What multifamily in Covelo looks like

Covelo’s rental stock is mostly older single-family homes, duplexes, small apartment buildings near the State Route 162 core, mobile homes and units on rural lots. The 2021 LAFCo review of the Covelo CSD says residents want more affordable housing while keeping the town’s historic, rural character. It also notes that the 2015 Housing Element found only three buildable parcels in Covelo, because the town lacks water service and has airport noise and safety limits. Tribal housing on the Round Valley Indian Reservation is a separate market under tribal authority. For financing, see financing 2-4 unit properties and apartment building loans.

Where the zoning allows it

Covelo is unincorporated, so the county’s Inland Zoning Code applies to fee land. The LAFCo review lists residential districts in and near town as SR, R-3 and UR, alongside C-1 and C-2 commercial. Density in most districts depends on water and sewer service, and Covelo has sewer for part of town but no public water.

County district 2+ units What service changes Notes
R-3 Multiple-Family (Ch. 20.080) Apartments Density depends on service Confirm figures with county; the summary text conflicts
SR Suburban Residential Single-family Lot size depends on service ADUs subject to septic or sewer
R-C Rural Community Two-family and multifamily Multifamily 1 unit per 1,500 sq ft only with both water and sewer. With one service, 1 per 12,000 Covelo has sewer only, so expect the one-service density
C-1 / C-2 Commercial Two-family and multifamily density standards Per district Mixed use encouraged on SR 162 and Greely Street
Agricultural / rural residential Farm housing Large lots Most of Round Valley

The LAFCo review notes that without public water, potential unit counts would likely be halved. The General Plan’s Covelo policies encourage higher-density and affordable housing near the commercial center (Policy CP-C-5) and improvements to existing homes (CP-C-6). They discourage subdividing outlying rural land (CP-C-4).

ADUs. The county’s ADU page allows detached ADUs up to 1,200 square feet and JADUs up to 500, and requires owner occupancy for JADUs. ADUs cannot sit on a leach field or its replacement area, and new ADUs need solar. An ADU on a sewered lot also needs CSD capacity. See our ADU investment guide.

SB 9. SB 9 applies only to qualifying urban single-family lots. Covelo parcels generally do not qualify, so confirm with Planning. See our SB 9 lot split guide.

Rent rules: state law only

The Attorney General’s rent cap page, updated July 16, 2026, puts Mendocino County under All Other Counties. The cap for covered units is 7.7% for increases from August 1, 2025, and 8.6% from August 1, 2026 through July 31, 2027. No Mendocino County jurisdiction appears on the AG’s local ordinance chart. Covered tenancies follow state just cause rules, and some single-family homes are exempt with proper notice. Rentals on tribal trust land may fall under tribal law rather than state landlord-tenant rules, so get advice for those. See our AB 1482 guide and just cause eviction guide.

Covelo rental property rules

  • Short stays. Rentals of 30 days or less collect county TOT under Chapter 5.20, with a registration certificate for each parcel.
  • Sewer billing. The CSD rates the system in residential equivalent units. The North Coast Water Board’s 2023 response to comments cites about 430 residential connections and 4 commercial dischargers, rated at 190 residential and 161 commercial REUs. The LAFCo review gives different figures: about 430 residents on 265 connections and 347.75 total REUs. Ask the district how many REUs a given building is billed for.
  • Transfer tax. The county collects documentary transfer tax through the Recorder, which does not post the rate. There is no city tax.

Sewer limits, wells and fire risk

The 2021 LAFCo review reported the entire Covelo CSD under a temporary mitigatable moratorium because of winter inflow and plant capacity shortfalls, with grant-funded collection repairs under way. The Regional Water Board’s 2023 permit caps average dry-weather flow at 0.057 million gallons per day. It bars summer discharge to Grist Creek and requires the district to warn the Board if the plant will reach capacity within four years. For a buyer, an existing connection is valuable and an added unit is uncertain. Get the CSD’s current position in writing.

Every property uses a private well. Test yield and water quality and check well permits. The 2016 LAFCo fire review reports minimal hydrants and an ISO rating of 9 for residential structures, which affects insurance. Older wood-frame buildings may need a seismic retrofit review. Buildings of three or more units with elevated decks need SB 721 inspections.

Underwriting a Covelo multifamily purchase

  1. Confirm the parcel is fee land under county jurisdiction, not tribal trust land.
  2. Get the CSD’s written confirmation of the sewer connection, REUs billed and any moratorium. For off-sewer lots, get the septic records.
  3. Test the well for yield, bacteria and nitrate.
  4. Order a county Letter of Zoning and confirm the legal status of each unit.
  5. Classify units under AB 1482, model increases at or below 8.6%, and collect estoppel certificates.
  6. Rebuild expenses with reassessed taxes, fire insurance and well upkeep in our rental property analysis.

Questions people ask

Does Covelo have rent control?

No. AB 1482 caps covered units at 8.6% for increases from August 1, 2026, and no local ordinance applies.

Can I add units to a Covelo rental?

Possibly, but sewer capacity and the lack of public water are the limits. The 2021 LAFCo review reported a temporary sewer moratorium, so check with the CSD first.

Why are there so few housing sites in Covelo?

The LAFCo review says the 2015 Housing Element found only three buildable parcels, citing no water service and airport noise and safety concerns.

Does county zoning apply on the reservation?

Not on tribal trust land, which is under the Round Valley Indian Tribes’ authority.

Who runs the sewer system?

The Covelo Community Services District, formed in 1960, a single-service wastewater district covering about 264 acres.

Can I add an ADU on a well and septic lot?

Yes, if it fits. The county bars ADUs on leach fields or their replacement areas, and new ADUs need solar.
