What multifamily in Orangevale looks like

Orangevale grew up as a semi-rural community of larger lots, and that still shapes its income property. Most of it is duplexes, halfplexes, homes with second units and small apartment buildings near Greenback Lane, rather than large complexes. Agricultural-residential lots away from the corridor usually support a home plus accessory units, not apartments. Because Orangevale is unincorporated, County rules apply throughout, and the City of Sacramento’s rent program does not. For financing, see financing 2-4 unit properties and, for five or more units, apartment building loans.

Where the zoning allows it

The base districts come from Chapter 2 of the Sacramento County Zoning Code, where the number in each RD name is the dwelling units allowed per acre. Confirm each parcel on the County’s zoning map viewer.

District What it allows Orangevale notes
AR-1, AR-2, AR-5 Agricultural-Residential Small farms and rural homes on 1 to 5 acre minimum lots Not treated as single-family residential zones; usually a home plus ADUs
RD-1 to RD-7 Single-family neighborhoods ADUs and JADUs; SB 9 on qualifying lots
RD-10 Halfplexes, duplexes and townhomes The smallest true multi-unit district
RD-15, RD-20, RD-25 Medium-density multifamily Small and mid-size apartments
RD-30, RD-40 High-density multifamily Larger buildings
Greenback Lane SPA, residential parcels Base-zone density, with SPA overlays Clusters average up to 10 units per acre; affordable rules on two rezoned sites

Greenback Lane SPA housing rules. The Greenback Lane Special Planning Area overlays residential parcels along the corridor from Kenneth Avenue to the Folsom line:

  • Rezoned housing sites. Two parcels rezoned under the County’s 6th Cycle Housing Element program (APNs 261-0210-019 and 261-0220-038) may use their underlying zone’s density and standards for multifamily. To do so, at least 20% of units must be affordable to lower-income households, and the project must meet the objective standards in the Countywide Design Guidelines.
  • Cluster housing. Cluster developments need a use permit in agricultural-residential and residential zones. They may average 10 units per acre, but only 5 per acre within 100 feet of a rear agricultural or residential zone.
  • Existing homes. Houses that existed on July 18, 1984 may be expanded or rebuilt to their zone’s standards. A single new home on an existing residential parcel needs no Development Plan Review, except on parcels listed in Section 506-24(b), which must meet minimum density.
  • Parcel conditions. On the 8685 Greenback Lane parcel (APN 261-0210-005), residential development requires annexation into Community Facilities District No. 2005-1.

Office-to-apartment conversions. A 2025 state CEQA notice shows how the County processed one. It covers converting a 3,045-square-foot office building at 8770 Greenback Lane, on a 0.41-acre lot in the SPA, into six apartments with a Minor Use Permit. The County filed it as exempt under the state’s infill housing exemption for unincorporated areas (Public Resources Code 21159.25).

ADUs. The County’s ADU standards guide, dated October 22, 2026, says the County’s local ADU ordinance was repealed that day and state law now prevails. It describes up to three units on a single-family lot (one new detached ADU, one JADU and one attached or converted ADU). Detached ADUs may reach 1,200 square feet. On multifamily lots, owners may convert non-living space into up to 25% of the unit count, and add detached ADUs. Because the rules just changed, confirm the current standard with County Planning. See our ADU investment guide.

SB 9. State two-unit and lot split rules can apply to qualifying RD single-family lots. The County code treats AR districts as distinct from single-family zones, so confirm eligibility parcel by parcel. See our SB 9 lot split guide.

Rent rules: state law only

The Attorney General’s rent cap page places Sacramento County in All Other Counties. Covered units may rise up to 8.6% for increases from August 1, 2026 through July 31, 2027. The City of Sacramento is the only county jurisdiction on the AG’s local ordinance chart, and Orangevale is not in the city. Owners here follow AB 1482’s cap, its exemptions and its just cause rules. See our AB 1482 guide and just cause eviction guide.

Orangevale rental property rules

  • Rental registration and inspections. Every residential rental in unincorporated Sacramento County, Orangevale included, must be registered under the County’s Rental Housing Inspection Program. The fee is $16 per unit per year. Qualifying owners can self-certify after County-approved training, subject to random audits.
  • Short-term rentals. The County’s short-term rental rules require a permit, a business license and an owner or long-term renter living on site at least six months a year. Only a permitted primary home, or an ADU permitted before January 1, 2020, may be rented short term. JADUs may not. That rules out operating a duplex as two vacation units.
  • Transfer tax. Only the County’s $0.55 per $500 documentary transfer tax applies; the City of Sacramento’s added tax does not.

Older buildings, lots and utilities

Much of Orangevale’s rental stock is older construction on larger lots, so confirm whether a parcel is on public sewer or septic and who supplies its water. Ask for permit history on any converted garage or added unit, since unpermitted units are a common rental program and appraisal problem. Buildings of three or more units with elevated balconies or stairs need SB 721 balcony inspections. For pre-1980 multi-story wood buildings, consider a seismic retrofit review.

Underwriting an Orangevale multifamily purchase

  1. Confirm County jurisdiction, the RD or AR district and whether the parcel is in the Greenback Lane SPA.
  2. For a corridor site, check whether it is one of the two rezoned housing parcels with the 20% affordability condition, or subject to minimum density.
  3. Confirm every unit is permitted and registered under the County rental program, with no open violations.
  4. Classify units under AB 1482 and model increases at or below the current cap for covered units.
  5. Collect leases, the rent roll and estoppel certificates.
  6. Rebuild expenses with reassessed taxes, County rental fees, utilities and insurance in our rental property analysis.
