What multifamily in Walnut Grove looks like
Walnut Grove’s income property is small-scale: duplexes and pairs of cottages on town lots, apartments over historic storefronts, and homes with second units. The SPA’s density limits favor small buildings over large complexes. The town is one of the Delta places where County policy wants new non-farm housing to go, which makes it one of the few spots in the Primary Zone where added units are realistic. For financing, see financing 2-4 unit properties and apartment building loans.
Where the zoning allows it
Housing rules come from the Walnut Grove Special Planning Area, in its third edition adopted January 12, 2005 and amended March 1, 2017. It overrides the countywide Zoning Code where they differ.
| Area | Housing allowed | Density and notes |
|---|---|---|
| Residential sub-area | RD-10 uses: homes, halfplexes, duplexes, townhomes | Up to 10 units per acre on undeveloped land; 15 with a Special Development Permit |
| Commercial-Residential sub-area | RD-10 housing alongside GC commercial; mixed-use buildings | New multifamily needs Design Review or a use permit |
| Office-Warehouse sub-area | RD-10 uses with MP and M-1 | Housing mixes with light industry |
| Historical Preservation Areas | Units in existing and new buildings | No more than two units per 20 feet of street frontage; more by Special Development Permit or, to re-establish an old use, a use permit |
| Any existing lot | One house, one duplex or two houses | Allowed regardless of density limits |
Existing lots. The existing-lot rule is the most useful for investors. A legal lot can carry a duplex or two houses even where the density math says otherwise.
Lot sizes and standards. Developed parcels under one acre are exempt from many Zoning Code standards. Undeveloped parcels must meet the SPA and County subdivision standards unless a Special Development Permit allows otherwise. Multifamily projects follow the County’s Multi-Family Design Guidelines.
Historic buildings. In Historical Preservation Areas, new buildings and additions must match existing setbacks and heights. Exterior work is reviewed with input from the Walnut Grove Homeowners and Merchants Association and the Sacramento River Delta Historical Society.
ADUs and SB 9. The County’s ADU standards guide says its local ADU ordinance was repealed October 22, 2026, leaving state law in charge. State law generally allows ADUs and JADUs with a home, and conversions on multifamily lots. Confirm current rules with the County. SB 9 can apply to qualifying single-family lots; its flood and historic-district exclusions may matter here. See our ADU investment guide and SB 9 lot split guide.
Rent rules: state law only
Walnut Grove is unincorporated and has no local rent ordinance. The Attorney General’s rent cap page places Sacramento County in All Other Counties. Covered units may rise up to 8.6% for increases from August 1, 2026 through July 31, 2027. Many small duplex and single-home rentals can be exempt from the cap if the owner qualifies and gives the required notice, so check each unit. See our AB 1482 guide and just cause eviction guide.
Walnut Grove rental property rules
- Vacation rentals are a real option here. The SPA allows vacation rentals of single-family homes, duplexes and guest houses in the Residential and Commercial-Residential sub-areas with a Vacation Rental Permit. The County’s short-term rental page names Walnut Grove, Locke and Courtland as the only places where short-term rental may be a property’s primary use in qualifying zones. Elsewhere, an owner or long-term renter must live on site. Guests pay the County’s 12% transient occupancy tax.
- Bed and breakfasts. B&B inns are allowed by right in Commercial-Residential and by use permit in the Residential sub-area.
- Registration. Long-term rentals must be registered under the County’s Rental Housing Inspection Program at $16 per unit per year. The STR page notes that stays of 30 days or more count as rental property under that program.
- Transfer tax. The County’s $0.55 per $500 transfer tax applies, with no city tax.
Delta, levee and building issues
The County’s Delta Protection Element governs land use in the Primary Zone around Walnut Grove:
- Housing goes in town. New non-agricultural, non-farmworker housing is directed into the existing towns, with Walnut Grove named (DP-4). Farmworker housing consistent with state law is supported (DP-13).
- No density gains from levees. Flood protection improvements may not raise residential densities above those in place on January 1, 1992 (DP-50). Better levees will not open the door to rezoning.
- Levee setbacks. New structures must be set back from levees and future levee expansion areas (DP-7). The County supports 200-year protection for town levees (DP-53).
- Wastewater. New houses outside the towns must use independent water and septic systems (DP-60).
Much of the town’s building stock is historic, so plan for permit history, seismic retrofit review and, at three or more units with elevated decks, SB 721 balcony inspections. Flood insurance and elevation requirements can apply.

Questions people ask
Can I build a duplex on my Walnut Grove lot?
Generally yes. The SPA lets an existing lot carry one house, one duplex or two houses regardless of density limits.
What density does the SPA allow?
Up to 10 units per acre on undeveloped land outside the Historical Preservation Area, or 15 with a Special Development Permit.
Can I run a vacation rental in Walnut Grove?
Yes, with a Vacation Rental Permit in the Residential and Commercial-Residential sub-areas. Walnut Grove is one of three County places where it can be the primary use.
Is there rent control?
No local ordinance. AB 1482 applies to covered units.
Will levee upgrades allow more housing?
No. County Delta policy bars density increases above January 1, 1992 levels because of flood protection improvements.

No more than two per 20 feet of street frontage, unless a Special Development Permit or use permit allows more.
