magnolia Avenue and a ferry and SMART rail hub at Larkspur Landing. Redfin put its median sale price at $1,901,548 in July 2026. Only 46.5% of its homes are owner-occupied, against 64.7% countywide (Census), so the city’s rent rules matter to many buyers.

Larkspur homes are selling quickly and above their asking prices. In Redfin’s July 2026 data, 51 homes sold, up from 38 a year earlier, the median sat on the market 26 days, and just over half (52.1%) closed above list. At the same time, 37% of listings took a price cut, so pricing still has to match the property. Sale-to-list is the final price divided by the asking price; above 100% means buyers paid over asking.

Which rules apply when you buy in Larkspur?

Larkspur is its own city, so its council and planning department, not Marin County, set zoning, building permits and rental rules inside the 2,048-acre city limits. Three city rules come up most often in a purchase.

Rent stabilization for apartments

Larkspur has a local cap on rent increases. Fairfax had one too until its voters repealed it with Measure I in November 2024 (Town of Fairfax). The Larkspur City Council adopted rent stabilization on September 6, 2023, opponents forced a referendum, and the ordinance went to voters as Measure D on March 5, 2024. It remains in force as Chapter 6.20 of the Larkspur Municipal Code (current through June 17, 2026), which limits a yearly increase to 5% plus the change in the San Francisco–Oakland–Hayward consumer price index, or 7%, whichever is lower, and lets an owner petition for more to earn a fair return. Reporting before the vote described exemptions for units dating from after February 1, 1995, single-family homes, condominiums, ADUs and owner-occupied properties. In 2025 the city dropped a planned rent registry after the California Apartment Association challenged it. If you’re buying a duplex or small apartment building, get the current rent roll and each unit’s increase history before you set a price.

Nightly rentals and Larkspur’s 10% hotel tax

Larkspur charges a 10% transient occupancy tax on room rent under Municipal Code §3.12.030. Its zoning definitions mention bed-and-breakfast inns but no short-term or vacation rental use, so confirm with the city’s Planning Division whether a home can be rented by the night before counting on that income. The county’s short-term rental licenses don’t apply inside city limits.

Transfer tax and parcel taxes

A Larkspur sale pays only the county documentary transfer tax of $1.10 per $1,000 of value; unlike San Rafael, Larkspur adds no city transfer tax (Marin County Recorder). Larkspur parcels also pay the Marin Wildfire Prevention Authority’s Measure C parcel tax, approved in March 2020 across the authority’s area (Tiburon and Belvedere are outside it) and set at up to 10 cents per square foot of building or $75 per multifamily unit, with annual inflation adjustments. Ask for the latest tax bill to see every special assessment on a parcel.

Downtown Larkspur and the Magnolia Avenue historic district

The Larkspur Downtown Historic District is listed on the National Register of Historic Places and covers 234 to 552½ Magnolia Avenue. The National Park Service record gives periods of significance from 1875 to 1949, in commerce and architecture, and describes a mix of building styles from different periods (NPS NPGallery, NRIS 82000972, published 1982).

For a buyer, the district matters mainly as context for what can change on the street. If you’re looking at an older house near downtown, ask the city whether it’s on any local historic inventory and what review an addition, new windows or a second unit would need, before you plan a remodel into the price.

Larkspur Landing: the ferry, SMART and the creek’s edge

Larkspur Landing, off East Sir Francis Drake Boulevard, is the one place in Marin where SMART trains and Golden Gate ferries meet. The ferry terminal at 101 East Sir Francis Drake Boulevard runs the Larkspur–San Francisco route, and the schedule in effect from April 13, 2026 lists 16 weekday departures from Larkspur, the first at 6:20 a.m. An adult fare is $9.50 with Clipper or a contactless card (Golden Gate Ferry).

  • Parking: the terminal and overflow lots charge $2.00 on weekdays from 5:00 a.m. to 1:00 p.m. and are free after 1 p.m., on weekends and on listed holidays. Thirty-day permits don’t reserve a space, and overnight parking isn’t allowed (Golden Gate Ferry parking).
  • SMART rail: the Larkspur station at 600 Larkspur Landing Circle is the southern end of the line, with stops in San Rafael, at the Marin Civic Center and in Novato. The Connect Larkspur shuttle runs between the train and the ferry (SMART).

The creek has its own housing history. Close to 400 arks and houseboats once lined Corte Madera Creek from Kentfield to the bay. The homes that remain were either moved ashore or are moored at two boardwalks, one in Larkspur near Piper Park and one in Greenbrae across from the ferry terminal, both reached only on foot (Marin History Museum).

Flood risk along Corte Madera Creek

Larkspur sits at the lower end of the Ross Valley watershed, which drains 28 square miles from White’s Hill to San Francisco Bay. In December 2005, flooding in the valley caused nearly $95 million in damage, and Larkspur was among the communities hit, along with Fairfax, San Anselmo, Ross and Kentfield (Marin County Flood Control District). The county’s Ross Valley Flood Protection & Watershed Program, run through Flood Control Zone 9, was set up after that flood, and Zone 9 collects a storm drainage fee to help pay for it.

Two different measures are worth checking on any Larkspur address:

  • The FEMA flood map. The seller’s Natural Hazard Disclosure statement must say whether the parcel is in a FEMA special flood hazard area (Civil Code §1103.2). If it is, a lender with a federally backed loan will require flood insurance.
  • Modelled risk. First Street’s model, shown on Redfin, rates Larkspur’s flood risk “extreme” and estimates that 1,112 properties, about 27% of the city, are likely to be severely affected over the next 30 years. That’s a private model, not a FEMA designation, but it is a fair prompt to ask for an insurance quote early.

Before you remove contingencies on a Larkspur home near the creek or the bay, get a flood insurance quote and ask for an elevation certificate if one exists. The premium belongs in your monthly cost from the start, not after closing.

Wildfire, water and sewer service in Larkspur

Three service agencies come up in almost every Larkspur inspection period:

  • Fire: the Central Marin Fire Department, formed in 2019 under a joint powers agreement between the City of Larkspur and the Town of Corte Madera, covers the city, Greenbrae inside city limits and county areas including the Greenbrae Boardwalk.
  • Sewer: the Ross Valley Sanitary District collects wastewater from Larkspur and ten other Ross Valley communities and sends it to the Central Marin Sanitation Agency for treatment. Ask the district whether the sale triggers a sewer lateral test before you close.
  • Water: Marin Water serves more than 191,000 people in central and southern Marin, mostly from rain caught in seven reservoirs, five of them on the north slope of Mount Tamalpais (Marin Water). Confirm the account on the seller’s utility bill.

Fire zone maps changed recently. The state fire marshal released new local-responsibility maps for cities in four phases in February and March 2025, so a disclosure prepared from older maps may be out of date (Office of the State Fire Marshal). If the parcel is in a High or Very High zone, California’s AB 38 rule applies at sale: the seller provides a defensible-space inspection report from the past six months, or both sides agree in writing that the buyer will get one within a year of closing.

Which school districts serve Larkspur?

Larkspur’s public schools belong to two districts. The Larkspur-Corte Madera School District, whose office is at 230 Doherty Drive, runs the elementary and middle grades, and the Tamalpais Union High School District runs Redwood High School at 395 Doherty Drive and San Andreas High School on William Avenue, both inside the city (Marin County Office of Education). Neighbouring Kentfield has its own elementary district, so near the city’s edge, confirm the assigned schools for an address with the district office.

How Diamond Real Estate Group helps Larkspur buyers

We work through these Larkspur questions with you before you write an offer:

  • Rent rules: for any property with a rental unit, we check whether Chapter 6.20 covers it and read the rent history before you rely on the income.
  • Flood exposure: we pull the FEMA designation from the disclosure package, ask for an elevation certificate and get you to an insurance agent early.
  • Fire zone and AB 38: we compare the disclosure with the current state map and make sure the defensible-space paperwork is settled in the contract.
  • Comparable sales: we separate condominium sales from house sales and flag comparables near the creek, so the price is measured against the right homes.

If you’re buying a small rental building, our investor services start with the rent roll and Chapter 6.20; for a higher-end home, see our luxury real estate guide. If you also own in Marin and plan to sell, our seller services and a home valuation are a good place to start. For a disclosed list of licensed agents who work here, see realtors serving Larkspur, and for the rest of the county, our Marin County real estate guide and how we work with buyers.

Selling a home in Larkspur

Larkspur’s main point-of-sale rule is a fire resale report, and since January 7, 2026 it applies only to properties in the city’s designated wildland-urban interface. The City of Larkspur covers homes inside its limits, including part of Greenbrae; unincorporated Greenbrae and Kentfield parcels follow county rules.

The fire inspection resale report

  • Who needs it: owners of residential buildings and parcels in the WUI, before a sale or exchange (Municipal Code 15.40.045). Individual condominium units and townhouses are exempt.
  • What it records: whether the parcel is in a High or Very High fire hazard zone or the WUI, whether the building predates January 1, 2010, fire sprinklers, emergency gate keys, ember-vulnerable features and defensible space.
  • Process: request it through the city; Central Marin Fire inspects the exterior within 7 to 10 business days, with no appointment, for $211 in 2026. The property must pass within six months before entering a sales contract, and fire code issues must be corrected within 30 days.
  • Delivery: the report goes to the buyer before the sale closes, and the buyer signs a city receipt that is filed with Planning and Community Development (15.40.050).
  • AB 38: in Larkspur, the local WUI designation governs, even where the state map differs. A buyer can agree in writing to obtain compliance within a year, but local correction deadlines still apply.

Sewer and transfer tax

The Ross Valley Sanitary District serves Larkspur, and any sale requires its sewer lateral Certificate of Compliance. Buyer and seller negotiate who obtains it, and that party has 90 days after close of escrow. A contractor videos the lateral and pulls a district permit, then a district inspector signs off after a final inspection and pressure test. There is no city transfer tax: Marin County charges $0.55 per $500 of value. The seller customarily pays in Diamond’s North Bay markets, but it is negotiable; our transfer tax guide covers the details.

What buyers ask to see

Near Corte Madera Creek, buyers ask for the Natural Hazard Disclosure, the FEMA zone and any elevation certificate. For duplexes and small apartment buildings, expect requests for the rent roll and increase history under the city’s rent stabilization chapter; our guide to selling a rental property covers tenant issues. The Marin County selling requirements page compares neighboring towns, and a home valuation is the first step on price.

Larkspur real estate FAQs

What is the median home price in Larkspur, CA?

Redfin’s median sale price for the City of Larkspur was $1,901,548 in July 2026, 4.9% higher than a year earlier, at a median of $797 per square foot. The Census puts the median value of owner-occupied homes at $1,996,600 for 2020 to 2024.

What ZIP code is Larkspur?

The City of Larkspur uses ZIP code 94939. Greenbrae, part of which lies inside Larkspur’s city limits, uses 94904, which it shares with Kentfield, so check both the ZIP and the jurisdiction when you search for homes.

Does Larkspur have rent control?

Yes, for part of its rental stock. Municipal Code Chapter 6.20 caps a yearly increase at 5% plus inflation or 7%, whichever is lower. Coverage of the 2024 referendum described single-family homes, condominiums, ADUs and newer units as exempt, in line with the state’s Costa-Hawkins limits on local rent caps, so a condo bought to rent out is likely outside it; confirm for a specific unit with the city and read the HOA’s leasing rules.

Can I rent a Larkspur home as a vacation rental?

Don’t assume so. Larkspur collects a 10% transient occupancy tax on stays it treats as transient, but its zoning definitions don’t list short-term or vacation rentals, and the county’s short-term rental licenses only cover unincorporated areas. Ask the city’s Planning Division in writing before you buy for that purpose.

Does Larkspur charge a city transfer tax?

No. A Larkspur sale pays the Marin County documentary transfer tax of $1.10 per $1,000 of value, and nothing more at the city level. On a $1.9 million sale, that’s $2,090.

How do I commute from Larkspur to San Francisco without driving?

Take the Golden Gate Ferry from Larkspur Landing: 16 weekday departures on the April 2026 schedule, the first at 6:20 a.m., for $9.50 with Clipper, with terminal parking at $2.00 on weekday mornings. SMART runs the other way, north to San Rafael, Novato and Sonoma County.

Is there a SMART train station in Larkspur?

Yes. SMART’s Larkspur station is at 600 Larkspur Landing Circle, the southern end of the line, and the Connect Larkspur shuttle links it to the ferry terminal. Marin’s other stations are in San Rafael, at the Marin Civic Center and in Novato.

Is Larkspur in a flood zone?

Parts of it are at risk. Larkspur sits at the lower end of the 28-square-mile Ross Valley watershed and was among the communities damaged in the December 2005 floods, and First Street’s model rates about 27% of the city’s properties as likely to be severely affected by flooding over 30 years. The FEMA designation for a parcel appears on the Natural Hazard Disclosure statement.

What is the Larkspur Downtown Historic District?

It’s a National Register historic district along Magnolia Avenue, from number 234 to 552½, recognised for commerce and architecture from 1875 to 1949. Buying near it doesn’t by itself restrict a house, but ask the city about any local review before you plan exterior changes to an older building.

Are there floating homes in Larkspur?

Yes. The Marin History Museum notes that the last of Corte Madera Creek’s ark and houseboat homes are moored at two boardwalks reached only on foot, one in Larkspur near Piper Park and one in Greenbrae across from the ferry terminal. Financing, insurance and permits for a floating home work differently from a house on land, so plan extra time.

Is Greenbrae part of Larkspur?

Partly. Some Greenbrae addresses are inside Larkspur’s city limits and others are unincorporated, where Marin County handles planning under its Kentfield/Greenbrae Community Plan. See our Greenbrae page for what that means for rentals and permits.

Do I need a defensible-space inspection to buy in Larkspur?

Only if the parcel is in a High or Very High Fire Hazard Severity Zone on the state’s current map. In that case California’s AB 38 rule (Civil Code §1102.19) requires the seller to provide a recent defensible-space inspection report, or the buyer agrees in writing to get one and comply within a year of closing. Check the zone against the 2025 local-responsibility maps rather than an older disclosure.

Which fire department covers Larkspur homes?

The Central Marin Fire Department, which Larkspur and Corte Madera formed in 2019 under a joint powers agreement. It also covers the incorporated part of Greenbrae and nearby county areas such as the Greenbrae Boardwalk and Lucky Drive, according to Marin LAFCO.
