Where to Live in Sacramento County: Towns Compared by Services, Transit and Rules

By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.

Choosing where to live in Sacramento County starts with jurisdiction: seven cities (Sacramento, Elk Grove, Folsom, Citrus Heights, Rancho Cordova, Galt and Isleton) set their own rules, while large established areas such as Carmichael, Fair Oaks, Orangevale and Antelope are unincorporated and follow county rules. Then compare the practical differences that follow the parcel: which of the county’s 20-plus water providers serves it, whether it is near a SacRT light rail line, whether it sits inside the City of Sacramento (which adds a 0.275% transfer tax and its own rent cap), and whether it is a Delta or acreage property on a well and septic system.

This guide compares places only by housing types and lot sizes, jurisdiction, utility service, transportation, local rules and ownership costs. It does not describe residents, safety or schools, and it contains no prices or market statistics. For listings, start on our Sacramento County homes page.

Cities and unincorporated communities

The county lists seven incorporated cities: Sacramento, Elk Grove, Folsom, Citrus Heights, Rancho Cordova, Galt and Isleton. Everywhere else is unincorporated Sacramento County, where the county provides city-type services and its planning and building departments issue permits. That includes Carmichael, Fair Oaks, Orangevale, Antelope, North Highlands, Rio Linda, Elverta, Gold River, Rancho Murieta, Wilton, Herald, Sloughhouse and the Delta towns of Freeport, Hood, Courtland and Walnut Grove.

A "Sacramento" mailing address does not mean the parcel is in the City of Sacramento. Check the jurisdiction field on the county parcel record; it decides the transfer tax, rent rules and permit office.

Where the county plans growth

The county’s General Plan uses two lines, per its executive summary. The Urban Services Boundary is the ultimate growth boundary for the unincorporated area, and the Urban Policy Area inside it marks land expected to receive urban services in the near term. Outside those lines, land is planned for agriculture, rangeland and natural resources. For you, that means suburban subdivisions with public water and sewer are inside the boundary, while places like Wilton, Herald and Sloughhouse are mostly acreage on private systems.

Much of the south county also lies in the Sacramento–San Joaquin Delta. The Delta Protection Commission reviews whether land-use decisions in the Delta’s Primary Zone conform to its management plan and can hear appeals, which adds a layer for some Delta parcels. Our Delta land and homes guide covers levees and flood questions.

Water, sewer and septic

Sacramento County has more than 20 water purveyors, and a county address does not mean the Sacramento County Water Agency serves the home. The county’s find-my-water-company tool lists the providers, from city utilities in Sacramento, Folsom and Galt to districts such as Carmichael, Citrus Heights, Fair Oaks, Sacramento Suburban, San Juan, Rio Linda/Elverta and Elk Grove, plus private companies including California American Water, Golden State Water and Orangevale Water Company. Rates, conservation rules and connection fees differ by provider, so look up the exact address.

For sewer, SacSewer operates the local collection system for about 1.2 million people; its board includes the county supervisors and the mayors of Citrus Heights, Elk Grove, Folsom, Rancho Cordova and Sacramento. Outside sewered areas, the county’s Environmental Management Department permits wells before construction and runs the onsite wastewater program, where the required septic design depends on soils and groundwater at the parcel.

Transportation

SacRT runs 43 miles of light rail with 53 stations. The Gold Line extends east through Rancho Cordova to Historic Folsom (the Folsom extension opened in 2005); the Blue Line reaches south to Cosumnes River College (2015); the Green Line serves the River District, and SacRT said its service was suspended through summer 2026 for Railyards construction, so check its current status. A 2006 extension connects light rail to Sacramento Valley Station, where Amtrak stops. SacRT and Elk Grove are studying a Blue Line extension or bus rapid transit, but neither is built.

By car, I-5 and SR 99 run north-south, I-80 and US 50 run east-west, SR 16 serves Sloughhouse and Rancho Murieta, and SR 160 follows the river through the Delta towns.

Short-term and long-term rental rules

Unincorporated county short-term rentals. Stays under 30 consecutive days need a county STR permit, business license and TOT registration, filed together through RentalScape. The owner or a long-term renter must live on site at least six months a year, each rental party may stay no more than 29 total days per year, an applicant may run only one STR, and JADUs and guest houses can never be used. ADUs qualify only if legally permitted before January 1, 2020. Transient occupancy tax is 12%. STRs can’t be the primary use of a residential property except in qualifying zones of the Locke, Courtland and Walnut Grove plan areas. For the City of Sacramento and other cities, check each city’s permit rules.

City of Sacramento rent cap. The city’s Tenant Protection Program caps annual increases at 5% plus the change in CPI. The maximum is 8.6% effective July 1, 2026 (7.7% for the prior year); the city updates it each July, so check the current figure. Rent may rise once every 12 months, just cause applies after 12 months of tenancy, and landlords register units annually with a $20 per-unit fee.

Everywhere else. The statewide Tenant Protection Act caps most increases at the lower of 10% or 5% plus inflation and adds just-cause rules after 12 months, per the California Attorney General. Buying with a tenant in place? Read buying a tenant-occupied property.

Ownership costs that differ by place

Transfer tax. The county’s documentary transfer tax is $0.55 per $500. Inside the incorporated City of Sacramento, the city’s real property transfer tax is 0.275% of the value of consideration ($2.75 per $1,000), collected by the county recorder at recording. For the other six cities, confirm with the city’s revenue office whether a city tax applies. See California transfer tax.

Direct levies. Mello-Roos special taxes, 1915 Act assessments and other district charges appear in the direct levy block of the county tax bill, and questions go to the levying district. Two similar homes can carry very different levies, so compare the actual bill for each property. Our parcel services and ownership budget guide shows what to request, and plan for a supplemental tax bill after closing.

Flood. For unincorporated parcels, the county’s flood zone service answers by parcel; each city has its own contact. The flood zone can affect insurance and lending, so check it before you write an offer.

Choosing a short list

  1. Decide whether light rail access matters; if so, focus on Sacramento, Rancho Cordova and Folsom along the Gold and Blue lines.
  2. Decide between public sewer and an acreage property on well and septic.
  3. If you’ll rent the home, compare the City of Sacramento rent cap and the county’s STR rules.
  4. Confirm the parcel’s jurisdiction, water provider, direct levies and flood zone.
