Yolo County New Construction Homes for Sale

By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.

New homes in Yolo County are built mostly inside its cities: West Sacramento’s Southport plans such as Liberty and Yarbrough, Woodland’s Spring Lake Specific Plan, and infill and edge projects in Davis, where voters must approve developing farmland or open space. For any new home here, check the special taxes and assessments on the lot, the levee and flood zone picture, and the warranty and claims rules that California’s SB 800 gives you.

This page covers plans, rules and costs only, with no prices or market statistics. For the county overview, start on our Yolo County homes page.

Where to look in Yolo County

West Sacramento. The city’s southern Southport area holds its largest planned communities. The state CEQA database lists the city’s Liberty Specific Plan, bounded by Linden Road, Davis Road and the Sacramento River, with 1,503 residential units, 10,000 square feet of commercial space and about 63 acres of parks, greenbelts and trails. The Yarbrough project is a general plan amendment and rezoning for a mix of single-family homes, alley-loaded homes, condominiums, townhomes and apartments around a lake system and village core; its record shows a Phase I vesting tentative subdivision map and an amended and restated development agreement in November 2024. Browse West Sacramento real estate, and if you are weighing an attached home, read our West Sacramento condo and townhome ownership costs guide.

Woodland. The Spring Lake Specific Plan covers southeast Woodland. The city adopted it December 18, 2001, revised its land use element June 5, 2014, and updated the plan map September 15, 2020. The city page also posts Spring Lake residential development fees and a capital improvement plan update, which are worth reading if you buy there. See Woodland real estate.

Davis. New homes in Davis are mostly infill or projects on the city’s edge, and edge projects face an extra step. Since 2000, Davis voters have kept a rule, first Measure J, renewed as Measure R in 2010 and as Measure D in 2020, that gives voters the final say on Council-approved projects that would develop open space or farmland, according to a ballot document posted by the city. Local news reported that voters rejected one such project, Village Farms (Measure V), in June 2026. Before you count on a planned Davis neighborhood, check whether it still needs a vote. See Davis real estate.

Winters and Esparto. These smaller towns add homes in smaller subdivisions and in-town lots. Esparto is unincorporated, so the county handles planning there. See Winters real estate and Esparto real estate.

What to check before you buy

1. Special taxes and assessments. A new subdivision may carry a Mello-Roos (community facilities district) tax, a landscape and lighting assessment, and in some areas a reclamation district assessment for levees. Each appears as a separate line on the tax bill. If a builder is selling you the lot, it must give you a signed Notice of Special Tax before you sign the contract, under Government Code 53341.5, and you may cancel within 3 days of in-person delivery or 5 days after mailing. Our Yolo County special tax and assessment records guide and Mello-Roos guide explain how to read the bill.

2. Flood zone and levees. Many Yolo County neighborhoods sit behind levees. A new home’s FEMA flood zone can affect insurance and lending even when it meets current building elevations. Read our Yolo County flood zone, levee and insurance records guide and flood insurance in California before you sign.

3. Development fees and plan documents. Plans like Spring Lake publish fee schedules and capital improvement plans, and builders pass these costs into the base price. Unlike a special tax, a one-time fee is not an annual line on your bill, but the documents show what parks, roads and other facilities the plan is meant to fund.

4. HOA documents. If the community has an association, get the CC&Rs, budget and reserve study early; see our HOA documents guide.

5. The DRE public report. A builder may not sell lots in a California residential subdivision without a Subdivision Public Report from the Department of Real Estate (Business and Professions Code 11018.2), and the DRE says you must receive it before signing.

6. First-year tax bills. Expect supplemental bills after closing; see our supplemental tax bill guide. Check the preliminary title report for recorded assessment notices.

7. Farmland nearby. New neighborhoods often border working farms. If you are looking at a lot outside a city, or next to one, read our farmland, Williamson Act and mitigation guide.

SB 800: warranties and the claims process

California’s Right to Repair Act (SB 800), at Civil Code 895 and following, applies to new homes across the state. The points Yolo buyers ask about most:

Rule What it says Statute
Fit and finish At least a one-year written limited warranty on cabinets, mirrors, flooring, walls, countertops, paint and trim Civil Code 900
Documents at sale Maintenance recommendations, product and builder warranties, the claims agent’s name and address, and a copy of the statute, initialed in the sales documents Civil Code 912
Plans and soils reports Provided within 30 days of a written request about structural, fire safety or soils provisions Civil Code 912
Prelitigation notice Written notice to the builder by certified mail, overnight mail or personal delivery before suing Civil Code 910
Time limit Generally 10 years after substantial completion Civil Code 941

On a soils-sensitive valley site, the right to request final soils reports and grading plans is worth knowing. Using the builder’s customer service line does not count as the statutory notice, so if a serious issue appears, follow section 910. A builder warranty is not a home warranty plan. For the full process, read buying new construction in California.

Inspections and representation

City inspections confirm code compliance, not finish quality. Hire your own inspector before drywall if the builder permits and again before the final walk-through; see home inspections in California.

Builder sales staff represent the builder. To have your own agent, bring them on your first visit or follow the builder’s registration policy. Our commissions guide explains how buyer-agent pay works now.

Questions people ask

Where are new homes being built in Yolo County?

Mainly in West Sacramento’s Southport plans such as Liberty and Yarbrough, Woodland’s Spring Lake area, and infill or voter-approved projects in Davis. Check each plan’s status with the city.

Why do Davis housing projects go to a vote?

Under Measure J, renewed as Measures R and D, Council-approved projects that would develop farmland or open space need voter approval. Check with the city whether a particular project is subject to it.

Do new homes in West Sacramento have Mello-Roos?

Many newer subdivisions carry CFD taxes or assessments. Read the full tax bill and get the Notice of Special Tax from the builder before you sign.

Do I need flood insurance on a new home in Yolo County?

It depends on the FEMA flood zone and your lender. Check the zone for the lot and read our flood guides before you commit.

What warranty must a California builder give?

At least one year on fit and finish under Civil Code 900, plus SB 800 standards and a claims process generally available for up to 10 years after substantial completion.

Can I cancel after receiving a Notice of Special Tax?

The statutory form gives you 3 days after in-person delivery or 5 days after mailing to cancel in writing. Talk to your agent about how that fits your contract.

Is Esparto part of a city?

No. Esparto is unincorporated, so Yolo County handles planning and building there.

Notes: Liberty’s unit count comes from its 2016 notice of preparation and may have changed at adoption. The Yarbrough record’s unit figure contains a typo ("3,0004"), so we state "about 3,000." The Measure J/R/D description comes from a city-hosted ballot argument; read the measure text for its exact scope, term and exemptions. Each city’s CFD list, Winters plan details and Spring Lake fee amounts were not verified.
