What multifamily in San Ardo looks like

San Ardo is a small farm and oil town in the southern Salinas Valley, and its income property is modest in scale: older duplexes, homes with a second unit or guesthouse, a few small multi-unit buildings near the town center, mobile homes, and farm properties with employee housing. Any larger project depends on the capacity of the town’s very small water and sewer district. For financing basics, see financing 2-4 unit properties and apartment building loans.

Where the zoning allows it

San Ardo is unincorporated, so Monterey County’s Title 21 applies. Confirm each parcel’s zoning string, since the number after a district name sets the maximum density.

District Two units Three to four units Standards
MDR Medium Density Residential (21.12) Second house or first duplex on a vacant lot by administrative permit, within the map density By use permit, up to four units total 6,000 sq ft site. 30 ft. 35% coverage. 10% landscaping above two units
MDR ADU and guesthouse by right — ADU under Section 21.64.030
MDR Mobile home park By use permit Under Section 21.64.210
LC Light Commercial (21.18) Housing in a commercial building By use permit Housing floor area may not exceed commercial floor area
Farmlands and grazing districts Farm and employee housing under the agricultural rules — Large minimum lots

How density works. In MDR, a suffix such as MDR/4 means four units per gross acre. The first duplex on a vacant lot is limited to two units per acre. Going above two units per acre, up to four units total, takes a use permit, a public process. Ordinance 5422, adopted August 27, 2024, last amended the MDR use lists.

ADUs and guesthouses. Both are allowed by right in MDR. Employee housing for up to six people is also by right. See our ADU investment guide.

SB 9. In unincorporated areas, SB 9 reaches only single-family lots inside a Census urbanized area or urban cluster, and excludes most farmland. Whether any San Ardo lot qualifies is uncertain, so confirm with the County. See our SB 9 lot split guide.

Rent rules: state law only

Rent caps. The Attorney General’s rent cap page, updated July 16, 2026, puts Monterey County in All Other Counties. Covered units may rise up to 7.7% for increases from August 1, 2025, and 8.6% from August 1, 2026 through July 31, 2027. The AG’s chart lists Salinas as Monterey County’s only local rent ordinance, so San Ardo rentals follow state law. See our AB 1482 guide.

Just cause. Covered tenancies follow the state just cause rules. See our just cause eviction guide.

Employer housing. Homes rented to farm or oil field workers by their employer can raise Employee Housing Act and landlord-tenant questions. Review how each unit is occupied before closing.

San Ardo rental property rules

  • Short stays. MDR allows homestays and limited vacation rentals by right under Section 21.64.290. The County’s short-term rental page explains that inland stays of 30 days or less need a permit in certain districts. Owners collect the County’s 10.5% transient occupancy tax.
  • Transfer tax. Monterey County Code Chapter 5.32 sets $0.55 per $500 of consideration, excluding liens that remain. No city tax applies.
  • No local rental registry. We found no County rental registration rule for inland unincorporated areas; confirm with the County.

Water, sewer and flood limits

Water district. The San Ardo California Water District, formed in 1955, serves a district of about 80 acres. LAFCO’s 2015 service review found:

  • Water. The district draws only groundwater, from one active and one reserve well, with a 55,000-gallon tank.
  • Sewer. Sewage goes to two saturation-evaporation ponds.
  • Staffing. The district had one part-time office employee, volunteers handled service calls, and board seats had been hard to fill.

That review is dated, but it shows why adding units in town depends on the district’s capacity. Ask for a will-serve letter before you count on new units.

Outside the district. Parcels beyond the district boundary use private wells and septic systems. A shared well serving five to 14 homes needs an administrative permit as a small water system in MDR.

South County plan. The South County Area Plan, amended as of March 7, 2025, bars new development from encroaching on the Salinas River floodway (SC-5.3) and protects groundwater recharge areas (SC-5.1). The plan does not name San Ardo, but both policies apply to a riverside town on wells.

Buildings. Older farm homes, mobile homes and garage units may lack permits. Older wood-frame duplexes warrant a seismic retrofit review. Buildings of three or more units with elevated decks need SB 721 balcony inspections.

Underwriting a San Ardo multi-unit purchase

  1. Confirm the zoning string and density suffix, and how many units are legally permitted.
  2. Confirm the parcel is inside the water district and get capacity in writing, or test the well and septic outside it.
  3. Separate employer-provided housing from general rentals and read any recorded conditions.
  4. Classify units under AB 1482 and model covered increases at or below 8.6%.
  5. Collect leases, the rent roll and estoppel certificates.
  6. Rebuild expenses with reassessed taxes, district water and sewer charges, insurance and flood exposure in our rental property analysis.
