What multifamily in Potter Valley looks like

Potter Valley has no apartment complexes in the usual sense. Mendocino LAFCo’s 2025 irrigation district review puts the census designated place at 537 people and describes a valley of farms, vineyards, orchards and grazing land with no public drinking water and no sewer. Rental income here usually comes from a ranch house with an ADU, two or three homes on a large agricultural parcel, farmworker housing, a mobile home on acreage, or a unit over a Main Street building. These are small properties that usually fit 2-4 unit financing, though a farm with several dwellings may need an agricultural lender. For larger buildings elsewhere in the county, see apartment building loans.

Where the zoning allows it

Potter Valley is unincorporated and falls under the County’s Inland Zoning Code. LAFCo says land is primarily zoned Agricultural with a 40-acre minimum, and the General Plan designations in the valley also include Rangeland, Suburban Residential, Remote Residential, Rural Community and Public Facilities.

County district What it is for Added units in Potter Valley
A-G Agricultural (Ch. 20.052) Crops, animals and on-site processing One home per legal parcel; dwelling groups or clusters at 1 unit per 40 acres; employee housing permitted
R-C Rural Community (Ch. 20.084) Mixed town uses Without water or sewer district service, 40,000 sq ft per single-family home
C-1 / C-2 Commercial (Ch. 20.088, 20.092) Main Street commerce Outside any water or sewer district, two-family and multifamily are not permitted
S-R Suburban Residential and R-R Rural Residential Low-density homes Single-family plus ADUs

Sources: A-G, R-C, C-1, C-2. The Potter Valley Irrigation District supplies only raw irrigation water, so ask Planning whether it counts as a water district under these density rules; we assume it does not.

The General Plan’s Potter Valley policies point the same way. CP-PV-4 encourages higher-density and affordable housing in the commercial center as part of mixed use, and CP-PV-3 discourages subdivision of outlying rural lands. CP-PV-9 encourages the Potter Valley Community Services District to pursue water and wastewater service, but no such service exists today.

Farmworker housing. The A-G chapter lets owners of land under a Williamson Act contract split off a parcel for farmworker housing, subject to a 30-year deed restriction, a qualifying buyer or lessee and contiguity to an urban service area. Employee housing is also a permitted A-G use.

ADUs. The County’s ADU page allows most single-family parcels an ADU and a JADU, with detached ADUs up to 1,200 square feet. ADUs cannot sit on a leach field or its replacement area, and new ADUs need solar. For most Potter Valley owners, an ADU is the most realistic way to add a rental. See our ADU investment guide.

SB 9. State lot splits do not apply to most agricultural or rural parcels, and Potter Valley parcels are unlikely to meet the urban-area test. Confirm with Planning; our SB 9 guide explains why.

Rent rules: state law only

The Attorney General’s rent cap page, updated July 16, 2026, shows no local rent ordinance in Mendocino County. AB 1482’s statewide cap applies to covered units: 7.7% for increases from August 1, 2025 and 8.6% for increases from August 1, 2026 through July 31, 2027. A single-family home owned by an individual can be exempt with the required lease notice, which is common for valley rentals. Read our AB 1482 guide and just cause eviction guide.

Potter Valley rental property rules

We found no Potter Valley rental registration or inspection program. Short-term stays of 30 days or less owe County transient occupancy tax and a Business Improvement District assessment through the Treasurer-Tax Collector. Housing provided to farm employees can trigger state employee housing rules; ask counsel if you house workers.

Wells, septic and the irrigation question

Domestic water. LAFCo counts about 292 domestic wells within PVID’s sections and says no drinking water service exists in the region. Each rental needs a reliable well; order yield and water quality tests, and ask whether units share a well, which can bring state small water system rules.

Septic. All properties use onsite septic. Septic capacity and leach field area usually cap the number of bedrooms a parcel can support.

Irrigation and the Potter Valley Project. PVID delivers Eel River water through the Potter Valley Project, and LAFCo’s review describes the project’s license expiration in 2022 and a pending surrender and decommissioning process. A rental that depends on irrigated pasture, orchards or vines for its value carries that uncertainty. Check the current status with PVID.

Fire. Fire protection comes from the Potter Valley Volunteer Fire Department under the Potter Valley Community Services District. Get insurance quotes early. For any building with three or more units and elevated decks, see SB 721 balcony inspections.

Underwriting a Potter Valley multifamily purchase

  1. Confirm each dwelling is permitted; farm parcels often have unpermitted units.
  2. Test every well and inspect every septic system.
  3. Check for a Williamson Act contract and its limits on added housing.
  4. Model rents under AB 1482 where it applies, and collect estoppel certificates.
  5. Confirm PVID service if irrigation supports the property’s value.
  6. Run reassessed taxes and insurance through our rental property analysis.

Questions people ask

Is there rent control in Potter Valley?

No. Only state AB 1482 applies to covered units.

Rarely in the commercial districts, which bar two-family housing without water or sewer district service. An ADU and JADU are usually the practical route.

How many homes can I put on a 40-acre farm?

A-G allows one home per legal parcel, with dwelling groups or clusters at 1 unit per 40 acres, plus ADUs and employee housing.

Is there public water or sewer?

No. LAFCo says properties use private wells and septic systems.

Can I house farmworkers?

Employee housing is permitted in A-G, and Williamson Act land may qualify for a farmworker housing lot split.

Does SB 9 apply here?

Probably not for agricultural parcels. Ask County Planning.
