Where to Live in Placer County: Towns Compared by Services, Transit and Rules
By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.
Choosing where to live in Placer County comes down to three settings and one jurisdiction question. The valley cities along I-80 and SR 65 (Roseville, Rocklin, Lincoln) offer planned subdivisions on city or district water and sewer; the foothill towns and unincorporated areas around Auburn, Loomis, Newcastle and Colfax mix town lots with acreage, where wells and septic are common; and the Lake Tahoe side of eastern Placer has its own short-term rental cap of 3,900 permits. Within each setting, the parcel’s jurisdiction, water provider, nearest Capitol Corridor station and any special district taxes decide most of the practical differences.
This guide compares places only by housing types and lot sizes, jurisdiction, utility service, transportation, local rules and ownership costs. It does not describe residents, safety or schools, and it contains no prices or market statistics. For listings, start on our Placer County homes page.
Cities and unincorporated communities
Placer County’s incorporated cities and town are Roseville (see Roseville real estate), Rocklin, Lincoln, Auburn, Loomis and Colfax. Inside them, the city sets planning, building and rental rules. Everywhere else is unincorporated Placer County, where the county is the land-use authority. That includes Granite Bay, Newcastle, Penryn, Meadow Vista, Foresthill, Applegate and Alta in the west and foothills, and Tahoe City, Kings Beach, Carnelian Bay, Tahoma and Olympic Valley on the Tahoe side.
A city name in the mailing address does not settle the question. Many unincorporated parcels carry an Auburn, Loomis or Roseville address. Check the jurisdiction on the county parcel record before you rely on any rule here; our Placer County jurisdiction and permit research guide shows how. For how the valley, foothill and mountain settings differ as property types, see valley, foothill and mountain property compared.

Water, sewer and septic
The Placer County Water Agency says its jurisdiction covers the entire county and that it supplies drinking water and irrigation water at both retail and wholesale. That does not mean PCWA is your retail provider. Its 2025 annual report describes retail treated-water service from Alta down to Rocklin and Roseville, raw (untreated) water sold to the City of Roseville and San Juan Water District, which treat it themselves, and treated water sold wholesale to the City of Lincoln, California American Water and other local providers. In practice, a Lincoln home’s water bill comes from the city, a Roseville home’s from Roseville, and many foothill homes’ from PCWA, but parts of the county are split, so look up the exact address.
Roseville is unusual: the city provides water, wastewater, recycled water, solid waste and electricity through one integrated utility, with Roseville Electric Utility running power. Outside Roseville, confirm the electric and water providers for the address, and compare utility bills, not just the tax bill, when you weigh Roseville against a neighboring town.
On rural parcels, Placer County Environmental Health handles septic installation and repair and well drilling or modification, through its online portal and its Auburn and Tahoe offices. Before you write an offer on acreage, ask for the septic permit history and any well test, and read our rural house utilities and records guide for Placer County.
Transportation: Capitol Corridor, I-80 and SR 65
The Capitol Corridor begins in Placer County: its station list starts with Auburn, Rocklin and Roseville before Sacramento and Davis, and continues to Oakland and San Jose. Amtrak Thruway Route 20, a connecting bus, runs from Sacramento through Roseville, Rocklin and Auburn to Truckee and Reno, and the California Zephyr stops at an Amtrak station near Roseville’s. If you plan to commute by train from Auburn or Rocklin, check the current timetable for those stations, or call Capitol Corridor at 1-877-974-3322.
By car, I-80 is the spine from Roseville through Rocklin, Loomis, Auburn and Colfax to the Sierra. SR 65 runs north from Roseville through Rocklin to Lincoln, and SR 49 crosses Auburn. On the Tahoe side, SR 89, SR 28 and SR 267 connect Tahoe City, Kings Beach and the Truckee area. Winter conditions on I-80 and the Tahoe highways affect access to mountain properties.
Short-term rental rules, including Tahoe
Eastern Placer (Tahoe side). In February 2022 the Board of Supervisors approved an ordinance that caps short-term rental permits at 3,900 in the North Lake Tahoe region of eastern Placer. Operators need an STR permit, a transient occupancy tax certificate and a county business license, and permit holders must rent the home at least 30 nights a year. Owner-occupied STRs are exempt from the cap but still need a permit. The same ordinance added more frequent fire safety inspections and higher fines. The cap and permit cycle may have changed since that release, so confirm current permit availability with the county before you buy a Tahoe home planning to rent it.
West Placer and cities. For unincorporated west Placer and each city (Roseville, Rocklin, Lincoln, Auburn, Loomis, Colfax), check the county or city code directly; we did not verify those rules for this guide. Our California short-term rental rules guide covers the statewide picture.
TRPA. Inside the Lake Tahoe Basin, the Tahoe Regional Planning Agency also oversees development and redevelopment and enforces its Code of Ordinances under the Bi-State Compact, so many building projects on the Tahoe side need TRPA review in addition to county approval.
Long-term rentals. We did not identify a city or county rent cap in Placer County in our research for this guide; confirm with the city. See AB 1482 for landlords and buying a tenant-occupied property.
Ownership costs that differ by place
Transfer tax. The Placer County Recorder charges documentary transfer tax of 55 cents per $500 of the sale price or value, paid at recording, and does not charge it on loan amounts the buyer assumes. The recorder’s FAQ does not mention any city transfer tax, so confirm with the city if the parcel is incorporated. See California transfer tax.
Mello-Roos and special districts. Newer planned areas often carry community facilities district (Mello-Roos) taxes, assessment districts and landscape and lighting districts. Roseville’s special taxes and assessments page lists Mello-Roos bond and service districts, 1915 Act assessment districts and LLDs; CFD taxes are usually collected on the regular property tax bill, due December 10 and April 10, with the same penalties. Look up the APN, then pull the county tax detail, and ask the city’s district administrator for the rate and method for that district. Two similar homes a few streets apart can carry very different levies. Our Placer County HOA, assessment and property tax records guide, Roseville association and assessment costs and Mello-Roos in California explain what to request, and plan for a supplemental tax bill after closing.
Insurance and access. Foothill and mountain parcels raise insurance and road-access questions that valley subdivisions usually do not. See home insurance and site access in Placer County.
Choosing a short list
- Pick a setting: valley subdivision, foothill town or acreage, or Tahoe side.
- Decide whether a Capitol Corridor station (Roseville, Rocklin, Auburn) or I-80 access matters.
- If you’ll rent short term, rule out places before touring; on the Tahoe side, confirm permit availability under the cap.
- Confirm the parcel’s jurisdiction, water provider, sewer or septic, and every special tax on the bill.

Questions people ask
Is Granite Bay part of Roseville?
No. Granite Bay is unincorporated Placer County, so county planning and building rules apply. Check the parcel record, since some nearby addresses use a Roseville mailing address.
Who provides water in Placer County?
It depends on the address. PCWA serves retail customers from Alta down to Rocklin and Roseville, while Roseville and Lincoln run their own city water systems and other districts serve parts of the county.
Does Roseville have its own electric utility?
Yes. Roseville Electric Utility is city-run, and the city also provides water, wastewater, recycled water and solid waste service.
Which Placer County towns have a train station?
Auburn, Rocklin and Roseville are Capitol Corridor stations. Lincoln, Loomis and Colfax are not on the Capitol Corridor station list.
Can I run a short-term rental at Lake Tahoe in Placer County?
Only with a county STR permit, TOT certificate and business license. Eastern Placer caps permits at 3,900 under the 2022 ordinance; owner-occupied rentals are exempt from the cap. Confirm current availability.
What is the transfer tax in Placer County?
The county charges 55 cents per $500 of value at recording, not counting loans the buyer assumes. Confirm with the city whether any city tax applies.
How do I find out if a home has Mello-Roos?
Get the APN, review the county tax detail for special taxes, and ask the levying district for its rate and method. In Roseville, the city’s special taxes page explains the lookup.
