The City of Sonoma is one small market inside a large county: about 10,700 of Sonoma County’s roughly 489,000 residents live in the city, on under 3 of the county’s 1,576 square miles. A listing that says “Sonoma” might be in the city, elsewhere in Sonoma Valley or anywhere in the county, and the difference decides who issues your permits, which school district serves you, what utilities you have and what the home is worth. Here’s how to read the geography before you search.

The numbers side by side

What “Sonoma” can mean in a listing

  • The City of Sonoma: the incorporated city around the Plaza, with city planning, city water in most areas and city police.
  • Sonoma Valley: the valley from Carneros north to Kenwood, including unincorporated communities such as the Springs (Boyes Hot Springs, El Verano and Agua Caliente), Glen Ellen and Kenwood. Many of these addresses use a Sonoma mailing address but are county land.
  • Sonoma County: everything from Petaluma and Santa Rosa to Healdsburg, the Russian River and the coast. It’s a county of very different submarkets. Around downtown Santa Rosa, our Santa Rosa Junior College area guide covers the neighborhoods near the campus, and on the lower river our Bohemian Grove guide explains the private Bohemian Club property outside Monte Rio.

Check the parcel’s jurisdiction on the county assessor’s record, not the mailing address.

Why the jurisdiction matters

Permits and land use

Inside the city, the City of Sonoma handles planning and building permits, and growth is limited by an urban growth boundary that voters extended to 2040 (City of Sonoma). Outside it, Permit Sonoma, the county’s planning agency, applies county zoning, which governs what you can build, whether you can add an ADU and how agricultural land can be used.

Vacation rentals

The City of Sonoma hasn’t allowed new vacation rentals since 2018. In unincorporated areas, the county requires a license and caps or excludes rentals in some neighborhoods (Permit Sonoma). See our vacation rental guide.

Schools

Sonoma County has 39 school districts: 30 elementary, 3 high school and 6 unified (Sonoma County Office of Education). The City of Sonoma and most of the valley are served by Sonoma Valley Unified School District, but a few miles can put you in a different district. Confirm the assignment for the address with the district.

Utilities

Homes in the city are generally on public water and sewer. Rural parcels often rely on wells, septic systems and propane, which carry inspection and maintenance costs. Electricity is delivered by PG&E almost everywhere, with Sonoma Clean Power buying the power, except in Healdsburg, which runs its own utility (Sonoma Clean Power).

Water providers

Even in the valley, water comes from different places. The City of Sonoma runs its own water system, while the Valley of the Moon Water District serves a 12-square-mile area stretching from Glen Ellen to the City of Sonoma, and thousands of rural properties rely on private wells (Sonoma County Civil Grand Jury). Ask which provider serves the parcel and, for a well, ask for its recent flow and water-quality tests.

Transfer taxes

When a home sells, Sonoma County charges a documentary transfer tax of $1.10 per $1,000. Santa Rosa and Petaluma add their own $2.00 per $1,000, while the City of Sonoma, Healdsburg, Sebastopol and the county’s other cities don’t (Sonoma County Clerk-Recorder). On a $1 million sale in Santa Rosa, that’s an extra $2,000.

Fire maps and insurance

Fire hazard zones are mapped differently for cities and for unincorporated state-responsibility areas, and CAL FIRE updated the city maps in February 2025 (City of Sonoma). Your zone affects disclosures, building requirements and insurance.

How prices differ across the county

Town Recent median sale price (Redfin) Period
Sonoma $1,049,306 3 months to Aug 2026
Sebastopol $1,071,541 3 months to Aug 2026
Healdsburg $1,049,500 Sep 2026
Petaluma $914,564 Sep 2026
Sonoma County overall $772,415 3 months to Aug 2026

Climate and setting change across the county too

Sonoma County Tourism puts average July highs around 90°F inland and 80°F on the coast (Sonoma County Tourism). The county has 19 American Viticultural Areas (Sonoma County Winegrowers), so a “vineyard property” in the Sonoma Valley AVA and one in the Russian River Valley or on the coast are different propositions. If you’re looking at vines, start with our vineyard and winery guide.

Should you search the city or the whole county?

  1. Search the city if you want to walk to the Plaza, prefer city services and want to avoid wells and septic systems.
  2. Add Sonoma Valley if you want more land or privacy and can accept county rules and rural systems.
  3. Open the search to the county if your commute, budget or lifestyle could work in several towns, for example rail access near a SMART station in Petaluma or Santa Rosa, or the coast.

Our Sonoma County guide covers the county’s towns, and our Sonoma real estate guide covers the city and valley. For more on daily life, read 21 things to know before moving to Sonoma, or contact us to compare specific areas.
