What multifamily in Yorkville looks like
Yorkville has no apartment buildings to speak of. Income property here means a ranch or vineyard with more than one home on it: a main house plus an ADU or JADU, farm employee housing, a guest house, or an older second dwelling. Some buyers also look at small lodging on agricultural land, which follows commercial and tax rules rather than residential ones. Financing a rural property with multiple homes usually runs through agricultural or portfolio lenders; see financing 2-4 unit properties and apartment building loans for the basics.
The County’s General Plan, Chapter 6 describes Yorkville as a mix of residential, limited commercial and agricultural uses, and names the Yorkville Ranch as a residential area. Policy CP-AV-3 aims to focus development in and around the valley’s four towns, and Policy CP-AV-19 keeps agricultural and resource zoning valley-wide. Neither points toward denser housing in Yorkville.
Where the zoning allows it
Yorkville is unincorporated and follows the County’s inland zoning code. The County re-enacted its district chapter by Ordinance 4538 on September 10, 2024. That chapter lists R-2 Two-Family and R-3 Multiple-Family districts, but we found no indication they are mapped around Yorkville. Confirm the parcel’s zoning on the County map.
| Zone | What extra housing is possible | Key limits |
|---|---|---|
| A-G Agricultural (20.052) | Single-family dwelling and employee housing permitted. Family residential dwelling groups, supportive and transitional housing by administrative permit | 40-acre minimum lot. One dwelling per legal parcel; dwelling groups or cluster development at one unit per 40 acres |
| R-L Rangeland (20.060) | Main home plus accessory units | Large-acreage resource district; confirm density |
| R-R Rural Residential (20.048) | Main home plus accessory units | Confirm density for the mapped district |
| R-2 / R-3 (20.076, 20.080) | Duplexes and apartments | Only where mapped |
| Any zone with a legal home | ADU and JADU | Detached ADU up to 1,200 sq ft. JADU up to 500 sq ft |
The A-G chapter also has a farmworker housing lot-split rule (Section 20.052.055) and lets nonconforming parcels under five acres use 20-foot yards instead of 50.
ADUs and JADUs. The County’s ADU page allows most parcels with a single-family home an ADU and a JADU, and possibly a family care unit or guest house. Inland ADUs follow Section 20.164.015. A detached ADU can be up to 1,200 square feet, and an attached one the lesser of 1,200 square feet or half the existing living area. JADUs need owner occupancy in either unit; ADUs do not. Every ADU needs a building permit, adequate water and sewage disposal, and cannot sit on the septic leach field or its replacement area. See our ADU investment guide.
SB 9. In unincorporated areas, SB 9 applies only to single-family-zoned parcels inside a Census urbanized area or urban cluster, and it excludes many farmland and high fire hazard sites. Rural Yorkville parcels are unlikely to qualify, so confirm with the County. See our SB 9 lot split guide.
Rent rules: state law only
Rent caps. The Attorney General’s rent cap page, updated July 16, 2026, groups Mendocino County with All Other Counties: up to 7.7% for increases from August 1, 2025, and 8.6% from August 1, 2026 through July 31, 2027, for covered units. No Mendocino County jurisdiction appears on the AG’s chart of local rent ordinances. Many Yorkville rentals are single-family homes or ADUs owned by individuals, which can be exempt from AB 1482 if the owner gives the required notice. See our AB 1482 guide.
Just cause. Covered tenancies follow state just cause rules. See our just cause eviction guide.
Employee housing. Farm employee housing is permitted in A-G. Larger employee housing may also need a state permit under the Employee Housing Act, and housing provided as part of employment raises separate landlord-tenant questions.
Yorkville rental property rules
- Short stays are taxed. County Chapter 5.20 treats any stay of 30 consecutive days or less as transient and taxes it at 8% of rent, plus a 2% add-on approved at the March 4, 1997 election. Operators must get a registration certificate for each parcel before renting, and operating without one is a misdemeanor.
- Lodging needs a permit. Limited transient lodging requires a use permit in A-G, so do not assume a ranch cottage can be rented nightly.
- Transfer tax. Fidelity National Financial’s Who Pays What chart lists the Mendocino County rate at $1.10 per $1,000, customarily paid by the seller.
Wells, septic and fire
Yorkville has no water or sewer district. Each added unit depends on well capacity and septic design. The General Plan’s Action CP-AV-11.1 commits the County to help Yorkville set up small decentralized water and wastewater systems, and Policy CP-AV-13 supports community fire hydrants there. Until those exist, run a well yield test and a septic capacity review before paying for unit count.
Yorkville’s hills are wildland terrain, so check the fire hazard zone, defensible space and road access standards for any new unit. Older ranch houses and second dwellings often lack permits; a seismic retrofit review and a permit search are worth doing. SB 721 applies only to buildings with three or more units, which are rare here.
Underwriting a Yorkville multi-unit purchase
- Confirm the zone and whether each dwelling is legally permitted, including any built before the 2024 code.
- Classify each unit: main home, ADU, JADU, employee housing, guest house or lodging.
- Test well yield and septic capacity against the full occupancy you plan.
- Check AB 1482 status and model covered increases at or below 8.6%.
- Collect leases and estoppel certificates, and confirm TOT registration for any short-stay income.
- Rebuild expenses with reassessed taxes, fire insurance and well and septic maintenance in our rental property analysis.
Questions people ask
Can I buy an apartment building in Yorkville?
Rarely. The area is mostly agricultural and resource land. Multi-unit income usually comes from ADUs, JADUs or employee housing on a ranch.
How many homes can I have on A-G land?
One dwelling per legal parcel, plus employee housing, ADUs and possibly a guest house. Dwelling groups or clusters are figured at one unit per 40 acres.
How big can an ADU be?
Up to 1,200 square feet detached. A JADU can be up to 500 square feet and requires owner occupancy.
Does SB 9 apply in Yorkville?
Probably not. In unincorporated areas it applies only within Census urbanized areas or urban clusters. Confirm with the County.
Can I rent a cottage nightly?
Only with the right permit. Limited transient lodging needs a use permit in A-G, and stays of 30 days or less owe County TOT.
Is there rent control in Yorkville?
No local ordinance appears on the AG’s chart. State AB 1482 caps apply to covered units.
