A Moss Landing ownership budget needs the actual residence, service arrangements and continuing obligations. A coastal setting does not select one water provider, and a public wastewater collection entry does not establish the whole utility bill. Shared infrastructure and private maintenance can change the file again. The most useful comparison shows which amounts are documented and leaves unsupported costs open rather than filling them with a nearby home’s estimate.
This guide expands the Moss Landing property guide within Monterey County. Sources were checked October 26, 2026. Its original calculation compares two actual published parcel collection-charge entries, with no private bills, title file, insurance offer or contractor quote. The result is a narrow annual component comparison, not a complete ownership budget or certification of the properties’ current occupancy and account classifications.
Start with the actual service relationships
Pajaro Sunny Mesa’s water page lists the Moss Landing Harbor water system among the systems it operates. It separately identifies systems it no longer operates, including Dolan Road Mutual. That distinction matters for a postal-area search: a locality name does not establish the provider or rate schedule for every residence. Obtain the actual account and system identity before using a water amount in the budget.
Castroville Community Services District describes its 2014 merger with the Moss Landing County Sanitation District and its public collection responsibilities. The same page assigns laterals between the main and properties to owners. That identifies a locally relevant maintenance question. It does not diagnose a private line, impose an invented resale certificate requirement or establish the budget for a property using a different wastewater arrangement.
A public collection bill also differs from regional treatment and from private or shared system expenses. Establish the actual arrangement and billing method. A publisher’s Monterey Dunes property record reports shared septic, illustrating why an ordinary public-collection assumption should not be assigned to all homes with a Moss Landing address. The buyer needs the actual system and allocation evidence before deciding which utility and infrastructure lines belong in the file.
Compare two published collection entries
CCSD’s Rates and Fees page links its 2026–27 Moss Landing Annual Rate Report. The selected entry for 10925 Pieri Court identifies APN 133-191-010-000 and reports an annual collection charge of $531.00 with a monthly rate of $44.25. These are published report fields, not an independently obtained paid bill, title record or final account determination for a transfer.
A second selected entry carries 10945 Pieri Court and 10945 A Pieri Court, APN 133-191-020-000, and reports $955.80 annually with $79.65 monthly. The address format does not independently establish a duplex, an ADU or the current number of recognized units. The report is evidence of a published charge entry. Its classification and any current correction should be confirmed with the District for the actual parcel.
The original arithmetic checks are straightforward: twelve times $44.25 equals $531.00, and twelve times $79.65 equals $955.80. The selected annual difference is $424.80. Because the report already supplies annual amounts, they must not be multiplied by twelve again when building an annual budget. The difference does not establish a total ownership premium, a reason for the differing classification or the costs of two verified comparable homes.

Preserve the date of every other rate input
The PSMCSD water-rate page linked a schedule labeled July 2025 through June 2026 when checked. Its effective date is explicit, but a current October 2026 tariff determination was not obtained. This article does not relabel those water amounts as newly adopted or automatically still applicable. Ask the actual provider for the current schedule and account classification before pricing a buyer’s expected usage.
The CCSD page also retains an older water-rate heading and a historical hearing reference alongside the newer annual report. Those items should not be combined into one undated current charge. Record the source period and charge type with each budget input. A study or notice proposing a rate is a different stage from an adopted schedule, and both differ from an actual property’s billed amount or a current account correction.
Check the collection method before adding charges to a total. A tax-roll charge can appear within an annual property-tax payment, and a shared account can be included within another payment. Show the component for explanation without counting it twice. A visible monthly figure may be useful for cash-flow comparison, but the actual invoice or tax collection arrangement determines when money is due.
Add private maintenance and shared obligations
The owner-lateral responsibility described by CCSD calls for current property-specific evidence where the condition matters. Obtain the appropriate inspection or further investigation and a scoped estimate if work is identified. No pipe replacement cost is invented here. Keep immediate work separate from routine maintenance and future reserves so an unresolved system concern is not hidden inside a generic annual allowance.
For shared infrastructure, obtain the governing agreement, maintenance allocation and relevant operating records. The word shared does not establish equal cost division or show which components belong to the whole community and which remain with the owner. A listed association payment needs its actual inclusions, reserves and assessments. A blank fee field is not a supported zero, and a neighboring unit’s payment is not a complete budget for the subject.
Exterior and site maintenance also need an actual scope. A roof, deck, drainage feature and access route can involve different responsibility and condition. An attractive coastal photograph cannot measure repair work or establish how soon a component needs replacement. Use current professional findings and appropriate quotes, retaining their dates and exclusions. No universal salt-air maintenance surcharge is applied to the two published charge examples.
The two selected report entries should remain matched by parcel reference when other documents arrive. A changed address, combined account or later correction could require reconciliation. Ask the District what the classification and charge mean for the actual property and retain its current response. An address containing an additional letter is not enough to establish the recognized accommodation or explain the charge difference.
When comparing the full budgets, identify which unknown input could change the decision most and obtain that evidence next. An unresolved shared-system obligation or necessary repair can matter more than the documented collection-component difference. The worksheet should direct the investigation rather than imply that the most easily retrieved public number is the largest or most important cost of ownership.
Price coverage and taxes from the property file
Obtain an address-specific insurance offer using the actual residence, structures, occupancy and intended use. Current EPA facility-response information may identify a separate inquiry, but it is not a private property underwriting decision. No premium, coverage availability or environmental cost is estimated here. Ask the appropriate licensed or qualified professional to identify what evidence is needed for the actual question.
Use the County secured-tax route for the actual parcel bill and obtain appropriate property-specific assessment advice. The seller’s historical assessment does not certify the buyer’s future tax outcome. Identify direct charges already included in the bill and keep recurring taxes separate from transfer-related cash needs and any later supplemental bill inquiry.
Through the financing process, assemble the documented recurring charges, necessary first-year work and longer-term reserves. The $424.80 difference above is useful because its source and limits are visible. A complete affordability decision still needs current accounts, private obligations, condition, coverage and actual transaction terms. Unpriced lines remain unknown, not free, and a selected public component cannot carry the whole ownership comparison.
