Commercial Real Estate in Cazadero: Rural County Zoning, Camps and Lodging, and Service Limits

By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.

Cazadero is a small redwood community in the Austin Creek canyon north of the Russian River, reached by Cazadero Highway. Commercial property here is scarce and specific: a general store or cafe, camps and retreat centers, small lodging, timber and agricultural land, and home-based businesses. What a buyer can do depends on the County zoning on the parcel, any use permit already in place, and what wells, septic and narrow roads can support. Confirm all of it with Permit Sonoma before relying on this page.

Who controls the parcel

Land use. Cazadero is unincorporated, so Sonoma County’s Chapter 26 zoning applies through Permit Sonoma. It is not one of the 21 Urban Service Areas on the County’s GIS layer, so public sewer and urban-scale density are not planned here. The County’s office district, CO, is limited to Urban Service Areas and is not available.

Local services. The Cazadero Community Services District was created in 1963 under the state’s Community Services District law, after residents of the canyon sought a formal agency for fire protection and community facilities. Today it lists fire protection with volunteer firefighters, fire prevention, parks and recreation, street lighting and emergency preparedness. It does not list water or sewer service, so plan for private wells or small water systems and septic.

Coastal Zone. The village itself is inland, but parcels toward the coast may fall inside the Coastal Zone, whose boundary only the Coastal Commission can interpret, according to the County’s LCP FAQ. Check before assuming Chapter 26 applies.

County zoning that can allow business uses

District Intended uses Notes
CR Commercial Rural A mix of homes and businesses in rural areas and unincorporated communities Houses permitted; personal services; tasting rooms; ag processing by use permit; new commercial uses get discretionary review
LC Limited Commercial Daily-needs retail, restaurants, offices, hosted and vacation rentals For rural areas, in keeping with their character
C1 Neighborhood Commercial Retail, services and offices serving a neighborhood, including rural neighborhoods Restaurants permitted or by use permit
K Recreation and Visitor-Serving Lodging, campgrounds and organized camps by use permit, restaurants, vacation rentals The district for camps, resorts and retreat centers; timeshares allowed only here
AS Agricultural Services Farm retail, farm stands, nurseries, ag support services Agriculture-focused

Every Article 10 zone caps height at 35 feet and coverage at 50%. With neither public water nor sewer, the minimum new lot is 1.5 acres. Much of the land around Cazadero is likely in resource or timber zones rather than commercial ones; check each parcel.

Camps, retreats and lodging

For camps and retreat centers, much of a property’s value rests on its permits:

  • Use permit. Organized camps and campgrounds are use-permit uses in K. The existing permit’s conditions, such as guest counts, seasons and events, usually define what a buyer can do.
  • Timeshares. In its April 2023 action, the Board of Supervisors defined short-term use of fractionally owned homes as timeshare use and allowed it only in the K district.
  • Vacation rentals. Whole-house rentals need an annual County license. Terms include one license per person, ownership by individuals or family trusts, occupancy tied to bedrooms or septic capacity up to 12 guests, one on-street parking space, a written evacuation plan and no outdoor burning of solid fuel.
  • Caps. Under Article 79, the County can bar or cap vacation rentals where road access, parking or fire hazard are concerns, at 5% or 10% of homes. Cazadero was not named in the 2023 lists, but nearby river neighborhoods were capped.

Fire, roads and utilities

Volunteer fire service. The CSD runs Fire Station 1 at 5980 Cazadero Highway and Fire Station 2 at 1305 Austin Creek Road, and its site links to CAL FIRE Station 45. A buyer planning lodging, events or a store should talk to the fire agencies early about access, water storage for firefighting and occupancy.

Roads. Customer-facing uses and events depend on road width, turnouts and parking. The County’s vacation rental rules already limit on-street parking to one space per rental, a sign of how tight canyon roads are.

Wells and septic. With no listed public water or sewer, a restaurant, camp kitchen or added lodging units need well yield and septic capacity that Permit Sonoma’s well and septic staff will review. A small water system serving several connections may need its own state permit.

Community facilities. The CSD’s Gerald T. Parmeter Memorial Park and its History Learning Center on the history of Austin Canyon are public facilities, not private commercial property.

Transfer tax, business tax and property tax

The Sonoma County Recorder charges $0.55 per $500 of value, less assumed loans; only Santa Rosa and Petaluma add city taxes. Lodging and vacation rentals collect the County’s transient occupancy tax, whose rate we did not verify. A change of ownership generally triggers Proposition 13 reassessment. Timberland may carry its own tax treatment; ask the Assessor.

Due diligence that matters in Cazadero

Start with our commercial due diligence checklist, then add:

  • Confirm the parcel’s district and whether it lies inside the Coastal Zone.
  • Read every use permit on the property and confirm the use has not lapsed.
  • Test well yield and water quality; confirm any state water system permit.
  • Pull septic permits and confirm capacity for the intended use.
  • Review fire access, defensible space and evacuation routes with the fire agencies.
  • Check for an X combining district before counting on vacation rental income.

Austin Creek and rural infrastructure

The Sonoma Resource Conservation District’s Austin Creek profile places concentrated rural development along Big Austin Creek and around Cazadero. It identifies septic systems, wells and many private dirt roads in the watershed, alongside timber, grazing and recreation uses. Use that setting to organize inspections: establish the actual water arrangement, wastewater permit, road agreement and creek relationship for the parcel. The watershed description does not replace provider records or a site-specific flood and drainage review.
