Commercial Real Estate in Monte Rio: Russian River Zoning, Floodplain Rules and Visitor-Serving Uses
By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.
Monte Rio is an unincorporated river town on the lower Russian River, where Highway 116 meets the Bohemian Highway bridge. Its commercial property is mostly visitor-serving: small resorts and cabins, restaurants and bars, a market and river-access businesses near the bridge and along Highway 116, surrounded by residential and redwood timber land. Sonoma County regulates it through Permit Sonoma, and floodplain, river corridor and scenic rules shape almost every site. Confirm zoning, flood status and wastewater options with the county before relying on this page.
Who controls the parcel
Permit Sonoma applies the county zoning code; Monte Rio has no city government. Water comes from the Sweetwater Springs Water District, which serves Guerneville, Monte Rio, Rio Nido and Villa Grande. It was formed by a public vote on December 15, 1988, through Sonoma County LAFCO, and bought the existing system from Citizens Utilities after a November 1990 election. Monte Rio does not appear on the Russian River County Sanitation District map, which covers Guerneville, Guernewood Park, Rio Nido and Vacation Beach, so most Monte Rio commercial sites should be assumed to depend on on-site wastewater systems unless the county confirms otherwise. For context across the county see our Sonoma County commercial guide.
Monte Rio zoning for commercial and visitor use
A 2026 county filing for a 0.38-acre commercial parcel near Highway 116 and Church Street shows the layered zoning typical of the town center.
| District | Intended uses | Monte Rio notes |
|---|---|---|
| K Recreation and Visitor-Serving Commercial | A blend of recreation and tourist-commercial uses that supports the county’s recreational resources, per Section 26-10-020 | Base zone on the Highway 116 parcel; fits resorts, cabins, restaurants and river recreation |
| F2 Floodplain (combining) | Floodplain building rules | Applied in the town center near the river |
| LG/116 Highway 116 Local Guidelines | Area design guidelines along Highway 116 | Applied on the same parcel |
| LG/RRC Russian River Corridor Local Guidelines | Design guidelines for the river corridor | Applied on the same parcel |
| SR Scenic Resources (combining) | Added siting and design review | Applied on the same parcel |
| VOH Valley Oak Habitat (combining) | Oak protection | Applied on the same parcel |
| RR and RRD | Rural residential and resource land around town | Show up in Monte Rio’s vacation rental rezoning parcel list |
Visitor-serving business in a river town
What the K zone is for. The county created the K district for a mix of recreation and tourist-commercial uses, which matches Monte Rio’s resorts, cabins, river beaches and restaurants. Read the K allowed-use table in Section 26-10-030 for the permit level of a given use; many lodging, event and alcohol uses need a use permit.
Guidelines on top of zoning. Two local guideline overlays, one for Highway 116 and one for the Russian River corridor, add design review to building changes, and the Scenic Resources overlay adds siting rules. Even a fence can need a use permit: the 2026 filing was for front, side and rear yard fences on that K parcel and was handled as a categorical exemption.
Flooding. The F2 overlay means building on the parcel must meet the county floodplain rules in Article 58, which commonly require elevating or floodproofing new or substantially improved structures. Check the FEMA map and elevation certificate for every building, because flood insurance and rebuild limits can drive value more than rent.
Wastewater: the long-running constraint
Central Monte Rio has studied public sewer for decades. A Draft EIR received by the state in August 1999 evaluated a collection system for 616 parcels in central Monte Rio, with a package treatment plant and disposal site west of town, and alternatives including sending wastewater to the existing plant east of Monte Rio that serves the Guerneville area. That filing shows a draft EIR only, not a built system. For a buyer, the practical point is to obtain septic permits, design flows and any county wastewater notices for the parcel, since a restaurant or resort expansion is usually limited by on-site wastewater capacity.
Vacation rentals and the 5% cap
Monte Rio is one of the lower Russian River areas where the county chose a cap rather than an outright exclusion. In the Planning Commission’s March 16, 2023 draft resolution, Monte Rio parcels received the Vacation Rental 5% Cap (X5) combining zone, keeping their base zoning. The findings cite a 12.1% vacation rental share of single-family parcels, against 4.5% countywide, along with limited parking and evacuation routes and the loss of housing stock. The county staff report explains that a 5% cap allows one vacation rental per 20 developed residential parcels, and that the county favored caps downriver because the area has limited lodging and a tourism-based economy. Nearby Northwood and the Terraces and Villa Grande area received the same 5% cap.
Since Monte Rio was already above 5%, new whole-home vacation rental permits there may be unavailable until the share falls, so licensed resorts and K-zoned lodging carry more of the town’s visitor capacity. Ordinance No. 6423, adopted April 24, 2023, applied the county’s cap and exclusion zones; confirm the adopted map for any parcel.
Transfer tax, business tax and property tax
The Sonoma County Clerk-Recorder charges $0.55 per $500 of value, after deducting assumed loans; Monte Rio is unincorporated, so no city tax applies. Lodging collects county transient occupancy tax. A purchase is generally a change in ownership under Proposition 13, so budget reassessment to the price. We did not verify county business license requirements.
Due diligence that matters in Monte Rio
Start with our commercial due diligence checklist, then add:
- Get the parcel’s full zoning string, including F2, LG/116, LG/RRC, SR, VOH and any X5.
- Obtain FEMA flood zone, base flood elevation and an elevation certificate for each building.
- Pull septic permits and design flows; do not assume sewer.
- Get a will-serve or account history from Sweetwater Springs Water District.
- Review landslide and road access on hillside parcels.
- Confirm which existing lodging units are legally permitted versus vacation rentals.
Questions people ask
What zoning covers downtown Monte Rio?
A recent county file shows K Recreation and Visitor-Serving Commercial with floodplain, Highway 116, Russian River Corridor, scenic and oak overlays.
Does Monte Rio have public sewer?
Monte Rio is not on the Russian River sanitation district map, and a 1999 sewer study reached only the draft EIR stage, so plan on septic unless the county confirms otherwise.
Can I get a new vacation rental permit in Monte Rio?
Monte Rio carries a 5% cap and was above that share in 2023, so new permits may not be available.
Who provides water in Monte Rio?
Sweetwater Springs Water District, which also serves Guerneville, Rio Nido and Villa Grande.
Do floodplain rules affect a Monte Rio purchase?
Yes. Parcels with the F2 overlay must meet the county’s floodplain building rules.
