What multifamily in Willits looks like

Willits is a small city, and its income property is mostly small: duplexes and triplexes on older lots near Main Street, a handful of apartment buildings, mobile home parks, and houses with a second unit. Mendocino LAFCo’s 2019 service review counted, as of January 2014, about 2,082 dwellings in the city, of which roughly 587 were multifamily and 277 were mobile homes. Those are dated planning figures, not a current inventory, but they show how much of the housing stock is attached or manufactured. For financing, see financing 2-4 unit properties and apartment building loans.

A Willits mailing address does not mean city rules. Brooktrails Township and much of Little Lake Valley are unincorporated and follow Mendocino County zoning.

Where the zoning allows it

The City’s residential districts are in Title 17, summarized on GoCodebook. The R-3 chapter was most recently cited as amended by Ordinance 18-03 on September 26, 2018.

Zone Two-family Multifamily Density and standards
R-1 Single-Family (17.14) — — 6,000 sq ft lots. 40% coverage. 35 ft
R-2 Medium Density (17.16) Permitted Group residential permitted 6,000 sq ft lot, at least 3,000 sq ft of lot per unit. 50% coverage. 35 ft
R-3 Multiple Residence (17.18) Use permit Group residential and mobile home parks permitted Max 1 unit per 1,500 sq ft; min 1 per 3,000 sq ft. 60% coverage. 40 ft
CO Administrative Office (17.20) — Some housing over commercial 5,000 sq ft lots. 45 ft
U Unclassified (17.34) — — Newly annexed land; R-1 rules apply

R-3 quirks. R-3 is built for density. Group residential, mobile home parks, supportive and transitional housing are principal uses, while single-family homes, duplexes and SRO units need a use permit. The code also sets a minimum density of one unit per 3,000 square feet, so a single house on a vacant R-3 lot may not be approvable. Buildings in a dwelling group must sit at least 12 feet apart. Parking ratios are in Chapter 17.52, which we did not review.

ADUs. The R-1 text summarized online still lists secondary units as a use-permit item. State ADU law now requires ministerial approval of qualifying ADUs and JADUs, so ask the City how it processes them. See our ADU investment guide.

SB 9. State law allows two-unit projects and urban lot splits on qualifying single-family lots in cities, including R-1 in Willits. Floodway, hazard and historic parcels can be excluded. See our SB 9 lot split guide.

Zoning may change. The City’s Land Use Element and sphere update (SCH 2023030321) aims to create housing sites inside and outside the current boundary and to speed up housing approvals, with rezoning and pre-zoning among the actions. LAFCo’s report noted the 1992 plan’s land use pattern and identified 27 sites that could hold about 1,631 units. Treat any rezoning as pending until adopted.

Rent rules: state law only

Rent caps. The Attorney General’s rent cap page, updated July 16, 2026, groups Mendocino County with All Other Counties. Covered units may rise up to 7.7% for increases from August 1, 2025, and 8.6% for increases from August 1, 2026 through July 31, 2027. The AG’s chart of local ordinances lists no Mendocino County city. See our AB 1482 guide.

Just cause. Covered tenancies follow the state just cause rules. We found no City tenant ordinance. See our just cause eviction guide.

Mobile home parks. With mobile home parks permitted in R-3, park buyers should check the state Mobilehome Residency Law and ask the City whether any local space rent rule applies. We found none.

Willits rental property rules and utilities

  • City water. Willits has owned its water system since buying the Little Lake Water Company in 1983, including the Morris Lake watershed and treatment plant. Some homes outside the city also buy City water.
  • City sewer. The City runs the wastewater system and treats flows from Brooktrails under agreement. LAFCo reported that the sewer enterprise ran a deficit because of debt service, so watch for rate increases in your expense model.
  • Fire. The Little Lake Fire Protection District provides structural fire protection.
  • Short stays. Bed and breakfasts need a use permit in R-3. Confirm with the City whether short-term rentals are allowed in your zone and which lodging tax applies.

Flood, building and older stock

Baechtell Creek runs through Willits, and the City maps -FP floodplain and -FW floodway combining zones. Parcels in the floodplain need a floodplain development permit and elevation documentation, so pull a flood determination and an insurance quote early. The code also names a -SS seismic study combining zone; ask whether it covers your parcel.

Older wood-frame buildings warrant a seismic retrofit review, and buildings of three or more units with elevated balconies or stairways need SB 721 balcony inspections. For mobile home parks, inspect park-owned utilities, which are often the largest hidden cost.

Underwriting a Willits multifamily purchase

  1. Confirm the parcel is inside city limits, and whether the Land Use Element update proposes a change.
  2. Check density: in R-3, one unit per 1,500 square feet of lot is the maximum, so older buildings may be legal nonconforming.
  3. Verify permits for every unit, including second units and any conversions.
  4. Classify units under AB 1482 and model increases at or below 8.6% for covered units.
  5. Collect leases, the rent roll and estoppel certificates, plus City water and sewer bills.
  6. Rebuild expenses with reassessed taxes, flood insurance and likely utility rate changes in our rental property analysis.
