Multifamily and Duplex Properties for Sale in Glen Ellen: Zoning and Rent Rules
What multifamily in Glen Ellen looks like
Glen Ellen has very few apartment buildings. Income property here usually means a house with an ADU or junior unit, a rural parcel with a second home or farmworker housing, an occasional duplex or small cottage group near the village, a mixed-use building with an apartment above a shop, or a mobile home. Larger multifamily in the area has been tied to plans for the former Sonoma Developmental Center, which are being redone. For two to four units, read financing 2-4 unit properties; for larger buildings, see apartment building loans.
Where the zoning allows it
Glen Ellen is unincorporated, so County Article 08 and Article 06 apply. The Official Zoning Database has each parcel’s zone.
| District | Duplex | Multifamily | Other units allowed |
|---|---|---|---|
| R1 | No | No | ADU and JADU permitted; mobile home park by use permit; 1 to 6 units per acre |
| R2 | Permitted | Permitted | 6 to 12 units per acre |
| R3 | Permitted | Permitted | 12 to 20 units per acre |
| RR, AR | No | No | ADU, JADU and guest house permitted; 1 to 20 acres per home |
| LIA, LEA, DA, RRD | No | No | ADU, farmworker and agricultural employee housing permitted; farm family dwellings in LIA and LEA |
| C1, LC, K | — | Mixed use (P* or use permit) | Under Article 10 |
Design review. Village parcels with an LG/GE1 suffix go through design review even for ministerial work such as a building permit. LG/GE2 parcels face it only for discretionary projects. That comes from Section 26-90-060, which calls for human-scale buildings that keep Glen Ellen’s rural character. An ADU on an LG/GE1 lot may therefore need design sign-off.
SB 9. Permit Sonoma’s SB 9 page limits lot splits and two-unit projects to single-family zones inside a U.S. Census urban area. A point query of the County’s census urban area layer at the Glen Ellen village returns the Sonoma urban cluster, and the same check of the County’s urban service areas returns the Sonoma Valley urban service area. Some R1 lots in and near the village may therefore qualify; rural and agricultural parcels will not. Confirm with the County’s screening map. See our SB 9 lot split guide and ADU investment guide.
The Sonoma Developmental Center and new housing
The County’s December 2022 Specific Plan for the state-owned campus called for a base of 620 homes of up to 1,800 square feet each, under the County’s affordable housing program. In December 2024, after a CEQA ruling, the Board rescinded the plan and decertified its EIR. The County is revising it alongside Eldridge Renewal, LLC’s August 2023 application for the 180-acre core campus, and noted that state housing law limits its ability to deny the project or cut its density. No unit count is settled.
Rent rules: state rent cap plus County tenant protections
Rent cap. The Attorney General’s page, updated July 16, 2026, puts Sonoma County under "All Other Counties," allowing covered units up to 8.6% for increases from August 1, 2026 through July 31, 2027. There is no local rent cap in Glen Ellen.
Ordinance 6496. Every Glen Ellen rental is in unincorporated territory, so the County’s tenancy protections, passed September 17, 2024, sit on top of state law:
- Just cause applies once lawful occupancy begins.
- Eviction for nonpayment requires more than a month’s rent owed.
- No-fault relocation equals HUD Fair Market Rent for the Santa Rosa area or actual rent, whichever is greater.
- Termination information must reach the County within three days of the notice, per the landlord page.
- Certain deed-restricted affordable units are covered even if state law exempts them.
A single-family house with an ADU may still be exempt from AB 1482 under its owner-occupancy and corporate-ownership tests, but the County notice and filing rules apply to all terminations. See our AB 1482 guide and just cause eviction guide.
Glen Ellen rental property rules
- Vacation rentals. Permit Sonoma does not allow them in R1 to R3, ADUs, farmworker housing, LIA or Williamson Act land. The 2023 staff report proposed a 22-parcel Glen Ellen exclusion zone. In an exclusion zone, existing permits end at sale.
- Farmworker housing. Units permitted as farmworker or agricultural employee housing are intended for farm workers and are barred from vacation rental use; confirm any conditions on the permit before counting them as general rentals.
- Transfer tax. Only the County’s $0.55 per $500.
Water, septic and fire
- Water. The Valley of the Moon Water District serves Glen Ellen, per Permit Sonoma’s referral list; rural lots rely on wells.
- Sewer. The Sonoma Valley County Sanitation District operates in the valley and lists a private sewer lateral ordinance. Confirm whether the parcel is connected and what lateral work is required. On septic, system capacity usually decides whether an ADU or second unit is possible; see our Glen Ellen water and wastewater page.
- Older buildings. For three or more units with elevated decks, budget SB 721 inspections. Hillside wood-frame buildings may merit a seismic retrofit review.
Underwriting a Glen Ellen multifamily purchase
- Verify each unit’s permit history: ADU, guest house, farmworker unit or legal nonconforming.
- Confirm water source, sewer or septic capacity, and any lateral requirements.
- Classify units under AB 1482 and Ordinance 6496, and model covered increases at or below 8.6%.
- Budget relocation at Fair Market Rent or actual rent for any planned no-fault move-out.
- Collect leases, rent roll and estoppel certificates.
- Rebuild expenses with reassessed taxes, fire insurance and well or septic upkeep in our rental property analysis.
