Yolo County is small enough to cross in under an hour, but its housing settings are very different. A house near the UC Davis campus, a newer home in Woodland’s Spring Lake, a riverfront condo in West Sacramento, a farmhouse outside Esparto and a home behind the levees in Clarksburg each come with their own rules, records and costs.
A university neighborhood, a newer special-tax subdivision and a Delta parcel require different comparisons. The Yolo County overview provides the wider market context; the distinctions below explain what changes with the setting.
Start with the jurisdiction
Yolo County has four cities: Davis, Woodland, West Sacramento and Winters. Everything else, including Esparto, Madison, the Capay Valley, Clarksburg, Knights Landing, Dunnigan and Monument Hills, is unincorporated, and the county handles planning and permits there. Some homes with a Davis or Woodland mailing address sit outside city limits. Check the parcel record first; the jurisdiction decides which rental rules, permit office and service providers apply.
Setting one: Davis
Davis is shaped by two things: UC Davis, which lists 39,414 students, and Measure J/R/D, which requires a public vote before farmland or open space at the city’s edge can be developed. Voters extended that rule in November 2020 through 2030. The result is a resale market of mostly older homes and steady rental demand. If you may rent the home, Davis requires every rental to be registered, and single-family rentals are subject to random inspections; our Yolo rental rules guide covers the details. By local custom, the buyer pays the escrow fee and owner’s title policy in Davis, unlike the rest of the county.
Setting two: Woodland
Woodland, the county seat, has historic homes near downtown and newer subdivisions such as Spring Lake. Spring Lake homes pay a Mello-Roos special tax formed in 2004, and may pay other district charges; our special tax guide explains how to read them. Woodland has a municipal transfer-tax ordinance; have escrow identify the applicable city and county treatment instead of adding rates from a general customary-practices chart. And parts of the city are in the Cache Creek 100-year floodplain, where mortgage and flood-insurance requirements depend on the actual mapped address and loan; our flood records guide covers how to check.
Setting three: West Sacramento
West Sacramento faces downtown Sacramento across the river and offers riverfront housing, older neighborhoods and newer areas such as Southport. The city sits between the Sacramento River and the Yolo Bypass, and its levees are being upgraded toward 200-year protection by the West Sacramento Area Flood Control Agency. Check the flood zone and any levee or district assessments on the tax bill. Our West Sacramento guide covers the city in more detail.
Setting four: Winters and the farm towns
Winters, Esparto, Madison and the Capay Valley communities are surrounded by orchards, row crops and grazing land. Homes here range from small-town lots on public water and sewer to rural parcels on wells and septic. Near the western hills, fire history and insurance matter: the 2018 County Fire burned about 90,000 acres in Napa and Yolo counties. For farm-edge property, also check zoning, any Williamson Act contract and whether neighboring farm operations affect the home; our farmland guide covers the rules.
Setting five: the river and the Delta
Clarksburg in the Delta and Knights Landing on the Sacramento River are levee-protected farm communities. Homes here may carry reclamation district assessments and often rely on private wells and septic systems. Check the FEMA flood zone, ask about the levee and district that protect the property, and get a flood insurance quote early.
| Setting | Confirm first | Records to request | Keep separate |
|---|---|---|---|
| Davis | City limits; rental plans | Permit history; rental registration and inspection records if rented | Mailing address versus jurisdiction |
| Woodland | Special taxes; floodplain | Tax bill lines; CFD documents; FEMA zone; flood quote | Base tax versus special tax lines |
| West Sacramento | Flood zone; assessments | FEMA map; levee and district charges; HOA documents | Levee upgrades in progress versus current protection |
| Winters and farm towns | Water source; fire exposure; zoning | Well and septic files; insurance quote; Williamson Act status | Farm use nearby versus permitted use on the parcel |
| River and Delta | Levee protection; flood zone | Reclamation district assessments; flood quote; well and septic files | Mapped zone versus the levee’s current condition |

The county median, $634,500 in September 2026 according to C.A.R., blends very different markets. Price a Davis home from Davis sales, a Spring Lake home from Spring Lake sales, and a Delta farmhouse from rural sales. If you are selling, a Yolo County home valuation starts with the setting.
