Where to Live in Mendocino County: Towns Compared by Zoning, Water and Transit
By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.
Choosing where to live in Mendocino County starts with two lines on the map. The first is city limits: only Fort Bragg, Point Arena, Ukiah and Willits are incorporated, so most of the county, from Anderson Valley to the coast villages, follows county rules. The second is the coastal line: the county treats the coast and inland Division I differently for rentals, accessory dwelling units and groundwater, and on the coast, building an ADU makes the whole property ineligible for rentals of 30 days or less. After that, water is the deciding practical question, because many rural homes rely on a small water district, a private well or a septic system.
This guide compares places only by verifiable features: housing types, jurisdiction, water and wastewater, transportation, local rules and ownership costs. It does not describe residents, safety or schools, and it contains no prices or market statistics. For listings, see our Mendocino County homes page or search Mendocino County homes for sale.
Step one: four cities, then the county
Mendocino LAFCo lists four incorporated cities: Fort Bragg, Point Arena, Ukiah and Willits. Inside them, city planning, building and rental rules apply. Everywhere else, including well-known communities such as Hopland real estate, Redwood Valley real estate, Potter Valley real estate, Laytonville real estate, Covelo real estate, the Anderson Valley towns of Boonville real estate, Philo real estate, Navarro real estate and Yorkville real estate, and coast communities such as Elk real estate, Manchester real estate, Comptche real estate, Mendocino village and Gualala, the County of Mendocino is the land-use authority.
The county also splits its unincorporated area. Its short-term rental page defines "inland" as Division I, east of a red line running north to south along the coast, and warns that parts of Division I extend well west and might be thought of as coastal. Check the county’s location maps, or call Planning and Building Services (707-234-6650) and ask for the Planner of the Day, with your parcel number in hand. Our inland and coastal property file guide lists the records to pull for each side.

Water district names come from Mendocino LAFCo’s district list; a parcel inside a community may still be outside the district boundary. Highway notes are general orientation.
Water, wells and septic
Water is the single most important parcel check in this county. Mendocino LAFCo’s special district list includes water districts serving Calpella, Caspar South, Elk, Hopland (a public utility district), Irish Beach, Laytonville, Millview, Anchor Bay (County Water Works District No. 2), Pacific Reefs, Potter Valley (an irrigation district), Redwood Valley, Round Valley, Westport and the Willow County Water District, plus the Ukiah Valley Sanitation District. Outside those boundaries and the four cities, plan on a private well or a small shared system and a septic system.
For a home served by a private well or septic system, request the original permits, approved plans, inspection history and any later repair or expansion approvals. Use the county department directory to reach Environmental Health and ask about current application requirements and available records for the parcel. A seller’s description of a system does not establish its approved capacity or whether an additional dwelling can connect to it.
The county’s septic standards sit in a Local Agency Management Program (LAMP). The North Coast Regional Water Quality Control Board approved it in Resolution R1-2018-0052 on November 14, 2018, after the Board of Supervisors approved it on June 19, 2018. The resolution notes that a future Russian River watershed pathogen program will affect septic systems in the county, which matters for Ukiah Valley, Redwood Valley and Hopland parcels in that watershed. Before you write an offer on a rural parcel, ask for the septic permit history, the well completion report and a recent yield test.
Transportation
Mendocino County has no passenger rail. The Mendocino Transit Authority’s Route 65 runs seven days a week, except Thanksgiving and Christmas, linking Fort Bragg, Willits, Ukiah and Santa Rosa. In Santa Rosa it connects with Golden Gate Transit Route 101 at the 2nd Street Transit Mall and with SMART trains heading south, and MTA notes the Sonoma County Airport Express to the Oakland and SFO airports. Check current timetables before relying on any connection.
By car, US 101 runs north through Hopland, Ukiah, Redwood Valley, Willits and Laytonville. SR 1 follows the coast through Gualala, Point Arena, Elk, Mendocino and Fort Bragg. SR 20 connects Willits and Fort Bragg, SR 128 runs through Anderson Valley, and SR 253 links Boonville with Ukiah. Coast and Anderson Valley homes are car-first.
Short-term and vacation rental rules
If renting the home for short stays matters, settle this first.
- Coastal Zone ADUs. Check the county’s current ADU guidance and Coastal Zone regulations, including any required coastal permit and recorded restrictions on transient use. Gualala has a separate town planning area, so confirm which local provisions and any applicable unit cap cover the address. Obtain the current parcel-specific requirements from Planning before counting on either an ADU or vacation-rental income.
- Inland (Division I). When we reviewed the county’s inland short-term rental page, it described rules still being developed through stakeholder meetings. Confirm the current status with Planning and Building Services before you buy.
- Cities. Fort Bragg, Point Arena, Ukiah and Willits set their own rules. We did not verify them against a current official page for this guide; check with each city’s planning department.
Farmland, vineyards and the Williamson Act
Anderson Valley, Potter Valley, Redwood Valley and the Ukiah and Hopland areas have vineyard and ranch land, and some of it is under Williamson Act contract. The California Department of Conservation explains that a contract restricts a parcel to agricultural or related open space use, and in return the land is assessed on its farming and open space use rather than full market value. Each county sets its own enrollment rules, acreage minimums and allowable uses. Ask the seller and the County Assessor whether a contract is recorded on the parcel. Our Williamson Act guide, Mendocino vineyard page and Mendocino land for sale page go further.
Ownership costs that differ by place
- Transfer tax. Counties levy the documentary transfer tax under Revenue and Taxation Code 11911 at $0.55 per $500 of value, excluding existing liens, as summarized by the San Diego County recorder. We did not confirm whether any Mendocino city adds its own tax; ask the Mendocino County Recorder or your escrow officer. See California transfer tax.
- District charges. Water, sanitation and other district charges can appear on the property tax bill. Read the current bill line by line and plan for a supplemental tax bill.
- Fire insurance. The California Department of Insurance describes the FAIR Plan as the option when standard carriers will not write coverage. Its base coverage is a limited fire policy, and water damage, liability and theft need a separate difference-in-conditions policy; CDI lists a $3 million residential limit per location (check the current figure). Start quotes early; see our Mendocino home insurance and emergency access guide and fire hazard severity zones.
Choosing a short list
- Decide whether you want a city lot (Ukiah, Willits, Fort Bragg, Point Arena) or county land.
- On the coast, check the Coastal Zone status, any ADU deed restriction and water yield.
- Inland, check whether a water district serves the parcel or a well is needed.
- If you need a bus link to Santa Rosa, stay near the Route 65 towns.

Questions people ask
How many cities are in Mendocino County?
Four: Fort Bragg, Point Arena, Ukiah and Willits, per Mendocino LAFCo. Communities such as Mendocino village, Gualala, Hopland, Boonville and Laytonville are unincorporated and follow county rules.
Can I rent out a coastal Mendocino home short term if it has an ADU?
Not under the county’s Coastal Zone ADU rules. Creating an ADU or JADU makes the whole property ineligible for rentals of 30 days or less, recorded as a deed restriction.
Are short-term rentals allowed in inland Mendocino County?
When we reviewed it, the county’s inland page described rules still being developed. Confirm the current ordinance with Planning and Building Services before relying on rental income.
How do I know if a property is coastal or inland?
The county defines inland as Division I, east of a red line along the coast, and notes some Division I land reaches far west. Check its maps or call the Planner of the Day.
Will a rural Mendocino home have a well and septic?
Often, unless it lies within one of the water or sanitation districts listed by Mendocino LAFCo or a city. Ask for septic permits, the well completion report and a yield test.
Is there public transit from Mendocino County to the Bay Area?
MTA Route 65 links Fort Bragg, Willits and Ukiah with Santa Rosa daily (except Thanksgiving and Christmas), connecting to Golden Gate Transit Route 101 and SMART.
What does a Williamson Act contract mean for a buyer?
The parcel is restricted to agricultural or open space use and assessed on that use, per the Department of Conservation. Confirm contract status with the County Assessor.
