Commercial Real Estate in Manchester: Coastal Permits, Rural Village Zoning and Visitor Uses

By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.

Manchester is a small farming village on Highway 1 on the south Mendocino Coast, a few miles north of Point Arena and about four miles south of the Irish Beach subdivision. Commercial property here is limited to a handful of village parcels, campgrounds and visitor lodging tied to Manchester State Beach, farm businesses on the old dairy lands, and home-based cottage industries. Manchester is unincorporated and entirely within the Coastal Zone, so Mendocino County’s Coastal Zoning Code and Coastal Development Permits govern almost every change of use.

Who controls the parcel

Mendocino County Planning and Building Services applies Division II of Title 20, the Coastal Zoning Code, which implements the County’s certified Local Coastal Program. Manchester falls in Planning Area 4.11, Mallo Pass Creek to Iversen Road, of the Coastal Element, which also covers Irish Beach and Point Arena.

Services are thin. The Coastal Element says no community sewage treatment or water systems exist in Manchester, and that the only systems in the planning area able to take growth are in the City of Point Arena, which has no plans to extend service outside its limits. Each business relies on a private well and septic system.

Nearby special districts are listed in Mendocino LAFCo’s Irish Beach Water District review, adopted March 3, 2025 by Resolution 2024-25-09. That district serves only the Irish Beach subdivision, and the review says the Redwood Coast Fire Protection District serves the Irish Beach area. The same review reports a population of 153 for the Manchester census designated place. Confirm the fire provider and response area for any Manchester parcel before insuring a commercial building.

Manchester zoning for commercial, industrial and mixed use

These Coastal Zoning Code districts are the ones that carry business uses around Manchester. We did not verify parcel-level zoning; order a County Letter of Zoning.

District Intended uses Notes for Manchester
RV Rural Village (Ch. 20.388) Village homes plus neighborhood commerce and mixed use Offices, retail, restaurants, repair, inns and motels are conditional uses needing a coastal development use permit; 35 ft; 50% lot coverage
C Commercial (coastal, Ch. 20.396) Coastal commercial Confirm whether any parcel near Manchester carries it
AG Agricultural Dairy, grazing and crops on the coastal terrace Cottage industry by use permit
RL Rangeland, FL Forest Land, TP Timberland Grazing and timber on the hills east of Highway 1 Cottage industry by use permit
RR Rural Residential Low-density homes Cottage industry by use permit

The RV chapter aims to keep the rural character and visual quality of coastal villages while allowing neighborhood commercial services and mixed residential and commercial activity. Its minimum lot size is 40,000 square feet where a parcel is outside any water or sewer service area, which is Manchester’s situation, compared with 6,000 square feet where both exist. Section 20.388.060 names Manchester among the villages whose development must also meet the criteria in section 20.504.020, the County’s visual resource and special treatment rules.

Visitor uses, farm land and cottage industry

Campgrounds and lodging. The Coastal Element describes Manchester State Beach as including Alder Creek, Kinney Road and Stoneboro Road, with 46 campsites at Kinney Road and a 75-space KOA on adjoining private land. It designates visitor accommodations as a principal permitted use at the KOA and the state beach campground, and lists motels and an inn north and south of Irish Beach as conditional uses. Policy 4.11-5 calls for restoring state-owned houses at Alder Creek for an interpretive center or for lease to a nonprofit or concessionaire, and Policy 4.11-6 asks State Parks to prepare a general plan for the beach, with dog control to protect livestock.

Light industry and moderate housing. The Coastal Element observes that Manchester’s flat, gently rolling land, away from whitewater views and second-home communities, gives it potential for moderately priced housing and for cottage or light industry. That is policy language, not a zoning change, but it frames how the County may view a well-designed small business.

Dairy country. The planning area has a long dairy history; the Coastal Element notes three dairies processing as much milk as 59 earlier dairies once did. Much of the terrace remains agricultural.

Cottage industry. Under chapter 20.452, a home business is allowed by use permit in AG, FL, TP, RL, RR, RMR, SR and RV districts. It must be subordinate to the operator’s principal residence, with no more than two outside workers, 1,000 square feet of total floor area, 10 customers and three deliveries a day, and one unlit sign up to 4 square feet.

Coastal permits, access and Highway 1

Coastal Development Permits. The County’s Coastal Zone page says a CDP is required for development, defined to include changes in water use such as drilling a well or adding a water tank, and that processing typically takes six to twelve months with a public hearing. A landowner without public water must show an adequate supply, usually through a licensed driller and its own CDP or exclusion.

Public access conditions. Many 4.11 policies attach access requirements to permits, including lateral shoreline easements south to the Garcia River (4.11-7) and signage barring unleashed dogs, hunting and camping on agricultural land at the river (4.11-8). A shoreline parcel’s permit may carry an easement condition.

Highway 1. The Coastal Element says sections with 9-foot lanes operate at a lower service level at peak hours and calls for 12-foot lanes with 4-foot bike lanes where feasible. Plan driveway and turning access for any visitor business.

Transfer tax, business tax and property tax

Manchester has no city government, so only the county documentary transfer tax applies. Fidelity National Financial’s transfer tax guide (rev. January 2026) lists $1.10 per $1,000, customarily paid by the seller. The County Recorder collects it without posting a rate. Campgrounds, inns and vacation rentals remit transient occupancy tax and a Business Improvement District assessment through the Treasurer-Tax Collector. A change of ownership generally triggers Proposition 13 reassessment.

Due diligence that matters in Manchester

  • Confirm the coastal zoning district and whether the use is principal permitted or conditional.
  • Budget six to twelve months for a CDP and prove water supply.
  • Test well yield and quality, and size the septic system for customers.
  • Check for public access easements or offers of dedication on shoreline parcels.
  • Confirm fire protection coverage for the parcel.
  • Work through our commercial due diligence checklist.
