What multifamily in Wilton looks like
Wilton has no apartment complexes in the usual sense. It is an unincorporated farm and acreage community in southeast Sacramento County, and its income property is mostly a main home plus an accessory dwelling unit, a second residence permitted under older rules, a farmworker or caretaker unit, or a rented ranch house on agricultural land. Investors here are usually buying acreage with more than one dwelling, not a building of units, so financing often runs through rural or agricultural lenders. For conventional two-to-four unit and apartment loans, see financing 2-4 unit properties and apartment building loans.
Where the zoning allows it
The Sacramento County Zoning Code governs Wilton. Its agricultural-residential zones are expressly not treated as single-family residential zones, which matters for how state housing laws apply.
| District | What it is for | Housing notes |
|---|---|---|
| AR-1, AR-2 Agricultural-Residential | Rural lots of 1 and 2 acres with small-scale animal keeping | Main home plus ADU/JADU as state law allows |
| AR-5, AR-10 Agricultural-Residential | Small farms and rural homes on 5 and 10 acre lots | The most common Wilton zones; one home per lot plus ADUs |
| AG-20, AG-40, AG-80 Agricultural | Commercial agriculture, protected from urban conversion | Large minimum lots; added dwellings tied to farm use or ADU rules |
| A-5 interim with F Flood combining | Holding zone near the Cosumnes River | Elevated first floors for new habitable buildings |
| RD-10 and higher | Duplexes, townhomes and apartments | Not mapped in Wilton as far as we found; would need a rezone |
How density changes. In Wilton, more units usually means more lots, not more units per lot. A 2024 County application near Dillard Road and Sherman Lane sought to rezone about 20 acres from AG-80 to AR-5 and create four lots of about five acres, each with its own well and septic system. A 2019 Gay Road parcel map proposed splitting a 10-acre AR-5 parcel into two near the Cosumnes River, under interim A-5 zoning with the Flood overlay. Each new lot is one more home site, plus ADU potential.
ADUs and SB 9. ADUs and JADUs are the realistic way to add a rental unit on a Wilton parcel, subject to septic and well capacity. The County’s ADU standards guide, dated October 22, 2026, says its local ADU ordinance was repealed and state law now governs; confirm current rules with Sacramento County Planning. SB 9 lot splits and duplexes apply to qualifying lots in single-family zones within urbanized areas, so most AR and AG parcels here are unlikely to qualify; confirm with County Planning. See our ADU investment guide and SB 9 lot split guide.
Rent rules: state law only
There is no local rent control in Wilton or in unincorporated Sacramento County. The Attorney General’s rent cap page places Sacramento County among All Other Counties, with covered units allowed increases of up to 8.6% from August 1, 2026 through July 31, 2027. Many Wilton rentals are single-family homes or ADUs that may be exempt from AB 1482 if the owner is an individual and gives the required notice; corporate or REIT-owned homes and most multi-dwelling properties remain covered. Just-cause eviction rules follow the same coverage. See our AB 1482 guide and just cause eviction guide.
Wilton rental property rules
- County rental registration. Every residential rental in the unincorporated County, including a Wilton ADU or a rented ranch house, must be registered with the Rental Housing Inspection Program. The fee is $16 per unit per year, and qualifying owners can self-certify after County training.
- Short-term rentals. The County’s STR permit rules require the owner or a long-term renter to live on site at least six months a year and cap each party at 29 days a year. Only a permitted primary home, or an ADU permitted before January 1, 2020, can be a short-term rental; JADUs and guest houses cannot.
- Fire district. The Wilton Fire Protection District, formed in 1942 and based on Dillard Road, provides fire, rescue and emergency medical service; ask about access and water supply for any new unit.
- Transfer tax. Only the County’s $0.55 per $500 applies, since Wilton is outside the City of Sacramento.
- Local review. Rezones and parcel maps usually go before the Cosumnes Community Planning Advisory Council, which meets at the Wilton Community Center.
Wells, septic and flood exposure
Utility capacity, not zoning, usually sets the number of units a Wilton parcel can hold. With no public sewer, each dwelling or ADU needs septic capacity that the County will approve, and a well that can serve the added household. The Gay Road review flagged septic, drainage, wetlands and riparian habitat as issues, which is typical for parcels near the river. In the F Flood combining zone, new or altered habitable buildings must have elevated first floors. Older farmhouses and manufactured homes also deserve a building-condition review; see our seismic retrofit guide. SB 721 balcony inspections apply only to buildings of three or more units, which are rare here.
