Commercial Real Estate in Elverta: Downtown Elverta, the Elverta Specific Plan and Rural Business Rules

By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.

Elverta is a semi-rural unincorporated community in north Sacramento County, and commercial property here is small and specific: a few businesses in downtown Elverta, neighborhood commercial sites along Elverta Road, agricultural and equestrian businesses on agricultural-residential land, and planned commercial and office sites inside the Elverta Specific Plan area. County policy deliberately keeps it that way. Confirm the zone and plan status for any parcel with Sacramento County Planning before relying on this page.

Who controls the parcel

Elverta is unincorporated, so the Sacramento County Zoning Code and County Planning control land use. Policy comes from the Rio Linda and Elverta Community Plan, adopted June 3, 1998 by Resolution 98-0683, which covers both communities, and from the Elverta Specific Plan for the eastern growth area. The specific plan area reaches the Placer County line on the north, with Gibson Ranch on its east side.

Downtown Elverta and the commercial policies

The community plan is unusually direct about where commerce may go.

  • Downtown first. The County supports additional commercial uses in downtown Elverta so it can keep its own small-town character, and supports higher-intensity offices there.
  • Limited shopping sites. New community shopping facilities are limited to downtown Rio Linda, downtown Elverta, sites already zoned commercial and the commercial portion of eastern Elverta.
  • No strip centers. Linear, strip-pattern commercial centers are prohibited.
  • Small elsewhere. Outside the commercial centers, only small neighborhood commercial uses are to be approved.
  • Western Elverta. If the agricultural-urban reserve north of Elverta Road and west of Elwyn Avenue ever urbanizes, the plan favors large-lot housing with some neighborhood service commercial possibly along Elverta Road.

For a buyer, these policies mean a rezone to commercial outside downtown or the specific plan is an uphill request, while an existing commercial parcel in downtown Elverta has policy support behind it.

The Elverta Specific Plan area

The community plan required a specific plan, with an infrastructure assessment and financing plan, before any rezone or tentative map in the eastern Elverta growth area. The state CEQA record for the Elverta Specific Plan describes about 1,744 acres north and south of Elverta Road, roughly 1.5 miles west of Watt Avenue, bounded by the Placer County line, U Street, Gibson Ranch and the area near 9th Street and Palladay Road. It lists approval on August 8, 2007, with up to 4,950 homes, about 15 acres of commercial, 4.4 acres of office/professional, 20.2 acres of schools and 73.3 acres of parks. The record lists the entitlements as requested, so confirm final adopted acreage with the County.

In October 2023 the County approved a major amendment (PLNP2021-00178) changing how rezone conditions apply to agricultural-residential parcels in the plan’s northwest quadrant, including interim fee agreements and participation in roadway fee programs instead of full road improvements. Commercial sites in the plan depend on the same financing plan and infrastructure, so check fee and improvement obligations before buying.

Rural business rules: airport, sewer, water and roads

McClellan. The plan, written when McClellan was still an Air Force base, protects it from urban encroachment and keeps AR-2 zoning within its 65 CNEL noise contour, which limits intensification on affected parcels.

Sewer and water. All new urban development must have public sewer and water, and the plan calls for urban entitlements in eastern Elverta only once long-term supplemental water supply and financing are in place. The plan notes existing development on private septic, including an RD-5 subdivision north of Elverta Road; septic and well capacity limits a business’s customer counts, food service and restrooms.

Agricultural-residential character. An Agricultural-Residential Preservation Area overlay covers all AR land, and AR projects are expected to keep an open, natural look. Equestrian, farm and home-based businesses need to fit both the AR zone and that overlay.

Roads. The plan calls for widening Elverta Road from two to four lanes on segments between East Levee Road and Elwyn Avenue, and between Highway 99 and Elwyn Avenue, depending on the alternative chosen. Frontage on Elverta Road can be affected by right-of-way needs.

Transfer tax, business tax and property tax

Elverta pays the County documentary transfer tax of $0.55 per $500, less assumed loans, with no city tax, per the County Clerk-Recorder. Businesses need a County General Business License, per the Department of Finance business license FAQ. A sale generally triggers Proposition 13 reassessment, and parcels in the specific plan area may carry financing plan fees or assessments.

Due diligence that matters in Elverta

Start with our commercial due diligence checklist, then add:

  • Confirm whether the parcel is in downtown Elverta, the Elverta Specific Plan, the western agricultural-urban reserve or ordinary AR land.
  • Check the 65 CNEL contour for McClellan.
  • Confirm well and septic capacity, or the timing of public sewer and water.
  • In the specific plan area, review financing plan fees and road obligations, including the 2023 amendment.
  • Check for Elverta Road right-of-way plans on frontage parcels.
  • For a home-based or equestrian business, confirm the AR zone’s use rules and the ARPA overlay.
