What multifamily in Manchester looks like
Manchester is a coastal farm village, and LAFCo’s 2025 Irish Beach Water District review puts the Manchester census designated place at 153 people. There are no apartment complexes. Income property here means a ranch house with a second unit, two homes on a large parcel, farm employee housing, a mobile home, a vacation rental, or a home in the Irish Beach subdivision a few miles north. These are small deals that usually use 2-4 unit financing or a rural lender; see apartment building loans for larger buildings elsewhere.
The County’s Coastal Element, Section 4.11, notes that Manchester’s flat, gently rolling land, away from whitewater views and second-home areas, gives it potential for moderately priced housing, but also that no community water or sewage system exists there. Until that changes, wells and septic decide how many units a parcel can hold.
Where the zoning allows it
Manchester is unincorporated and entirely in the Coastal Zone, so the County’s Coastal Zoning Code applies, and nearly all new development needs a Coastal Development Permit.
| Coastal district | What it is for | Housing in Manchester |
|---|---|---|
| RV Rural Village (Ch. 20.388) | Village homes, neighborhood commerce and mixed use | Single-family and vacation home rentals are principal permitted uses; 1 home per 40,000 sq ft outside water and sewer service areas; two-family and multifamily not listed |
| RR Rural Residential | Low-density homes | Single-family plus ADUs |
| AG Agricultural | Dairy, grazing and crops | Farm homes and employee housing per the district rules |
| RL Rangeland, FL Forest Land, TP Timberland | Hills east of Highway 1 | Very low density |
| Irish Beach subdivision | Mostly single-family zoning | LAFCo says it is zoned single-family residential apart from open space parcels |
The RV chapter scales density with services: one home per 6,000 square feet with water and sewer, 12,000 with one, and 40,000 with neither. Manchester parcels have neither. Height is 35 feet, lot coverage 50%, and section 20.388.060 names Manchester among villages subject to the County’s visual resource criteria. We did not verify parcel zoning; get a County Letter of Zoning.
ADUs. The County’s ADU page says that in the Coastal Zone an ADU may need a Coastal Development Permit in addition to a building permit, and that coastal rules in Chapter 20.458 address water availability, blufftop sites and use as vacation home rentals. Detached ADUs can reach 1,200 square feet, ADUs cannot sit on a leach field, and new ADUs need solar. See our ADU investment guide.
SB 9. State lot split law does not apply in many rural and coastal settings, and Manchester parcels are unlikely to meet the urban-area test. Confirm with Planning; our SB 9 guide has the details.
Rent rules: state law only
The Attorney General’s rent cap page, updated July 16, 2026, lists no local rent ordinance in Mendocino County. AB 1482 caps covered units at 7.7% for increases starting August 1, 2025 and 8.6% for increases starting August 1, 2026 through July 31, 2027. Single-family homes owned by individuals can be exempt with the required notice. Read our AB 1482 guide and just cause eviction guide.
Manchester rental property rules
- Vacation rentals. RV lists vacation home rentals as a principal permitted use. Stays of 30 days or less owe County transient occupancy tax and a Business Improvement District assessment through the Treasurer-Tax Collector. Coastal ADU rules restrict vacation rental use of ADUs.
- Visitor demand. The Coastal Element describes Manchester State Beach, with 46 campsites at Kinney Road and a 75-space KOA on adjoining private land, which helps explain visitor rental demand.
- Irish Beach. The Irish Beach Water District formed February 8, 1967 and added a wastewater disposal zone in 1980. LAFCo says it serves 207 parcels with water, oversees private and community septic systems, and has supply for about 141 more connections, historically adding one or two a year. A rental there has different utility facts from one in Manchester proper.
We found no County rental registration or inspection program for Manchester.
Water, septic and coastal permits
Water. The County’s Coastal Zone page requires proof of adequate water before new development, and says parcels without a public water district need a licensed well driller and a CDP or CDP exclusion for the well. A new unit or ADU often starts with the well permit. Coastal Development Permits typically take six to twelve months with a public hearing.
Septic. All Manchester properties rely on onsite systems, which usually cap bedrooms.
Access and bluffs. Section 4.11 policies attach public access easements to permits on many shoreline parcels, including lateral easements south to the Garcia River. Blufftop sites carry added ADU limits.
Fire. LAFCo says the Redwood Coast Fire Protection District serves the Irish Beach area; confirm the provider for your parcel and price insurance early. For three or more units with elevated decks, see SB 721 balcony inspections.

Questions people ask
Is there rent control in Manchester?

Can I build a duplex in Manchester?
Two-family housing is not listed in the RV district, and without water or sewer the density is one home per 40,000 square feet.
Do I need a coastal permit for an ADU?
Often. The County says a coastal ADU may need a CDP in addition to a building permit.
Are vacation rentals allowed?
In RV, vacation home rentals are a principal permitted use, subject to TOT. ADUs carry coastal vacation rental limits.
