Visitacion Valley’s Schlage Lock Site: From Industrial Closure to a Phased Housing District

The former Schlage Lock site is a major part of Visitacion Valley’s changing landscape. Its story begins with industrial employment and closure, then moves through redevelopment policy, infrastructure and a phased housing program.

For a nearby homebuyer, the useful approach is to understand the site’s history and the meaning of current project figures. A master-plan limit, a pipeline count and a completed building measure different things, even when they refer to the same larger development.

The closure left a substantial industrial site

San Francisco Planning’s 2025 infrastructure report records the Schlage company’s 1999 closure after more than 70 years of operation. It describes a site of more than 20 acres and the loss of industrial jobs, followed by efforts to create a mixed-use community.

The report also explains the effect of the dissolution of California redevelopment agencies on anticipated funding. That history helps explain why the project’s path has involved more than drawing buildings on an available parcel.

Housing depends on a wider site transformation

The planning history includes roads, utilities, public spaces and remediation. These are the systems that allow former industrial land to serve a different mix of uses.

For a buyer following progress, an infrastructure milestone can therefore be important even when it does not immediately produce an occupied home. The underlying work helps organize later phases, while buildings and public areas can move on different schedules.

The development framework has a defined maximum

The Visitacion Valley/Schlage Lock Special Use District sets a maximum of 1,679 dwellings in Zone 1. The city’s Design for Development resource provides the associated site-design framework.

A maximum is a regulatory figure. It should remain attached to the area and purpose defined in the code, rather than becoming a statement that the same number of homes is currently being marketed or constructed.

The pipeline reports another part of the story

The Planning Department’s 2026 Q2 pipeline page lists 1,123 Schlage Lock units in its major multi-phased category. The page explains that this category excludes phases already tracked separately through permit or construction stages.

That methodology is crucial. Subtracting the multi-phased figure from a master-plan maximum would not, by itself, reveal how many homes are complete. Some units may sit in other pipeline categories. Use the report’s definitions before drawing a conclusion from the difference.

Read neighborhood change at the scale of the home

A large project can alter connections and destinations while affecting surrounding properties differently. Identify the actual street, route and orientation relevant to the home being considered.

For an illustrative comparison, one household may care most about a future neighborhood-serving destination, while another focuses on present transit access or private outdoor space. The same development context can carry a different weight for each.

Discuss existing conditions and future phases separately. A buyer should be comfortable with the home’s current usefulness, especially when a desired amenity depends on later implementation.

Connect the local narrative with the ownership decision

Our Visitacion Valley guide provides the surrounding neighborhood context. The home’s floor plan, condition, maintenance and recurring costs remain the foundation of the property comparison.
