Commercial Real Estate in Ryde: Delta Primary Zone, Grand Island Levees and Rural Business Uses

By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.

Ryde is a tiny Sacramento River settlement on Grand Island in the north Delta, and its commercial property is a handful of hospitality and farm-related sites along State Route 160 in a largely agricultural island. It is unincorporated, it sits in the Delta’s Primary Zone, and its levees are maintained by a reclamation district, so state Delta policy and flood risk weigh on every business decision. Confirm the zone, flood status and permitted uses for each parcel with Sacramento County before relying on this page.

Who controls the parcel

Zoning. Ryde has no city government and, unlike nearby Walnut Grove, Locke and Courtland, no Special Planning Area of its own in the County’s SPA list. Land use falls under the base districts of the Sacramento County Zoning Code. The County’s Delta Protection Element, adopted May 28, 2014 and amended September 26, 2017, also applies. It is adapted from the Delta Protection Commission’s resource management plan for the Primary Zone, and general plan amendments affecting the Primary Zone are reviewed for consistency with that plan (DP-5).

Levees and flood. The County’s Delta small communities flood study page places Ryde and West Walnut Grove on the right bank of the Sacramento River near the county’s southwest edge. Both are on Grand Island, whose nearly 29 miles of levees are maintained by Reclamation District 3. Those levees hold back the Sacramento River on the east and Steamboat Slough on the west. The County calls Ryde one of six Delta Legacy Communities in the north Delta and received state Small Communities Flood Risk Reduction Program grants in 2017 to study flood risk reduction for them.

For nearby towns with their own rules, see our Walnut Grove commercial guide and Courtland guide.

Ryde zoning for commercial and agricultural business

Parcel-level zoning for Ryde was not confirmed for this page; check the County zoning map viewer. The County districts that typically apply to a Delta settlement like this come from Chapter 2:

District Intended uses Ryde notes
AG-20 to AG-160 Long-term farming Most Grand Island land; wineries and farm stands under Chapter 3
C-O Commercial Recreation Active recreation, mostly by use permit, often in remote resort and water-oriented areas The district suited to marinas and river resorts
LC / GC Retail, service and heavier commercial Only where mapped
AR districts Small farms with rural homes Home-based and farm businesses
F Flood combining Areas subject to 100-year flooding; elevated first floors Check for any Grand Island parcel

Delta policy for Ryde businesses

The Delta Protection Element sets the priorities a County planner will apply on Grand Island:

  • Farming first. Agriculture and agriculture-supporting commercial and industrial uses are the primary uses of the Primary Zone. Recreation and natural resource uses are supported where conflicts with farming are minimized (DP-2).
  • New housing in town. New non-agricultural, non-farmworker housing is directed into the existing towns, and the policy names Ryde along with Walnut Grove, Courtland, Hood and Locke (DP-4).
  • Farm buffers. New non-agricultural commercial, recreational or industrial projects must provide buffers from adjacent farmland, set in consultation with the agricultural commissioner (DP-3).
  • Levee setbacks. New structures must be set back from levees and future levee expansion areas (DP-7).
  • Recreation and tourism. The County encourages expansion of private water-oriented recreation and access facilities consistent with zoning (DP-36), and supports agricultural, ecological and heritage tourism (DP-24, DP-32). It recommends restrooms, pump-out and waste facilities at marinas (DP-42).
  • Wastewater. New municipal sewage facilities serving development outside the Primary Zone may not be sited in it (DP-61). New homes outside the towns use independent water and septic systems (DP-60).

Lodging, wineries and other Ryde rules

Hotels and lodging. The Delta visitor site Visit the California Delta describes the Ryde Hotel on State Route 160 as a boutique hotel and event venue with a Prohibition-era history. Lodging pays the County’s 12% transient occupancy tax and tourism district assessments. Under the County’s short-term rental rules, only qualifying zones in Locke, Courtland and Walnut Grove may have short-term rental as a primary use. Ryde is not on that list, so a home rented short term must stay accessory to an on-site resident.

Wineries and farm stands. County Chapter 3 standards apply on agricultural land:

  • Small wineries. Need three acres and a state license. Tasting is limited to five days a week without a minor use permit, and events are scaled by parcel size, up to 350 attendees on more than 20 acres.
  • Farm stands. Permitted by right in AG districts, with 1,500 square feet of indoor sales and most products from the grower’s own crops.
  • Processing. Primary processing of agricultural products is permitted by right on up to five acres.

Transfer tax, business tax and property tax

Ryde pays only the County documentary transfer tax of $0.55 per $500, per the Clerk-Recorder. A County General Business License is required for businesses located in the unincorporated area (Department of Finance). A change of ownership generally triggers Proposition 13 reassessment, and Reclamation District 3 assessments may appear on the tax bill.

Due diligence that matters in Ryde

Start with our commercial due diligence checklist, then add:

  • Confirm the County zoning district and whether any commercial or C-O zoning is actually mapped.
  • Check FEMA flood zone, flood insurance and levee setback requirements, and contact Reclamation District 3.
  • Confirm water and wastewater systems for any public-serving use; Delta policy limits new sewage facilities.
  • For lodging, confirm the permits and TOT registration; short-term rental cannot be the primary use of a home in Ryde.
  • For a winery or event venue, check acreage, use permits and event caps.
  • Confirm Caltrans access rules for frontage on State Route 160.

Use the Ryde flood-study record in underwriting

The County’s West Walnut Grove and Ryde study page provides a final feasibility study and separate geotechnical, biological, cultural-resource, hydrology and flood-insurance appendices. Those records give a buyer a starting point for questions about a specific Grand Island site. A feasibility study does not certify a parcel’s safety, fund an improvement or replace current insurance quotations. Request the relevant map, district assessment and insurer review before relying on an acquisition budget.
