A Guerneville mailing address does not identify the whole responsibility map for a home. County land-use authority, sewer service, drinking water, fire protection and the roads used to reach the house are separate inquiries. A property outside the sewer district can share a postal community with a district-served parcel. A dwelling shown on a map can also require a closer review of flood records and the permitted use of its improvements.
The original map below follows two current County examples: 16155 Drake Road and 15940 Old Cazadero Road. Both have Guerneville addresses and unincorporated Sonoma County jurisdiction, but their sanitation entries differ. These are documentary examples, not houses inspected or offered as recommendations in this guide. They show how to turn a place name into a parcel-specific list of agencies, records and unanswered questions before relying on an ownership or development assumption.
Begin with the parcel, the existing house and the proposed use
Record the parcel identifier alongside the current address, then describe what the purchase is meant to accomplish. Continuing an existing home use is a different question from adding space, changing occupancy or constructing another dwelling. Give the same project description to each relevant office. Otherwise one answer may concern the existing connection while another concerns a hypothetical future use, and the combined file may appear consistent even though the agencies have evaluated different things.
Permit Sonoma’s parcel report separates jurisdiction, zoning, sanitation, fire and other mapped fields. Preserve that separation when summarizing the property. A County jurisdiction entry tells you where to begin the land-use and building inquiry; a sanitation district entry identifies another agency for service questions. Neither field is an inspection result. Request the complete relevant records when a decision depends on what was approved or built, and keep the County’s warning about incomplete or inaccurate data with the report.
Drake Road: a district entry begins the sewer inquiry
The current report for APN 071-160-065 associates 16155 Drake Road, Guerneville 95446, with unincorporated County jurisdiction. It lists Russian River County Sanitation District and Guerneville urban service area, with Sonoma County FD as the fire district. The parcel also has floodway and floodplain fields marked Applicable. These are separate entries requiring different follow-up, not one overall approval of the property’s intended use or physical condition.
For a candidate with this sanitation entry, request the actual connection, account classification and relevant private-lateral information. Sonoma Water’s Russian River district page provides billing contacts and directs sewer connection and engineering-record inquiries to Permit Sonoma. Use those routes to establish the existing arrangement and the appropriate review for proposed work. A house near a sewer line, or inside a mapped district, should not be described as having every requested future service allocation without the specific confirmation.
Keep the financial question separate from the connection question. Sonoma Water’s May 12, 2026 announcement states that its Board approved a $2,696 annual Russian River sewer rate for FY 2026–27, collected on the property-tax roll. The actual parcel amount still depends on its classification and applicable circumstances. A published rate establishes neither the number of billed units at a particular house nor whether a planned additional use has been reviewed.
Old Cazadero Road: a different wastewater file
The current report for APN 072-320-024 associates 15940 Old Cazadero Road with Guerneville mailing and County jurisdiction, while its sanitation district and urban service area fields read Not Applicable. Its history includes SEP22-0078, a septic emergency-repair case shown Finaled on May 23, 2022. That is a historical scope and completion-status record, not a present diagnosis or proof of capacity for another bedroom or dwelling.
For a real purchase, obtain the approved system documents and current qualified assessment, and reconcile them with the existing improvements. An older emergency description should not be repeated as though the system is still in the same condition today. Conversely, a finaled repair does not establish indefinite performance or permission for a different use. Ask the County which records and review are needed for the buyer’s actual proposal, preserving the original conditions and any operating responsibilities.
Do not use the community label to infer the water source either. The parcel report’s groundwater map is regional screening information, not a record of the pipe supplying the kitchen. Request source and account documents, any relevant well or shared-system records, and the appropriate current testing evidence. A water provider’s general service area and the house’s wastewater arrangement should remain separate lines in the file until both are verified for that address.
County parcel file
APN + current/historical addresses + existing use + proposed change → Permit Sonoma records and appropriate sections.
Service file
Actual water provider/account + RRCSD connection or septic file + relevant private equipment and maintenance responsibilities.
Site and route file
Flood-map/elevation records + title/access evidence + authorized condition assessment + applicable fire review.
| Example | Verified current report entries | Next decision evidence |
|---|---|---|
| 16155 Drake Road; APN 071-160-065 | County jurisdiction; Russian River CSD sanitation; Guerneville urban service area; Sonoma County FD; F1/F2 fields Applicable. | Actual connection/classification, separate drinking-water account, relevant flood and improvement records. |
| 15940 Old Cazadero Road; APN 072-320-024 | County jurisdiction; sanitation/urban service area Not Applicable; historical septic repair finaled May 23, 2022; Sonoma County FD. | Current septic layout/assessment, actual water source, applicable use and access evidence. |
Complete every line with the agency, document, date, existing arrangement, proposed change, unresolved condition and next reviewer. Provider name, map layer, planning permission and observed condition answer different questions.
Water service has its own boundaries and responsibilities
Sweetwater Springs Water District publishes rates effective July 1, 2026, distinguishing single-family, multiple-family and other classifications. That gives a verified current billing source when the actual account belongs to the district; it does not establish service to every Guerneville postal address. Ask the provider to confirm the connection, account class, equipment boundaries and any conditions relevant to the proposed use before applying the published table to the property.
For a house using another source, obtain the appropriate provider or private-system documents instead of borrowing Sweetwater’s tariff or water-quality report. If the source is shared, identify the actual operating and repair responsibilities through the relevant agreements and professional review. Ownership of a house, ownership of a well and a right to receive water can be different facts. Keep the evidence for each so the future owner knows whom to contact and what obligation accompanies the supply.
Flood records concern both the building and the decision
Permit Sonoma’s current Floodplains and Floodways guidance offers flood-zone map determinations and explains that it may already hold an elevation certificate. If one is needed and unavailable, it directs owners to a civil engineer or licensed land surveyor. The page separately explains F1 floodway and F2 floodplain functions. Use the actual records and qualified review for the property rather than treating one portal field as the complete flood investigation.
Ask which improvements and spaces the documents describe and whether they match the current house. A raised structure, a finished lower enclosure, a driveway and service equipment may create different questions. Obtain the relevant approved plans, recorded restrictions where applicable and current insurance evidence. A community river level or a neighbor’s experience should not be converted into a measured water depth at the subject’s floor. The appropriate professional should explain how the property’s own evidence relates to the intended use.
Finish with a usable responsibility file
Fire and access should remain separate from the sanitation boundary. Both example reports identify Sonoma County FD and a State fire-protection response area; that combination is not a statement that the State controls the home’s zoning or that one district has approved every part of its approach. Ask the appropriate fire authority which questions apply to the actual house and proposed work. If a project changes access or requires a new review, preserve the plans and response rather than relying on the fire-district name as a general compliance finding.
The approach also needs the right current road information. The County’s closure-map guidance explicitly excludes state highways and private roads from its County-maintained-road display. An approach involving Highway 116 and a private final segment therefore requires more than a blank County map. Identify each segment and its relevant information source, and distinguish present accessibility from any agency review of a future project.
Use the Guerneville guide for broader orientation, the Sonoma County guide for surrounding areas, and the buying process guide to coordinate requests. Identify who holds the next answer instead of collecting disconnected documents. The completed file should distinguish regulation, service, legal rights and condition, with each material uncertainty assigned to an appropriate reviewer before the purchase decision.
