Which Green Valley is this?

This page covers the Solano County census-designated place in ZIP 94534, area code 707. Searches for “Green Valley, CA” also turn up a Green Valley in Los Angeles County and Sonoma County’s Green Valley of Russian River Valley, a separate wine appellation. This Green Valley isn’t in Napa County, but its appellation runs along the Napa–Solano line, and Wikipedia puts the community less than 15 miles from Napa Valley.

Living under Solano County rules

With no city hall, Solano County Planning Services handles zoning and land use under the 2008 Solano County General Plan, adopted by the Board of Supervisors on August 5, 2008 and approved by county voters that November 4. Fairfield’s rules, including its Chapter 18A disclosure form, stop at the city line, and so does the Fairfield-Suisun Sewer District’s service area. Here’s how county jurisdiction shows up in a purchase.

  • Short-term rentals: stays of 30 days or less need the appropriate county permit, a business license and a transient occupancy tax certificate before listing; the county’s tax is 5% of rent. Call Planning Services (707-784-6765) about the parcel’s zoning first (Solano County).
  • ADUs: the county allows accessory and junior accessory dwelling units only on residential lots; agricultural lots follow separate “secondary dwelling” criteria (Solano County ADUs).
  • Williamson Act: the county no longer accepts new agricultural preserve applications, and existing contracts run at least 10 years; check a parcel’s status in the county GIS viewer.
  • Transfer tax: only the county’s $1.10 per $1,000 applies, about $792 on a $719,689 price with no loans assumed, customarily paid by the seller.

What does the Middle Green Valley Specific Plan allow?

The biggest land-use decision in the valley is the county’s Middle Green Valley Specific Plan, for a planning area of about 1,911 acres around Green Valley Road and Mason Road. The county’s 2009 environmental notice listed 400 residential units (CEQAnet), and the Green Valley Landowners Association describes the plan as “a small village of 390 homes around a town center, surrounded by 1500 acres of agriculture and open space” (GVLA).

On October 4, 2022, the Board of Supervisors approved two subdivision maps under the plan: a large-lot map dividing 410.9 acres into 27 parcels, and a small-lot map dividing 137.2 acres into 322 residential parcels (Notice of Determination). Tentative maps aren’t houses, so ask Planning Services which phases have recorded final maps before you count on a timeline.

Growth here has been contested before: the association says a 1974 lawsuit settlement once capped Middle Green Valley at 500 new houses, a limit that expired around 2004.

Water, wells and septic in Green Valley

Ask first where a Green Valley home gets its water, because the answer varies by parcel.

The Lakes Water System

The City of Vallejo owns and runs the Lakes Water System, which serves about 850 customers in Green Valley, parts of Cordelia and Willotta Oaks, and Gordon Valley. It draws from Lakes Madigan and Frey and treats that “highly mineralized source water” at its Green Valley plant. Since 1992 its customers have carried its full operating costs, and rates have been disputed; Vallejo and Solano County approved a joint powers agreement on it in December 2020 (GVLA). Ask the seller for a year of bills.

Private wells

If a home isn’t on the Lakes system, find out what supplies it. Solano County Environmental Health permits well construction under County Code Chapter 13.10, so ask for the permit and well log, then order flow and water-quality tests during your inspection period (Solano County Well Program).

Septic systems

The Fairfield-Suisun Sewer District serves Fairfield, Suisun City and Travis Air Force Base, and Green Valley residents organized in 1962 to defeat a plan to run Fairfield sewer lines into the valley. Expect an onsite septic system unless the records show a sewer connection. The county requires a permit for every installation, repair or replacement, and alternative systems need an annual operating permit. We found no county rule requiring a septic inspection at sale, so order one yourself (Solano County Onsite Sewage Program).

Wildfire history and fire protection

Parts of Green Valley were under evacuation orders during the 2020 LNU Lightning Complex, which burned 363,220 acres across five counties between August 17 and October 2, 2020. On August 19, orders in Solano County covered Green Valley Highlands, Rockville Road, Suisun Valley Road, Gordon Valley Road and Mankas Corner, among other areas (CBS Sacramento).

  • Fuel reduction: the Cordelia Fire Protection District led the Green Valley Fuels Reduction Extension in 2023, about 22 acres of thinning understory trees, brush and dead material to reduce surface and ladder fuels (CEQAnet).
  • Fire zone: look up the parcel in the State Fire Marshal’s Fire Hazard Severity Zones viewer; the State Responsibility Area maps took effect April 1, 2024, and the Local Responsibility Area maps were released in early 2025 (OSFM). In a High or Very High zone, AB 38 requires defensible-space documentation at sale or a written agreement that the buyer will comply within a year.
  • Insurance: get quotes as soon as your offer is accepted; on a rural hillside parcel, coverage can decide whether the purchase works.

Vineyards and the Solano County Green Valley appellation

Green Valley has its own federal wine appellation, and its official name is “Solano County Green Valley”: federal rules require “Green Valley” to be qualified by “Solano County” on a label. Established by T.D. ATF-122 on December 29, 1982, its boundary follows the Napa–Solano county line south to State Route 12, Route 12 east to Interstate 80, I-80 southwest to the Southern Pacific rail line, the tracks east to the R3W/R2W range line, and that line north back to the county line (27 CFR §9.44). The Suisun Valley appellation, created the same year, lies to the east (27 CFR §9.45).

Confirm from the boundary, not the listing, that a parcel is inside the appellation, and check zoning and any Williamson Act contract. Our vineyard real estate guide and vineyard buying checklist cover the due diligence.

Parks, schools and getting around

  • Open space: Patwino Worrtla Kodoi Dihi Open Space Park, at 2061 Rockville Road, covers 1,500 acres with ten trails, including a 2.8-mile section of the Bay Area Ridge Trail; it’s open Friday through Monday, with $5 parking (Solano Land Trust). The land trust bought it in 2012, after a housing development had been proposed there, and the park opened in late 2024. Its name, given by the Yocha Dehe Wintun Nation, means “Southern Rock Home of the Patwin People.”
  • Schools: Green Valley is served by the Fairfield-Suisun Unified School District; confirm the assigned schools for an address with the district.
  • Rail: the nearest Capitol Corridor stations are in Fairfield and Suisun City.

How Diamond Real Estate Group helps Green Valley buyers

Rural parcels need a different checklist from subdivision homes. We confirm the water source, find the septic permit and order an inspection, look up the fire zone, get insurance quotes early, and check zoning, any Williamson Act contract and the parcel’s position relative to the Middle Green Valley plan. We pick comparable sales by acreage and water source, not ZIP code.

Green Valley: keep the Solano property file tied to the exact address

This Green Valley guide concerns the Solano County community beside Fairfield. Use the exact parcel and the applicable county resources to keep the property file connected to that location when comparing addresses that share a familiar place name.

Buying: distinguish area context from parcel evidence

Use the residence's actual jurisdiction, provider information, rights, and current condition. The county's Planning Services resource includes Middle Green Valley planning material, but a plan's area context does not establish an individual property's project approval or utility capacity.

For a required alteration, write the specific change and identify the responsible authority, service provider, qualified feasibility review, and applicable documents. Ask whether the existing home still meets the essential brief if the proposal changes or cannot proceed as hoped.

Selling: maintain the distinction between the current home and future ideas

Prepare an accurate current plan, improvement history, and responsibility schedule. Keep services, access, detached structures, and any shared agreement visible. Separate completed work from a prospective opportunity rather than using the broader valley identity to imply unrestricted land or building use.

A useful evidence register

  • Current accommodation: plan and present-condition findings.
  • Services and rights: actual provider, agreement, or title source.
  • Future work: defined proposal, response date, and unresolved items.
  • Ownership costs: documented charges, new-owner quotes, and estimates distinguished.
