Multifamily and Duplex Properties for Sale in Healdsburg: Zoning and Rent Rules
What multifamily in Healdsburg looks like
Healdsburg’s rental housing is small-scale: duplexes and older bungalow courts near downtown, apartments over Plaza-area shops, small apartment buildings and townhome projects in the multifamily districts, houses with ADUs, and newer deed-restricted affordable projects. New supply is limited by a voter-approved growth control, which makes the existing stock the main way in for most buyers. For two to four units, read financing 2-4 unit properties; for five or more, see apartment building loans.
Where the zoning allows it
The city’s Land Use Code governs inside city limits.
| District | Two units | Multifamily | Key standards |
|---|---|---|---|
| R-1 | Not reviewed | Not reviewed | ADU plus JADU; small lot subdivision on vacant lots in some R-1 zones |
| RM Multi-family | — | Permitted | 6,000 sq ft lots; 40 ft; 40% coverage; 300 sq ft open space per unit; mobile home parks by use permit |
| DR Downtown Residential | Duplex by use permit; two detached homes permitted | Permitted | 4,500 sq ft of site per unit; 35 ft; 40% coverage |
| PR, CD, CS | — | Upper floor or behind commercial; conditional in PR | 2,700 sq ft of site per unit |
| MU Mixed Use | — | Stand-alone multifamily permitted; mixed use conditional | 200 sq ft open space per unit |
| GMU Grove Street | Duplex permitted | — | 12,500 sq ft for two units |
DR’s stated purpose is to keep downtown residential streets small in scale and limit high-density apartments. Expect design review on anything beyond a single-family house.
ADUs, small lots and SB 9. Under Section 20.20.010:
- A single-family lot can add one ADU and one JADU, approved ministerially within 60 days.
- Multifamily buildings can convert non-living space to ADUs, up to 25% of existing units.
Section 20.20.040 allows ministerial small lot subdivisions of up to ten units in RM, CD, CS, GMU, ORM and MU, but bars sites with protected housing occupied in the prior five years. We did not review the city’s SB 9 provisions; see our SB 9 lot split guide and ADU investment guide.
Growth control and inclusionary housing
Measure M. Approved by voters in 2000 and codified as Chapter 17.24, it allows an average of 30 new homes a year and no more than 90 in three years. Up to 50 more a year are allowed for multifamily units affordable to households at or below 160% of County median income, and low-income units are exempt. Allocations are time-limited and issued by the Planning Director, per the city’s growth management page.
Inclusionary. Section 20.20.030 requires 20% affordable units in projects of five or more. For rentals that is 5% low income and 15% moderate. Projects with ten or more required units must make at least 10% of them three-bedroom.
Rent rules: state rent cap plus Healdsburg relocation
Rent cap. The Attorney General’s rent cap page, updated July 16, 2026, lists no Sonoma County city with local rent control and places the county under "All Other Counties," at 8.6% for increases from August 1, 2026 through July 31, 2027. Healdsburg has no local rent cap.
Chapter 9.44, Tenant Relocation Assistance. Healdsburg adds relocation pay to state just cause law under Chapter 9.44, adopted by Ordinances 1198 and 1199 in 2020.
- Who qualifies. Tenants with 12 months of lawful occupancy facing a no-fault termination: owner or family move-in, withdrawal from the market, a government order, or demolition or substantial remodel needing 30 or more days out.
- How much. One month’s rent for households at or below 120% of County median income, and one more month at or below 80%.
- Timing. Tenants have 7 days to show income, and payment is due within 15 days of the notice. A written rent waiver can substitute.
- Notice. A relocation notice in English and Spanish goes with the termination notice, and a copy is filed with the City Manager’s office.
- Penalties. Failure to comply is a defense to eviction, unpaid relocation can bring treble damages, and violations are misdemeanors.
- Exemptions and sunset. Exemptions track state law, including an owner-occupied duplex and buildings with a certificate of occupancy under 15 years old. The chapter sunsets January 1, 2030, or later if state law is extended.
County Ordinance 6496 covers unincorporated areas such as Fitch Mountain, not city parcels. See our AB 1482 guide and just cause eviction guide.
Healdsburg rental property rules
- No vacation homes in RM or DR. Both districts list vacation homes and timeshares as not permitted, and ADUs must be rented for more than 30 days.
- Transfer tax. The County Recorder lists Healdsburg at the County rate only, $0.55 per $500, with no city tax added.
- Mobile homes. Manufactured homes outside parks must be on a permanent foundation with conventional-looking siding and roofing, per Section 20.20.020.
Older buildings and inspections
Downtown and near-downtown rentals include older wood-frame buildings, some in the Historic District overlay. Budget SB 721 balcony inspections for three or more units with elevated decks, consider a seismic retrofit review, and check historic review rules before exterior changes.
