San Marcos HOA Dues, CFD Special Taxes and Other Bill Charges
In San Marcos, special taxes from community facilities districts are a regular part of the ownership cost conversation. Many homes also carry HOA dues. This guide explains how the city’s districts work, how to find which ones apply to a specific property, and what each document does and does not establish.
Facilities and services districts
The city’s CFD page explains two kinds of district:
- Facilities CFDs repay bonds for infrastructure such as roads, utilities and public safety buildings. Most do not increase annually, and the tax typically ends when bonds are repaid.
- Services CFDs fund ongoing services such as public safety, lighting, landscaping, parks and trail maintenance. They have no expiration date and may increase each year up to 2 percent or by CPI.
Each district has a maximum special tax rate that cannot be exceeded; the amount billed may be lower. Prepayment is available. Delinquent special taxes carry the same penalties as regular property taxes, and where bonds are outstanding the city may begin foreclosure after required notices.
The city’s district list
The page lists these entries: 88-1 (Paloma/Santa Fe Hills), 91-01 (Twin Oaks Valley Ranch), 91-02 (Police and Fire), 98-01 (Police and Fire), 98-01 IA 1 (Police), 98-02 (Lighting and Landscaping), 99-01 (San Elijo Hills), 2001-01 (Fire), 2002-01 (University Commons) and 2011-01 (Congestion Management). Each has a PDF fact sheet on the city page with its purposes and terms.
How to find charges for a specific home
The city’s page sets out a clear method:
- Look at the "Fixed Charge Assmts" section of the property tax bill for lines that include "CFD."
- Match them with the city’s CFD list.
- For current amounts, enter the parcel number on the San Diego County property tax services website; the Treasurer-Tax Collector’s site offers a bill search by parcel number.
- For maximum rates, use the district documents linked on the city page.
For HOA charges, ask the seller for the association’s disclosure package: governing documents, budget, reserve information, recent minutes and any special assessment notice. Review it before removing contingencies.

Comparing total cost
Two San Marcos homes with similar prices can have different annual charges because they sit in different districts, or because one has an HOA and the other does not. A home in a facilities district may see that tax end once bonds are repaid; a services district tax continues. Build the full monthly picture with principal, interest, base tax, special taxes, dues and insurance. Our supplemental tax bill guide explains the bill that often follows closing.
Mobile home parks
For a mobile home in a park, space rent is a separate cost. The city’s mobile home parks page describes a Rent Review Commission that hears rent increase petitions filed by at least 51 percent of affected residents, with exclusions for accord agreements and leases longer than 12 months.
For sellers
Have the tax bill, district fact sheets and HOA documents ready before listing. Buyers will ask which districts apply and whether any tax will end. The city lists a CFD administrator contact for questions and prepayment. See our selling process overview and our San Marcos neighborhood comparison.
