Walnut Grove Waterfront and Non-Waterfront Homes: What Ownership Includes

Separate the home from the water-related right

In Walnut Grove, “waterfront” should begin a document comparison. It should not finish one. A buyer may be considering an upland house with a separately authorized dock, a home whose boating needs could be met through a marina arrangement, or a building-focused alternative without relying on any represented private water right. These choices can offer different daily experiences and responsibilities even when they appear in the same area search.

The Walnut Grove housing guide emphasizes exact parcel location and supported building use. This article adds three documented local settings: a recreational dock authorization, a commercial marina lease and a County shed project. They are public-record examples, not available listings or inspected properties. No private title, berth agreement or current household documents were supplied, so the comparison explains what each record establishes and what a buyer would still need.

A recreational dock has its own authorization file

The State Lands Commission’s December 2025 Lease 6936 report concerns an existing dock, appurtenant facilities and bank protection in Steamboat Slough adjacent to 13890 Grand Island Road, near Walnut Grove in Sacramento County. It describes a ten-year term beginning December 16, 2025. The meeting voting record confirms approval of item 57 within the consent calendar. This is an approved authorization, rather than merely an agenda proposal.

The report also explains that the arrangement is nonexclusive and preserves public rights, with insurance and possible removal obligations. Those terms matter when deciding what the buyer expects the dock to provide. This research did not obtain the executed lease, a current assignment or compliance file, private upland title or a physical inspection. The approved State action should not be represented as a complete current ownership certificate for the adjacent home.

For an actual purchase, obtain the current instrument and ask the appropriate reviewer how the proposed transfer would affect it. Relate the authorized facilities to what exists, and identify any feature that needs further inquiry. A gangway or bank structure may have a different maintenance question from the house itself. A photograph showing a dock cannot establish that every part is authorized, that the buyer will receive the expected rights or that the structure is serviceable.

A marina arrangement answers a different ownership question

The Commission’s June 2024 Dagmar’s Landing report describes a commercial marina on sovereign land adjacent to 14180 River Road in Sacramento County. The report concerns the operator’s rent and bond under Lease PRC 7620. The June meeting record confirms that item 45 was approved. This documents a local marina setting without providing a private household berth contract or establishing current berth availability.

A household comparing a dock-linked home with another residence could investigate boating access separately from the house purchase. The actual marina contract would need to establish the services, term, permitted use, fees, cancellation provisions and any transfer or availability limitations. The operator’s State lease is a different agreement. Its rent is not a slip price to divide among berths, and its bond amount is not the customer’s annual insurance premium.

Keep practical access in the comparison as well. Identify the route between home and boat, parking, movement of equipment and the household’s expected pattern of use. These matters should be observed or confirmed for the actual candidate rather than inferred from a map. A separate boating arrangement can meet one household’s needs while another values immediate access, but neither preference supplies a universal price adjustment for a house.

A building-focused alternative needs its own evidence

The County’s 13933 Islandview Court project page, PLNP2024-00185, concerns an 803-square-foot shed on a 0.61-acre residentially zoned parcel. Its hearing entry records a conditional approval on July 17, 2025. That file demonstrates a local building-use and improvement question distinct from a dock authorization. It does not establish the current shed condition, a building final or a right to use the shed as residential accommodation.

This research does not use that shed record to certify that the parcel is non-waterfront. Rather, it shows how to build a comparison when no private water-related right is part of the feature being evaluated. For a current non-waterfront candidate, verify that description through the actual parcel, title and observation. Then compare the home’s accommodation, storage, grounds and maintenance duties on their own merits instead of describing it solely by the feature it lacks.

If an outbuilding is important, define the intended activity. Storage, a workspace and residential use are different questions. Ask which records support the existing configuration and what present review would apply to a change. The County code information identifies the current regulation library; an approval for a particular shed should not be treated as a general entitlement for another structure or activity.

Maintain exact geography across the shortlist

The State Lands records contain Walnut Grove-area descriptions in both Sacramento and nearby Solano counties. A community label alone therefore should not assign the entire file to Sacramento County. Confirm the actual parcel jurisdiction before requesting planning, floodplain or building information. The Assessor’s parcel guidance also explains the difference between postal naming and jurisdiction and cautions that easements are found in their underlying instruments rather than on assessor maps.

Use the Sacramento County guide for relevant Sacramento parcels while preserving the boundary for another county’s property. Do the same for utilities. The County’s water report gateway names an East Walnut Grove grouping, while California American Water’s gateway includes a Walnut Grove system. Those are reasons to confirm the actual provider, not evidence that one company serves every candidate or that a particular home has the same bill classification.

Original three-setting rights comparison

Source stages checked October 26, 2026; no current private property certification
Setting Documented local example What still belongs in the buyer’s file
Recreational dock Lease6936, 13890 Grand Island Road; 2025 approval Executed current instrument, transfer treatment, upland title and inspection
Separate marina arrangement Dagmar’s Landing operator lease report; 2024 approval Actual berth agreement, availability, services and private charges
Building-focused alternative Islandview Court shed approval Actual dwelling and title evidence, supported outbuilding use and current condition

Public records show different rights and responsibilities. They do not establish three matched homes, present listings or a parcel’s absence of shoreline rights.

Compare responsibility before deciding what is simpler

For each current candidate, create separate rows for house, outbuildings, route, bank or shoreline structures and any shared service. Identify who owns, maintains and insures each feature and where the answer is documented. A smaller house can still carry a complicated external responsibility, while a separate boating contract can introduce limitations that matter more than maintenance. Do not use the amount of visible land or the length of a dock as a complete measure of ownership effort.

Ask how a repair would proceed. Establish access, permissions, professional assessment and any consent needed before treating a contractor’s preliminary idea as an actionable scope. Keep current servicing distinct from capital replacement and possible removal obligations. This does not predict that a facility will need work; it makes the responsibility visible so the buyer can assess it alongside the practical benefit.

Finally, compare the homes against the household’s actual needs: accommodation, access, storage, grounds and boating pattern. Record which unresolved document or inspection could change the decision and who can provide it. The buying process guide supplies the wider transaction sequence. The local comparison should lead to a supported account of the rights and responsibilities being purchased, with river proximity, building utility and future ideas described separately.

Preserve a source date beside every summary. An approved authorization from 2025 and a private contract signed later may differ in purpose and in the parties they bind. A seller can make review easier by supplying the underlying documents with factual descriptions of their status. A buyer can then ask focused questions without certifying that an older report resolves today’s transfer, condition or service arrangements.

Use the same evidence standard for a feature you dislike as for one you prefer. If the shoreline candidate’s transfer terms remain unknown, keep that question visible; if the alternative’s outbuilding use remains unsupported, do the same there. A comparison should not reward the property with the least complete documents. Give each material unknown a requested source and decision deadline, then revisit the shortlist when the answer arrives rather than quietly treating the unknown as a favorable assumption.
