What multifamily in Ryde looks like

Ryde is a very small Delta settlement on Grand Island, and its rental housing is mainly individual homes and farm properties, some with second units. Apartment buildings are not a realistic expectation, and new density is tightly limited by Delta policy and levee-dependent flood risk. For an investor, the practical options are a home with ADUs or a small farm property with existing permitted dwellings. For financing, see financing 2-4 unit properties; apartment building loans apply to five or more units.

Where the zoning allows it

Ryde is unincorporated and, unlike Walnut Grove, Locke and Courtland, has no Special Planning Area of its own in the County’s SPA list. The base districts in the Sacramento County Zoning Code apply. We did not confirm parcel zoning for this page; check the County’s zoning map viewer.

District Housing allowed Ryde notes
AG-20 to AG-160 A farm home plus accessory and farm-related housing as allowed Most Grand Island land
AR-1 to AR-10 Rural homes on 1 to 10 acre minimum lots The County says AR districts are not single-family residential zones
RD-1 to RD-10 Single-family to duplex and townhome densities Only where mapped in the settlement
RD-15 and higher Multifamily Not expected; confirm on the map
F Flood combining Elevated first floors for new habitable buildings Check any Grand Island parcel

Delta Protection Element. The County’s Delta Protection Element, adopted May 28, 2014 and amended September 26, 2017, shapes what can be added:

  • Town housing. New non-agricultural, non-farmworker housing is directed into the existing unincorporated towns, and the policy names Ryde (DP-4).
  • Density freeze. Flood protection improvements may not raise residential designations or densities above those in place on January 1, 1992 (DP-50). A levee upgrade will not unlock rezoning.
  • Clustering. Cluster development may be used only once and may not exceed the zoning density of the combined parcels. The resulting lots cannot be split again (DP-11).
  • Farmworker housing. Agricultural labor housing consistent with Health and Safety Code Sections 17021.5 and 17021.6 is supported (DP-13).
  • Rural wastewater. New homes outside the towns must use independent water and wastewater or septic systems (DP-60).

ADUs and SB 9. The County’s ADU standards guide states that the local ADU ordinance was repealed October 22, 2026, with state law prevailing. It describes up to three accessory units with a single-family home, subject to septic and flood rules. SB 9 applies to single-family residential zones, so AG and AR parcels generally do not qualify. See our ADU investment guide and SB 9 lot split guide.

Rent rules: state law only

Ryde has no local rent ordinance. The Attorney General’s rent cap page places Sacramento County in All Other Counties. Covered units may rise up to 8.6% for increases from August 1, 2026 through July 31, 2027. Single homes owned by individuals can be exempt from AB 1482 with the required notice, and employer-provided farmworker housing may fall under separate rules. See our AB 1482 guide and just cause eviction guide.

Ryde rental property rules

  • County registration. Residential rentals in unincorporated Sacramento County must register under the Rental Housing Inspection Program at $16 per unit per year. Qualifying owners can self-certify after training.
  • Short-term rentals. The County’s STR rules allow short-term rental as a primary use only in qualifying zones of Locke, Courtland and Walnut Grove, and Ryde is not among them. Elsewhere, the owner or a long-term renter must live on site at least six months a year, and each party is limited to 29 days a year.
  • Transfer tax. Only the County’s $0.55 per $500 applies.

Levees, flood and septic

Flood risk is the defining issue for Ryde housing. The County’s Delta small communities page places Ryde on the right bank of the Sacramento River near the county’s southwest edge. Grand Island’s levees, nearly 29 miles long, are maintained by Reclamation District 3 and protect against the Sacramento River on the east and Steamboat Slough on the west. The County lists Ryde among six north Delta Legacy Communities whose flood risk it began studying with 2017 state Small Communities Flood Risk Reduction grants. The County also supports raising town levees to 200-year protection (DP-53) and requires new structures to be set back from levees (DP-7). Expect flood insurance, possible elevation requirements and Reclamation District assessments. Rural parcels may rely on wells and septic, so confirm water and wastewater service and capacity before adding units. Older farm buildings converted to housing should be checked for permits.

Underwriting a Ryde rental purchase

  1. Confirm the County zoning district and the number of legally permitted dwellings.
  2. Pull the FEMA flood zone, insurance quotes and Reclamation District 3 assessments.
  3. Inspect well and septic systems and confirm capacity for any added ADU.
  4. Register units with the County program and classify each under AB 1482.
  5. Collect leases and estoppel certificates; separate farm lease income from residential rent.
  6. Rebuild expenses with reassessed taxes, flood insurance, district assessments and maintenance in our rental property analysis.

Questions people ask

Can I build apartments in Ryde?

Unlikely. Most land is agricultural, and County Delta policy bars density increases above 1992 levels because of flood protection improvements.

Is there rent control in Ryde?

No local ordinance. AB 1482 applies to covered units.

Can I add an ADU to a Ryde farmhouse?

Often, under state law, subject to septic, well and flood requirements.

Can I operate a vacation rental?

Only as an accessory use with an on-site resident. Ryde is not one of the County’s primary-use exceptions.

Who maintains the levees that protect Ryde?

Reclamation District 3, which maintains Grand Island’s nearly 29 miles of levees.

Does County Delta policy support farmworker housing?

Yes. Policy DP-13 supports agricultural labor housing consistent with state Health and Safety Code provisions.

Use the Ryde flood-study record in underwriting

The County’s West Walnut Grove and Ryde study page provides a final feasibility study and separate geotechnical, biological, cultural-resource, hydrology and flood-insurance appendices. Those records give a buyer a starting point for questions about a specific Grand Island site. A feasibility study does not certify a parcel’s safety, fund an improvement or replace current insurance quotations. Request the relevant map, district assessment and insurer review before relying on an acquisition budget.
