What multifamily in Jolon looks like
Jolon has no apartment buildings or multifamily zoning. Its income property is ranch housing: a main house with one or more accessory homes for owners, operators or employees, guesthouses, agricultural employee housing and the occasional rental cottage on a ranch parcel. The South County land use map shows only farmland, grazing and resource conservation designations around Jolon, so "multifamily" here means several dwellings on one large parcel. Lenders often treat a ranch with extra homes differently from a duplex, so read our guides to financing 2-4 unit properties and apartment building loans with that in mind.
Where the zoning allows it
Monterey County’s inland code, Title 21, applies. The South County land use map (Figure LU9), adopted in 2010 and amended in 2012, places the land around Jolon Road in Farmlands, Permanent Grazing, Rural Grazing and Resource Conservation.
| District | Housing allowed | Key limits |
|---|---|---|
| RG Rural Grazing (Ch. 21.32) | Up to three single-family homes accessory to agriculture for an owner, operator or on-site employees; guesthouses; ag employee housing up to 12 units or 36 beds | 10-acre minimum; density by map suffix (RG/20 = 1 per 20 acres); 5% coverage; 35 ft |
| PG Permanent Grazing (Ch. 21.34) | Same three accessory homes and 12-unit or 36-bed employee housing; caretaker mobilehome in special treatment areas | 40-acre default minimum, or as mapped (PG/160) |
| F Farmlands (Ch. 21.30) | Accessory homes and ag employee housing on farm parcels | Read the chapter for current limits |
| Larger employee housing (RG, PG) | 13+ units or 37+ beds | Use permit required |
Accessory homes are tied to agriculture. The three accessory homes in RG and PG are for owners, operators or on-site employees, not general market tenants. If you plan to rent them to the public, confirm with the County whether that use is lawful on the parcel or whether the homes must be permitted another way.
ADUs. State ADU law applies to lots with a single-family home, and County ADU rules are in the special regulations of Chapter 21.64. Septic and well capacity will usually be the real limit. See our ADU investment guide.
SB 9. SB 9 lot splits apply only to single-family-zoned lots in an urbanized area or urban cluster. Rural grazing and farmland parcels around Jolon are unlikely to qualify; confirm with the County before counting on one.
Fort Hunter Liggett. South County Area Plan Policy SC-1.1 allows only low residential densities on lands adjacent to the installation, and sets a 500-foot residential setback along the tank road easement linking it with Camp Roberts. Existing structures and existing legal lots are not made nonconforming by the setback. Fort Hunter Liggett itself covers about 162,000 acres, according to the Army’s 2010 environmental notice.
Rent rules: state law only
Rent caps. The Attorney General’s rent cap page, updated July 16, 2026, puts Monterey County under All Other Counties: covered units may rise up to 7.7% for increases from August 1, 2025, and up to 8.6% from August 1, 2026 through July 31, 2027. Salinas is the only Monterey County city on the AG’s local ordinance chart, and its rules do not reach Jolon. See our AB 1482 guide.
Just cause. We found no County tenant protection ordinance covering Jolon, so covered tenancies follow state just cause rules. A single-family home owned by an individual may be exempt from AB 1482 if the required notice is in the lease. See our just cause eviction guide.
Employee housing. Housing provided as part of farm employment can raise separate state employee housing and tenancy questions; get advice before mixing employee and market tenants on one ranch.
Jolon rental property rules
- Homestays and vacation rentals. RG and PG list homestays and limited vacation rentals under Section 21.64.290 as allowed uses, and commercial vacation rentals need a Zoning Administrator use permit. The County’s short-term rental page describes short-term rentals as 30 days or less and discretionary, so read Section 21.64.290 before advertising.
- B&Bs. Bed and breakfast facilities need a use permit in RG and PG.
- Lodging tax. Stays of 30 days or less owe the County’s 10.5% transient occupancy tax.
- Rooming. RG and PG allow rooming and boarding for up to two people without a permit.
Wells, septic and the road
Septic. Jolon has no sewer system. The County’s 2018 onsite wastewater program lists Jolon among the unincorporated Salinas Valley places it covers. Every added unit needs septic capacity and County Environmental Health approval.
Water. Each ranch relies on wells. The grazing chapters allow a water system of four or fewer connections outright; five to 14 connections need an administrative permit, and 15 or more need a use permit. A ranch with several homes may already be a small water system.
Access. Jolon Road is the main route in. A 2023 congressional letter supporting a County repaving grant called it narrow and badly deteriorated, with little or no shoulder.
Older buildings. Ranch houses and cottages are often old and sometimes unpermitted. Check permits, and review seismic retrofit needs for older wood-frame buildings. SB 721 inspections apply only to buildings of three or more units with elevated balconies or walkways.
Underwriting a Jolon multifamily purchase
- Confirm the zoning suffix and that each dwelling was permitted, and under which category (accessory home, employee housing, guesthouse, ADU).
- Check whether accessory homes can lawfully be rented to non-employees.
- Test every well and inspect every septic system; get County records.
- Map the parcel against Fort Hunter Liggett and the tank road setback.
- Classify units under AB 1482, model increases at or below 8.6% for covered units, and gather leases and estoppel certificates.
- Rebuild expenses with reassessed property tax, well and septic upkeep and road costs in our rental property analysis.
