What multifamily in Carmichael looks like
Carmichael’s income property spans several decades of County-era building. Expect garden-style complexes near Fair Oaks Boulevard and the major cross streets, fourplexes and duplexes on medium-density blocks, townhome projects, and single-family lots with ADUs in the semi-rural neighborhoods. Because Carmichael is unincorporated, all of it follows County rules, not City of Sacramento rules, despite the Sacramento-area mailing addresses. For two to four units, see financing 2-4 unit properties; for five or more, apartment building loans.
Where the zoning allows it
The County’s Zoning Code names residential districts by units per acre. The Carmichael Community Plan, adopted October 15, 1975, set the pattern still visible today: medium and high density placed along major corridors, near existing apartment areas and next to commercial centers, with multifamily expansion limited to places where it already existed and transportation and recreation facilities were adequate.
| Zoning | Two units | Multifamily | Carmichael notes |
|---|---|---|---|
| RD-1 to RD-7 (County) | ADUs and JADUs; SB 9 on qualifying lots | No | Most single-family neighborhoods |
| RD-10 (County) | Duplexes | Townhouses and fourplexes | The 1975 plan mapped about 214 acres |
| RD-20 (County) | Yes | Apartments and fourplexes | About 190 acres in the plan, oriented to corridors and centers |
| RD-30, RD-40 (County) | Yes | Larger apartment buildings | About 173 acres planned at the highest density; the plan notes community concern above 27 units per acre |
| FOB Main Street SPA: Commercial and Residential Mixed Use | — | Stacked flats over or beside commercial | 20–50 units per acre; up to 4 stories / 50 ft |
| FOB Main Street SPA: Residential and Live-Work | — | Townhomes and live/work | 20–30 units per acre; 3 stories / 40 ft |
The plan’s acreage figures come from 1970s data and the plan treats its densities as maximums; today’s County zoning map decides what a specific parcel allows.
Fair Oaks Boulevard housing. The Main Street SPA, adopted October 26, 2011 and last amended June 11, 2026, permits stand-alone multifamily, multifamily in mixed-use buildings and live/work units by right.
- Review thresholds. Residential projects over 24 units per acre or two stories need Development Plan Review by the Planning Commission, and projects over 45 units per acre need a CUP.
- Parking. Apartments need 1.25 spaces per unit, at least 1.0 on site, with up to 0.25 shared or off site. Townhomes with two or more bedrooms need two spaces per unit.
- Noise. Housing must meet 65 dB Ldn outdoors and 45 dB Ldn indoors, backed by an acoustical study, which matters on a busy arterial.
- Ground floors. Designated frontages require ground-floor commercial, so a housing-only building may not work on every boulevard lot.
Marshall–Fair Oaks SPA. A smaller SPA fronting Fair Oaks Boulevard, adopted January 11, 1984 with review by the Carmichael Planning Advisory Council, allows clustered single-family, townhouse and condominium projects at up to 10 units per acre on sites of at least 5 acres, against 2 per acre for ordinary lot-and-block subdivisions. Buildings within 100 feet of its west and north edges are held to one story or 20 feet.
ADUs and SB 9. The County’s ADU standards guide, dated October 22, 2026, says its local ADU ordinance was repealed and state law now governs; confirm current rules with Sacramento County Planning. SB 9 applies to qualifying single-family lots in Carmichael’s urban neighborhoods. Parcels in the Carmichael Colony or Carmichael Creek neighborhood preservation areas may carry added standards; check them first. See our ADU investment guide and SB 9 lot split guide.
Rent rules: state law only
The Attorney General’s rent cap page, updated July 16, 2026, places Sacramento County in All Other Counties, so covered Carmichael units may rise up to 7.7% for increases from August 1, 2025 and 8.6% from August 1, 2026 through July 31, 2027. The City of Sacramento’s rent ordinance does not reach Carmichael, which is outside city limits. Older complexes here are generally covered by AB 1482 because they are well past the 15-year exemption. See our AB 1482 guide and just cause eviction guide.
Carmichael rental property rules
- Rental Housing Inspection Program. All residential rentals in the unincorporated County must register with Code Enforcement under the Rental Housing Inspection Program. The fee is $16 per unit per year, usually on the first County utility bill of the year. Owners who complete County-approved training can self-certify, subject to random audits; others get routine inspections with at least 14 days’ notice.
- Short-term rentals. The County’s STR permit rules require the owner or a long-term tenant to live on site at least six months a year, limit each guest party to 29 days a year, and bar renting JADUs or guest houses. A Carmichael fourplex cannot be run as vacation units.
- Transfer tax. Only the County rate of $0.55 per $500 applies, per the County Clerk-Recorder; the City of Sacramento’s added tax does not.
Older buildings, the river and water service
Where a building is decades old, plan for items the County inspection program may flag, and for a seismic retrofit review on older wood-frame buildings with tuck-under parking. Buildings of three or more units with elevated balconies or walkways need SB 721 balcony inspections. Near the American River, the County’s PC Parkway Corridor and F flood combining districts can limit additions. Water service varies by area; the community plan notes the Carmichael Irrigation District dates to 1916, and other parcels are served by different providers, so confirm the water purveyor and connection fees before adding units.
