What multifamily in Lockwood looks like
Lockwood is a rural ranching and vineyard community in the San Antonio Valley of South Monterey County, and there are no apartment buildings. Income property here is a different kind of asset. Common examples are a ranch with a main house plus a second home or ADU, a farm or vineyard with employee or farmworker housing, a manufactured home on acreage, or a winery property with a guesthouse. For financing a property with added units, see financing 2-4 unit properties. For larger housing projects, see apartment building loans.
Lockwood is unincorporated, so Monterey County’s General Plan, South County Area Plan and Title 21 inland zoning apply.
Where the zoning allows it
In Lockwood, the question is less which zone allows apartments and more how many dwellings a rural parcel can hold. The main County frameworks are below. Confirm the Title 21 district for the parcel on the County map.
| Framework | Housing it allows | Source |
|---|---|---|
| Agricultural and rural districts (Title 21) | A main home, plus ADUs under state law and farm or employee housing by permit | County zoning; confirm the district |
| Winery corridor, Jolon Road segment | Per new winery: one home and one guesthouse, plus up to three employee housing units, by ministerial permit | Agricultural and Winery Corridor Plan, Section 3.3 |
| Land next to Fort Hunter Liggett | Low residential densities only | South County Area Plan, SC-1.1 |
| Tank road easement (Fort Hunter Liggett to Camp Roberts) | No new homes within 500 feet; existing structures and lots of record not made nonconforming | SC-1.1, Figure LU-9 |
| Wherever development is allowed | Clustered homes encouraged to save farmland | SC-1.2 |
Winery corridor housing. The Jolon Road segment runs from Highway 101 near King City to Highway 101 north of Bradley and includes Lockwood-Jolon Road, Interlake Road, Cross Road and Gillett Road. Within it, a new winery approved under the corridor plan can include a home, a guesthouse and up to three employee units through the ministerial permit. For a vineyard buyer, that housing package can be worth more than the winery itself. The segment caps new wineries at 12 artisan and 3 full-scale, so confirm remaining allocations with the County.
ADUs. State ADU law allows an ADU and often a JADU on lots with a single-family home, subject to County standards and septic and well capacity. See our ADU investment guide.
SB 9. SB 9 applies only to qualifying single-family lots in urbanized areas or urban clusters, and rural ranch land around Lockwood is unlikely to qualify. See our SB 9 lot split guide and confirm with the County.
Rent rules: state law only
There is no local rent ordinance in unincorporated Monterey County. The Attorney General’s rent cap page, updated July 16, 2026, places the county in All Other Counties. Covered units may rise up to 8.6% for increases from August 1, 2026 through July 31, 2027. A single-family home or ADU owned by an individual can be exempt from AB 1482 when the owner gives the required notice. Employer-provided housing has its own rules under state law. See our AB 1482 guide and just cause eviction guide.
Lockwood rental property rules
- Employee and farmworker housing. Housing for workers usually needs County permits and may fall under state employee housing rules. Ask the seller for permits and any state operating permit before closing.
- Short-term rentals. The County’s short-term rental page says stays of 30 days or less need a discretionary permit, available only in certain districts. Operators must register for transient occupancy tax. Inns in the winery corridor are a separate use, capped at two new inns in the Jolon Road segment.
- Floodways. Under SC-5.3, new development may not encroach on the main channels and floodways of the San Antonio and Nacimiento rivers. Check before siting an added unit near a creek or river.
Wells, septic and the valley’s conditions
Expect a rural Lockwood parcel to depend on a well or small shared water system and on septic. Confirm what serves the property. Policy SC-5.1 bars development that reduces groundwater recharge at identified recharge areas and calls for stricter enforcement where groundwater is vulnerable. Before adding a unit, test well yield and quality and size the septic system for all dwellings.
The valley’s own record matters for building and upkeep. The 2005 Federal Register proposal for the San Antonio Valley AVA describes elevations of about 850 to 2,200 feet, hot summer days and frost-prone spring and fall nights. It describes the southern part of the valley as Lockwood Valley. The area was later defined at 27 CFR 9.194 in 2006. Older ranch houses and cottages should get a seismic retrofit review. SB 721 balcony inspections apply only to buildings with three or more units.
Underwriting a Lockwood rental purchase
- Confirm the Title 21 district, and whether the parcel adjoins Fort Hunter Liggett or the tank road easement setback.
- Verify County permits for every dwelling, including second homes, manufactured homes and worker housing.
- Test well yield and water quality, and inspect septic capacity for all units.
- If buying for a winery, confirm remaining Jolon Road corridor allocations and the housing that comes with them.
- Classify each rental under AB 1482 and collect leases and estoppel certificates.
- Rebuild expenses with reassessed taxes, insurance, road upkeep and well and septic costs in our rental property analysis.
Questions people ask
Are there apartment buildings in Lockwood?
Not in the usual sense. Rentals are mostly ranch homes, ADUs, worker housing and guesthouses on rural parcels.
Can a new winery include housing?
Yes, in the Jolon Road corridor. The ministerial permit covers one home, one guesthouse and up to three employee housing units per new winery.
Does Fort Hunter Liggett limit what I can build?
Policy SC-1.1 limits land next to the base to low residential densities and bars new homes within 500 feet of the tank road easement to Camp Roberts.
Is there rent control in Lockwood?
No local ordinance. AB 1482 caps covered units at 8.6% for increases from August 1, 2026.
Can I add an ADU on my ranch?
Usually, under state ADU law, if the well and septic can support it and County standards are met.
Can I split my ranch under SB 9?
Unlikely. SB 9 applies only to qualifying lots in urbanized areas, and rural ranch land generally does not qualify.
