There isn’t enough sales data in Covelo for a median. Redfin’s figures for ZIP 95428 over the three months to September 2026 rest on a single sale, so the $150,000 “median” and the 53.9% year-over-year drop it shows describe one property, not the valley (Redfin). For context, Willits had a September 2026 median of $365,643 from 31 sales, and the county median was $480,000 (C.A.R.).
The Census Bureau’s survey estimate of home values in Covelo carries a margin of error of more than $160,000, so it doesn’t help either. Where Covelo is and who governs it
Covelo is in Mendocino County, in Round Valley, in the unincorporated north-east of the county. The valley drains to the Middle and North Forks of the Eel River, and the Round Valley County Water District’s 52 square miles along State Route 162 border the Mendocino National Forest (Mendocino LAFCo, 2016). The Census Bureau’s 2020–2024 survey estimates about 1,286 residents and 628 housing units in the Covelo census area, which covers about 7.1 square miles.
On fee land, Mendocino County sets zoning and issues building, well and septic permits, and only the county documentary transfer tax of $1.10 per $1,000 applies at closing. For short-term guests on a fee parcel, we found no adopted county ordinance for inland short-term rentals as of October 2026; the supervisors discussed creating that use type on February 3, 2026 and gave staff direction, so check the current rules with county Planning and Building Services. The Round Valley Indian Tribes, which describe themselves as a sovereign nation of confederated tribes, have a tribal council, administration and court, with offices on Covelo Road about a mile north of town (Round Valley Indian Tribes). Local services are split among special districts: the Covelo Community Services District for wastewater and the Covelo Fire Protection District for fire.
The Round Valley Indian Reservation and what can be bought
The Round Valley Indian Tribes are a confederation of Yuki, Wailacki, Concow, Little Lake Pomo, Nomlacki and Pit River peoples. By the tribe’s own account, the reservation began in 1856 as the Nome Cult Farm, and other peoples were forcibly driven to Round Valley onto land the Yuki had occupied. In 1936 their descendants adopted a constitution as the Covelo Indian Community, later renamed the Round Valley Indian Tribes (RVIT, About Us). LAFCo’s 2016 review says the reservation covers most of the north end of the water district and that roughly a third of the land in the district belongs to the Tribes.
Within and around the reservation, land falls into different legal categories, and each is treated differently when it is sold:

The approval rules are in 25 CFR Part 152: under §152.23, an application for the sale, exchange or gift of trust or restricted land may be approved if the transaction appears clearly justified in light of the owner’s long-range best interest, or in the cases set out in §152.25(d).

Getting to Covelo on State Route 162
State Route 162 is the highway through Round Valley; LAFCo describes the Round Valley County Water District as lying along it. The Anderson Fire started beside Highway 162 south of Covelo at 12:37 p.m. on August 5, 2026. CAL FIRE reported the highway closed from the mouth of the valley to the Covelo Fire Station at 1:36 p.m. and an evacuation warning for zone MEN-1COV18-B at 1:49 p.m.; the warning was lifted at 4:49 p.m. and all road closures at 7 p.m. CAL FIRE’s last update put the fire at 205 acres and 40% contained (CAL FIRE).
- Plan for closures: the 2026 closure showed how quickly one fire can cut the road, so keep fuel, water and supplies on hand and know the county evacuation zone for the parcel.
- No scheduled bus: Mendocino Transit Authority’s schedule lists no Covelo stops; its nearest routes start in Willits (MTA).
Wells, septic and water in Round Valley
No single public agency supplies water across Round Valley. The Round Valley County Water District, formed in 1953, monitors groundwater levels in 12 wells for the state but “is not involved in the distribution or supply of water.” Mill, Turner, Grist, Town and Short creeks are the main recharge for the Covelo-Round Valley aquifer, and the four public water systems LAFCo lists in the valley are owned and operated by the Round Valley Indian Tribes (Mendocino LAFCo, 2016). For a fee parcel outside those systems, plan on a private well.
- Wells: ask for the well completion report, a recent flow test and water-quality results. County Environmental Health issues well permits and keeps well completion reports (County Environmental Health).
- Sewer or septic: the Covelo Community Services District provides wastewater treatment but has “limited wastewater capacity,” so ask whether a parcel is connected and, for a new connection, whether capacity is available. Otherwise expect a county-permitted septic system, and ask for its permit file.
The 2020 August Complex and fire risk in Round Valley
The August Complex began as lightning fires in August 2020 and became the largest wildfire in California’s recorded history, burning 1,032,648 acres across Mendocino, Humboldt, Trinity, Tehama, Glenn, Lake and Colusa counties, destroying 935 structures and killing one person (CAL FIRE). The Mendocino National Forest, which borders the Round Valley County Water District and covers about 927,650 acres, describes its recovery work after “record-breaking wildfires in 2018 and 2020” (USDA Forest Service).
On the evening of September 10, 2020, fire officials said they expected to protect Covelo, then six to seven miles from the fire’s edge, and CAL FIRE crews were working between Covelo and the forest boundary. The area north of Covelo was under an evacuation warning, Covelo High School served as an evacuation point and the Covelo Rodeo Grounds took livestock, but the town itself was not under an order or warning (The Mendocino Voice).
- Fire zone: look up the parcel on the State Fire Marshal’s Fire Hazard Severity Zone viewer; the maps for state-responsibility land took effect April 1, 2024 (OSFM).
- Defensible space at sale: in a High or Very High zone, AB 38 requires a recent defensible-space inspection report from the seller or a written agreement that the buyer will do the work within a year of closing (State Fire Marshal guidance).
- Insurance: request quotes as soon as your offer is accepted; on a remote parcel the answer can decide the purchase.
Farmland and the Covelo wine appellation
Covelo has its own federal wine appellation. The Covelo American Viticultural Area, defined at 27 CFR 9.187, surrounds the town; its boundary begins and ends on State Route 162 at Inspiration Point and follows ridges, peaks and benchmarks such as Dingman Ridge and Coyote Rock on four U.S. Geological Survey maps: Dos Rios, Covelo West, Covelo East and Jamison Ridge. The current boundary text dates from 2006 (eCFR). The separate Dos Rios appellation, also in northern Mendocino County, lies at the confluence of the Eel River and its Middle Fork.

Schools and services
Public schools are run by the Round Valley Unified School District, at Howard and High Streets in Covelo (Mendocino County Office of Education). Check the school for a particular address with the district before you rely on it. The Covelo Fire Protection District provides fire protection, and CAL FIRE listed the Round Valley Indian Health Center on Biggar Lane as a temporary evacuation point and cooling center during the 2026 Anderson Fire.

Selling a home in Covelo
Before anything else, a Covelo seller should confirm from the title report that the parcel is held in fee. Fee land in Round Valley is sold like other unincorporated Mendocino County property, with county permit, septic and well records. Federal rules say trust or restricted land may not be conveyed without approval from the Secretary of the Interior.
Transfer tax
A fee-land sale owes the county tax only: $0.55 per $500, or $330 on a $300,000 home. Sellers customarily pay in Diamond’s North Bay markets, but it can be negotiated. Our transfer tax guide walks through the calculation.
Water and wastewater records
- Well. Get the well completion report (county Environmental Health takes owner requests) and a current flow and quality test.
- Septic. The county code sets no septic inspection at resale, so provide the permit file yourself. A non-standard system must have a valid operational permit.
- Community services district. If the home connects to the district’s wastewater system, include the account history.
Cannabis and timber parcels
Cultivation in the county requires a county license held by the operator. A buyer can take it over only through an assignment that the department approves in writing, with proof of the buyer’s right to use the land. Licenses on parcels under the ordinance’s sunset provision are not assignable. Say plainly in the listing whether any cultivation on the land is licensed.
Timberland Production Zone land carries a rolling ten-year zoning term. State law bars dividing it into parcels under 160 acres unless a recorded joint timber management plan and a four-fifths board vote back the split. Selling part of a TPZ holding is therefore a planning question first.
Fire zone and required statements
Look up the parcel’s fire hazard zone before listing. In a High or Very High zone, AB 38 requires defensible-space documentation from the six months before you sign, or a written agreement that the buyer obtains it within a year.
