What multifamily in Pebble Beach looks like
Pebble Beach is overwhelmingly single-family, so "multifamily" here usually means something smaller. It might be an estate with a guesthouse or ADU, a home rented long-term, a rare duplex or small multi-unit property where the zoning map allows it, or employee housing tied to the resorts. Buyers looking for apartment buildings generally look in nearby Pacific Grove, Monterey or Seaside instead. For financing a property with a second unit, see financing 2-4 unit properties. For larger housing, see apartment building loans.
Pebble Beach is unincorporated. Monterey County regulates it, mostly under the Del Monte Forest Land Use Plan and Title 20 coastal zoning. A smaller inland part falls under the Greater Monterey Peninsula Area Plan.
Where the zoning allows it
The County’s coastal residential districts have special standards written for Del Monte Forest. The figures below are from the MDR(CZ) chapter. District names come from Section 20.08.
| District | What is allowed | Del Monte Forest standards |
|---|---|---|
| MDR(CZ)/2 Medium Density | First home, second home within map density, first duplex on a vacant lot (administrative permit); up to four units by coastal permit | 2 units/acre. 27 ft. 25% coverage. 25% FAR |
| MDR(CZ)/4 Medium Density | Same, at the higher mapped density | 4 units/acre. 27 ft. 35% coverage. 35% FAR |
| LDR(CZ) Low Density | Single-family homes | Confirm standards in Chapter 20.14 |
| HDR(CZ) High Density | Higher-density housing where mapped | Confirm whether any forest parcel is mapped HDR |
| VSC(CZ) and resort GDPs | Visitor lodging; employee housing at the Equestrian Center | Set by each General Development Plan |
What this means. In MDR(CZ), a duplex on a vacant lot is allowed by administrative permit if it does not exceed 2 units per acre. Up to four units, condominiums and planned developments need a coastal development permit. Projects over five units need trash enclosures and recreation space. Guesthouses are allowed under Section 20.64.020, and senior units under Section 20.64.010. The 27-foot height limit and FAR caps are tighter here than elsewhere in the County.
The 2012 amendment. Ordinance 5201, adopted with Resolution 12-124 on May 22, 2012, removed golf courses as a conditional use in Sections 20.12.050 and 20.14.050 and rezoned several resort sites. The Pebble Beach Company project also includes 90 to 100 new single-family lots. It includes employee housing in the Equestrian Center redevelopment, and the required inclusionary units are handled by in-lieu fee under file PLN130447.
ADUs and SB 9. ADUs are allowed under state law, but in the Coastal Zone they still go through the County’s coastal permit process, and water is the usual obstacle. SB 9 applies only to qualifying single-family lots and does not override the Coastal Act. Confirm eligibility for the parcel with the County. See our ADU investment guide and SB 9 lot split guide.
Rent rules: state law only
Unincorporated Monterey County has no local rent ordinance. The Attorney General’s rent cap page, updated July 16, 2026, places the county in All Other Counties. Covered units may rise up to 8.6% for increases from August 1, 2026 through July 31, 2027. Many Pebble Beach rentals are single-family homes owned by individuals. Those can be exempt from AB 1482’s cap and just cause rules if the owner gives the statutory notice. Units owned by a corporation or REIT, and most duplexes where the owner does not live in one unit, are covered. See our AB 1482 guide and just cause eviction guide.
Pebble Beach rental property rules
- Short-term rentals. Renting for 30 days or less in the Coastal Zone needs a discretionary County permit through a coastal "similar use" path, estimated at about $12,000 on the County’s short-term rental page. Approval is not guaranteed. Owners must register for transient occupancy tax and post the certificate. TOT registration does not make an unpermitted rental legal.
- Bed and breakfasts need a coastal development permit in MDR(CZ).
- Services. The Pebble Beach Community Services District provides sewer, fire, garbage and recycled water. Confirm sewer permit requirements for any added unit.
Water, habitat and the forest
Water decides most projects. A second unit, guesthouse or added bathroom generally needs a MPWMD water permit before a meter is set or use increases. Cal-Am’s Peninsula area is under State Water Board Order WR 2009-0060, and Condition 2 restricts new connections and some increased use. MPWMD asked in October 2025 to lift that condition, per the Board’s 2026 hearing notice. Confirm the outcome, and ask the seller for any recorded water entitlement or credit for the lot.
Habitat and slopes. Within 100 feet of mapped sensitive habitat, on slopes of 30% or more, or on ridgelines, a coastal development permit is required whatever the use. Parts of the forest have mapped habitat. Plan for biological review and tree-removal limits.
Buildings. Larger older homes and guest structures can be worth a seismic retrofit review. Any building with three or more units and elevated decks needs SB 721 balcony inspections.
Underwriting a Pebble Beach rental purchase
- Confirm the Title 20 district and map density, and whether each unit (including any guesthouse or ADU) has County permits.
- Get MPWMD water records and any entitlement before planning added units.
- Decide whether each unit is AB 1482-exempt and confirm the exemption notice was given. Model covered increases at or below 8.6%.
- Do not count on short-term rental income without a permit already in place.
- Collect leases and estoppel certificates.
- Rebuild expenses with reassessed property taxes, PBCSD charges and insurance in our rental property analysis.
Questions people ask
Can I build a duplex in Pebble Beach?
Possibly, on a vacant MDR(CZ) lot within the map density, by administrative permit. Larger projects of up to four units need a coastal development permit, and water must be available.
How tall can a home or second unit be in Del Monte Forest?
In MDR(CZ), main buildings are limited to 27 feet, compared with 30 feet elsewhere in the County.
Is there rent control in Pebble Beach?
No local ordinance. AB 1482 applies to covered units, with an 8.6% cap for increases from August 1, 2026.
Can I rent my Pebble Beach home short term?
Only with a discretionary County coastal permit, estimated at about $12,000, plus TOT registration.
Did the 2012 Pebble Beach plan add housing?
It provided 90 to 100 single-family lots and employee housing at the Equestrian Center, with inclusionary units met by in-lieu fee.
What limits ADUs in Pebble Beach?
Mostly water. An MPWMD permit is required, and Cal-Am connections are limited by a state order.
