Commercial Real Estate in Rohnert Park: C-N, C-R, Downtown Mixed Use and Specific Plan Areas
By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.
Rohnert Park’s commercial property is concentrated in regional shopping centers near Highway 101, neighborhood centers spread through its lettered sections, a downtown mixed-use district, industrial and business land on the city’s west side, and the planned growth areas around Sonoma State University and the eastern edge of town. The city has its own zoning code and specific plans, and it charges no city transfer tax on top of the county’s. Confirm zoning with the City of Rohnert Park before relying on this page.
Who controls the parcel
Inside city limits, Title 17 Zoning controls; the city points readers to Section 17.06 for districts and uses, Chapter 17.10 for heights, setbacks and floor area ratios, and its zoning map. Large areas are governed by specific plans instead of the base tables. The proposed Northeast plan area, between the University District and G Section, is still county land awaiting a plan and annexation, so Permit Sonoma rules apply there today. For countywide context see our Sonoma County commercial guide.

Specific plan areas
The city’s specific plans page describes each growth area:
- University District. Adopted in 2006 and amended four times through 2024, it covers about 300 acres south of Keiser Avenue and west of Petaluma Hill Road, with about 100,000 square feet of planned commercial space alongside housing and parks.
- Southeast. Adopted in 2010 and last amended in 2023, about 80 acres near Bodway Parkway and Valley House Drive with 10,000 square feet of commercial use.
- Northwest. About 100 acres south of Millbrae Avenue and west of Dowdell Avenue, proposed for regional commercial, industrial and mixed-use space and a 100-room hotel.
- Wilfred Dowdell. A 24.77-acre plan from 2008, split into Village North and Village South, with two permitted projects: a five-story, 163-room hotel and an Amy’s Kitchen facility.
Title 17 also contains a Station Center planned development district, a Downtown District Amenity Zone overlay, form-based codes for special areas and a Sonoma Mountain Village planned development district, each with its own rules.
Rohnert Park use rules that change deals
- Drive-throughs. Drive-through windows are conditional, and only in C-R, though pharmacy drive-throughs can be conditionally allowed in all three commercial zones. Fast food and banks follow separate drive-through standards.
- Service stations. Gas stations need a conditional use permit in C-N and C-R and are not listed in C-O.
- Late hours near homes. In C-N, retail and entertainment within 500 feet of a residential district that open before 6 a.m. or after 10 p.m. need a conditional use permit.
- Bars and nightclubs. Conditional only in C-R, cross-referenced to Chapter 8.34.
- Dispensaries. The use tables note that medical marijuana dispensaries are prohibited in the city.
- Breweries and wineries. In I-L, a brewery, distillery or winery needs an administrative permit, and a microbrewery without a restaurant is permitted. In Downtown Mixed Use, a microbrewery with a restaurant needs only an administrative permit.
- Housing in commercial zones. Residential in a mixed-use building is conditional in all three commercial zones, live/work is conditional in C-N and C-R, and bed and breakfast inns are conditional in C-N.
- Recent change. Ordinance No. 991, dated January 27, 2026, amended the commercial, mixed-use and industrial use tables, so older summaries may be out of date.
Transfer tax, business tax and property tax
The Sonoma County Clerk-Recorder charges $0.55 per $500 of value, after deducting assumed loans. Rohnert Park is one of the cities the Recorder lists with no separate city rate; only Santa Rosa and Petaluma add one. The deed must state how the tax was computed and that the property is in Rohnert Park. A purchase is generally a change in ownership under Proposition 13, so budget reassessment to the price. We did not verify Rohnert Park business license tax.
Due diligence that matters in Rohnert Park
Start with our commercial due diligence checklist, then add:
- Check whether the parcel is in a specific plan or PD district, which overrides the base table.
- Confirm a drive-through is possible: outside C-R, only a pharmacy drive-through can be considered.
- For hotel sites, confirm C-R zoning and the 1.5 FAR, or a plan that allows lodging.
- Check FAR against Chapter 17.10 before pricing an expansion.
- For any late-night tenant in C-N, measure the distance to residential zoning.
- Read the use tables as amended by Ordinance No. 991 in January 2026.
