Southeast parcel and project evidence workbook

Use this workbook whenever a property decision depends on a technical claim, project status or proposed use. Its purpose is to make the evidence traceable and its limits clear. It does not certify environmental, structural or legal conditions.

Establish the subject

Write the property address, parcel identifier, development name and phase where applicable. Record the exact right or issue you need to understand. “Is this area fine?” is too broad to investigate. “Which current agency document applies to this parcel and this issue?” creates an actionable question.

The Planning property map helps identify parcel context and records leads. OCII’s shipyard/Candlestick overview explains that relevant transfers and redevelopment occur in phases. That is a reason to preserve exact project identity, not a conclusion about the condition of every property nearby.

Field What to record
Claim The precise statement influencing your decision
Subject Address, parcel, project and phase where relevant
Issuer Agency, qualified professional or document author
Date and status Publication or report date and current stage
Scope Geography, component and issue the document actually addresses
Limit What it does not establish
Next action Record request, clarification or appropriate specialist review

Keep different records separate

A plan describes policy or a project framework. An implementation update describes a stage. A title document describes private rights. An inspection or technical report addresses its stated scope and limits. Do not let a favorable finding in one category stand in for an answer in another.

For example, the Visitacion Valley/Schlage Lock page distinguishes planning history from implementation. That structure is useful when a future route or public space matters to a purchase: identify the exact feature and its current stage rather than treating every illustration as delivered.

Write a proportional conclusion

State what the current evidence establishes and the question still open. If the issue is material to your use or budget, obtain the appropriate professional advice before relying on it. Avoid both blanket assurances and claims that one parcel’s issue defines a whole neighborhood.

For sellers

Provide the applicable documents and describe their scope accurately. Link to current official sources where relevant, and distinguish known facts from matters still requiring clarification. This makes the offering reviewable without asking buyers to rely on a generalized marketing statement.
