Solano County Vineyards for Sale: Every AVA Explained

Seven federal AVAs include Solano County land: Suisun Valley, Solano County Green Valley, Wild Horse Valley, Clarksburg, Winters Highlands, North Coast and San Francisco Bay. They connect very different settings, from the Napa-facing hills and Suisun Valley to the Delta and the Winters area. Los Carneros is in Napa and Sonoma counties, not Solano.

For a purchase or sale, separate the vineyard’s production economics from the residence, other land, equipment and operating approvals. This guide connects the federal wine geography to the records that matter for Solano County property; it does not represent current listing availability or a guarantee of development permission.

Solano’s wine regions, one area at a time

Suisun Valley

Suisun Valley runs north from Cordelia and Fairfield toward the Napa County line. It has a coastal climate: cool, moist wind comes in from the ocean and bay from about May into early fall. Fog rarely reaches the valley floor. Its soils are Brentwood clay loam, Sycamore silty clay loam, San Ysidro sandy loam and Rincon clay loam, and the valley drains south to Suisun Bay.

Buyers find planted vineyards, orchards that could be replanted, and small parcels near the county’s designated agritourism crossroads.

Solano County Green Valley

Green Valley is the smaller valley just west of Suisun, against the Napa line in the southwest corner of the county. It has more fog than Suisun Valley, common from May to August, and its main soil is Conejo clay loam. ATF added “Solano County” to the name so it wouldn’t be confused with Sonoma’s Green Valley. It is a small area, so check nearby city plans as well as farm rules.

Wild Horse Valley

Wild Horse Valley straddles the Napa-Solano county line. Expect hillside parcels where access, water and slope matter as much as soil.

Winters Highlands

TTB described the Berryessa Gap, where Putah Creek runs, as a path for cool Pacific air in the evenings. The rule also cited wide daily temperature swings and lower humidity than the surrounding areas. Soils range from deep alluvial fans in the northeast to shallower terrace soils in the west and southeast. For more on the Yolo side, see our Yolo County vineyard guide.

Clarksburg and the Delta

Clarksburg is a Delta AVA shared with Sacramento and Yolo counties. Delta parcels raise different questions: levees, reclamation district assessments and Delta water rules.

The grape market: 2025 crush numbers

The Final 2025 Grape Crush Report was released April 30, 2026. The following figures use Table 2 wine-grape tonnage and Table 6’s TOTAL WINE weighted average grower returns per ton on a delivered basis for purchased grapes. They are not AVA-specific prices or vineyard land values.

2025 crop: district context
Crush district Geographic coverage Wine grapes crushed, tons Table 6 wine-grape return per ton
5 Solano County 22,049.9 $1,147.61

The reporting district and the wine appellation are different geographic systems. Even where a reporting district follows the county, the average combines different vineyards, varieties and contracts.

For valuation, begin with the vineyard’s actual fruit contracts: price formula, buyer, duration, assignability, quality specifications and rejection terms. Compare documented yield and collected receipts with farming and capital costs. A district average is context; it does not show a particular block’s saleable crop or net income. See vineyard valuation for the property analysis.

Zoning and farmland rules

Chapter 28 treats Suisun Valley, exclusive agricultural land and marsh agricultural areas differently. In the Suisun Valley rules, small, medium and large winery categories have different approval requirements, and the sourcing test concerns fruit from Solano County land owned or leased by the operator. It is not simply a requirement to buy fruit anywhere in the county. Apply the current definitions and use table together, and evaluate public tasting, events and design review separately. A-SV, ATC or another zoning designation must be checked against the actual parcel; an AVA name does not establish its district. Agricultural contracts and marsh or Delta constraints may add further restrictions. See the responsible county’s current guidance and source record.

Local land-use permission, California ABC licensing and TTB wine-premises approval are separate requirements. A Type 02 winegrower license authorizes wine production and sales within its privileges; it does not approve a residence, tasting room, event program, water system or wastewater arrangement under local law.

For land under a Williamson Act or Farmland Security Zone contract, obtain the recorded contract, preserve rules and any nonrenewal notice. The restrictions bind later purchasers. Enrollment does not guarantee a particular tax saving, and a sale does not automatically terminate the contract. Conservation easements must be reviewed independently.

Water

Solano includes multiple water and groundwater settings. Use the parcel location to identify the basin and current agency, then document whether irrigation comes from a well, a district or another source. Suisun Valley, Green Valley, the Winters area and Delta islands should not be assigned one county-wide groundwater status. A historic proposal to change a basin’s priority is not proof of its current classification. Obtain service agreements, well tests, water-quality information and any surface diversion records. For Delta property, drainage pumps, levee obligations and reclamation assessments belong in the operating budget alongside water supply.

Sources: official water-agency guidance, DWR basin prioritization and maps and the SGMA Portal for current plans, alternatives and agency records. Our vineyard water-rights guide explains the records to assemble. A groundwater-plan approval is not a transferable water right or a property-specific supply guarantee.

Fire and smoke

Use the State Fire Marshal’s current Fire Hazard Severity Zone maps for the actual parcel and confirm local adoption where applicable. State Responsibility Area maps took effect in April 2024; the state released its Local Responsibility Area recommendations in 2025. Hazard classification describes the mapped hazard, not a guarantee of property-specific loss or insurance terms.

Delta locations need flood, levee and drainage analysis, while hillside access and vegetation create different operating concerns. Obtain an insurance quote, inspect access and water storage, and review defensible-space and improvement conditions before removing contingencies. For a producing vineyard, obtain smoke-exposure, fruit-testing and buyer-rejection records separately from the property’s burn history.

Due diligence checklist for Solano vineyard land

  1. Map each planted block against the current CFR boundary and establish the actual county or city land-use jurisdiction.
  2. Obtain current zoning, overlays, the legal parcel record and the approvals for the specific existing and proposed uses.
  3. Read recorded agricultural contracts, conservation easements, access and utility agreements; identify obligations that continue after sale.
  4. Separate planted, bearing, harvested and usable expansion acreage; obtain block maps, planting years, varieties, rootstocks and condition records.
  5. Read fruit contracts, collected receipts, yield history, rejection terms and operating costs; distinguish land value from an operating business.
  6. Verify the water source, rights or service agreement, current agency requirements, seasonal capacity, quality, storage and any drainage obligations.
  7. Review building and wastewater approvals, physical access, parcel hazards and an insurance quote before relying on expansion potential.

How Diamond works on Solano County vineyard property

Diamond Real Estate Group can help frame a vineyard acquisition or sale around the property’s actual economics, usable land, water and approvals. Owners seeking a private discussion can describe their location, planted acreage, intended use and confidentiality preferences; this is an inquiry, not a promise of off-market inventory or a completed valuation.

Start with vineyard valuation, buying a vineyard or selling a vineyard. Compare neighboring regions from the vineyards and wineries hub, or contact Diamond to discuss the property.

Questions people ask

What AVAs are in Solano County?

Suisun Valley and Solano County Green Valley lie entirely in Solano. North Coast, Wild Horse Valley, Clarksburg, San Francisco Bay and Winters Highlands each include part of the county.

Is any of Los Carneros in Solano County?

No. The Los Carneros CFR section places the AVA in Napa and Sonoma counties only.

Does Clarksburg include Solano County land?

Yes. Clarksburg covers parts of Sacramento, Solano and Yolo counties, and its 2022 expansion added Solano land that includes Ryer Island.

Why is it called Solano County Green Valley?

ATF added “Solano County” in 1982 so the AVA wouldn’t be confused with a separate Green Valley in Sonoma County.

What is the Winters Highlands AVA?

It is a roughly 7,296-acre AVA in Solano and Yolo counties near Winters, effective September 28, 2023, under 27 CFR 9.290. It is not inside any other AVA.

How much wine-grape tonnage did Solano report?

The final 2025 report records 22,049.9 tons of wine grapes in District 5, which follows Solano County. Table 6’s wine-grape weighted average grower return was $1,147.61 per ton for purchased grapes.

Does a Suisun Valley zone name establish subdivision potential?

No. Read the current district and parcel-creation standards together with the property’s legal status, agricultural contract, access and other constraints. An existing legal parcel and a proposed new parcel are different questions.

Can a Suisun Valley winery operate without a use permit?

The current code distinguishes winery size, district and fruit sourcing, including Solano land owned or leased by the operator. Tasting and events require separate review. Apply the current definitions and use table rather than assuming all small wineries have identical permissions.

How large can a Suisun Valley tasting room be?

Use the current tasting provisions, source requirements and the property’s actual approval. A general floor-area allowance does not establish building, occupancy, wastewater or event permission.

What is the Suisun Valley Strategic Plan?

It is the county’s planning framework for the valley. Check the actual agricultural or tourist-center designation, current standards and design-review requirements for the parcel rather than assuming the entire AVA is a visitor-use district.

Is all Solano groundwater managed under one rule?

No. Locate the parcel in DWR’s basin map and identify its current agency and requirements. Independently verify the irrigation source, service or diversion documents and physical operating capacity.

How should fire history affect a Solano vineyard purchase?

Review the actual parcel’s hazard map, improvement and access conditions and insurance terms. Obtain crop smoke-testing and buyer-rejection history separately from any property burn record.
