Yolo County Flood Records: Levees, Flood Zones and Insurance Evidence

Much of Yolo County depends on levees. The Sacramento River runs along its eastern edge, the Yolo Bypass carries overflow through the middle of the county in wet years, and Cache Creek and Putah Creek run out of the western hills. For buyers in West Sacramento, Woodland, Clarksburg, Knights Landing and other low-lying areas, flood maps and insurance can change both the monthly cost and the loan.

The mapped zone, the levee protecting the area and the insurer’s quote answer different questions. Review each for the address being considered. The Yolo County overview explains the county’s city and rural settings.

Begin with the FEMA flood map

Look up the parcel on FEMA’s current flood map and note the zone. If the home is in a mapped special flood hazard area and you have a federally backed mortgage, flood insurance is required. A lender may also require coverage outside those zones, and levee-protected areas retain residual risk. Confirm the actual loan requirements and quote with the lender and insurer. The natural hazard disclosure report will show the mapped zone; see our guide to the NHD report and our guide to flood zones.

West Sacramento: levees under upgrade

West Sacramento sits between the Sacramento River and the Yolo Bypass. The West Sacramento Area Flood Control Agency’s Southport work addresses a 5.6-mile river-levee reach, documented in USACE project materials. Broader system protection and the status of individual segments are separate from one completed improvement. Ask the flood agency for the current segment status and use the current FEMA map for the address.

For a West Sacramento purchase, check the FEMA zone, read the tax bill for any levee or district assessments, and get a flood quote even if insurance is not required. Ongoing levee work improves protection over time; it does not by itself change the mapped zone or the premium today.

Woodland: the Cache Creek floodplain

Woodland’s project page describes homes within the mapped Cache Creek floodplain and the proposed Lower Cache Creek flood-risk reduction project. Its planning history does not establish that a home has left the floodplain. Official Yolo Elections results show the March 5, 2024 Woodland Measure M was rejected, with 4,122 Yes and 9,752 No votes. Check current FEMA mapping, lender requirements and an actual insurance quote for the property; do not price the home on an assumed completed flood project.

For a Woodland home in or near the floodplain, ask the seller for their flood policy and premium, any elevation certificate, and any history of water in the home or garage. Then get your own quote; premiums depend on the specific building.

The Delta and river towns

Clarksburg, Knights Landing and other river communities are protected by levees maintained by reclamation districts. Those districts often levy assessments that appear on the property tax bill. Ask which district protects the parcel, what it charges, and whether it has any planned work or assessments. Check the FEMA zone and get a flood quote early.

Creeks and local drainage

Away from the big rivers, homes near Putah Creek, Cache Creek, sloughs and drainage canals can still have flood exposure, and older homes may have drainage or grading issues. Ask the seller about standing water, sump pumps and past repairs, and have the inspector look at grading and drainage around the foundation.

Bring flood answers into the purchase timeline

A flood quote can change your monthly budget enough to change the offer. Request the seller’s policy and elevation certificate at the start of escrow, get quotes in the first days, and keep the loan and insurance contingencies open until you have numbers. Our buying process guides explain how those contingencies work.
