What multifamily in Cazadero looks like

Cazadero has no apartment market in the usual sense. Rental income here comes from houses and cabins, homes with an accessory unit, rural parcels with more than one older dwelling, and staff or caretaker housing on camps and larger properties. Because the community is not one of the 21 Urban Service Areas on the County’s GIS layer, density follows wells and septic rather than zoning maximums. For two to four units, read financing 2-4 unit properties; for a larger building, see apartment building loans.

Where the zoning allows it

Inland Cazadero parcels follow Chapter 26, Article 08. Parcels toward the coast may be in the Coastal Zone and follow Chapter 26C instead.

County district Duplex or multifamily Density Lot and coverage What it means here
RR Rural Residential Not allowed 1 to 20 acres per unit 1 acre with public water, 1.5 acres without; 35% coverage One home plus an ADU is the usual ceiling
AR Agriculture and Residential Not allowed 1 to 20 acres per unit Coverage scales with parcel size Farm animals and crops allowed
R1 Low Density Not allowed; mobile home parks by use permit 1 to 6 units per acre 6,000 sq ft; 40% coverage Village-style lots, if mapped
R2 or R3 Permitted 6 to 12 or 12 to 20 units per acre 50% or 60% coverage Not expected without public sewer; confirm
Commercial zones CR, LC, K Single-family in CR; mixed use in LC and K; live/work by use permit Not stated 50% coverage; 35 ft ADUs permitted in all

ADUs. County code permits ADUs in all residential and commercial zones above. In Cazadero, the practical limits are a septic design that can take the added flow, a well that can supply it, and fire-safe access. See our ADU investment guide.

SB 9. SB 9 applies only in single-family residential zones and excludes some hazard and farmland sites; very high fire hazard severity zones are excluded unless state fire mitigation standards are met. Confirm with Permit Sonoma before relying on a split. See our SB 9 lot split guide.

Rent rules: state law only

Rent cap. The Attorney General’s rent cap page, updated July 16, 2026, does not put Sonoma County in a named region, so covered units follow the All Other Counties cap of up to 8.6% for increases from August 1, 2026 through July 31, 2027. No Sonoma County jurisdiction appears on the AG’s local ordinance chart.

Coverage. A house owned by an individual is often exempt from the cap and just cause rules if the lease includes the required notice. Two older homes on one parcel, or units owned through a corporation, are more likely covered. State just cause and relocation rules follow coverage. See our AB 1482 guide and just cause eviction guide.

Cazadero rental property rules

  • Vacation rentals. Every vacation rental needs an annual County license. The County’s April 2023 action limits licenses to individuals and family trusts, one per person, ties occupancy to bedrooms or septic capacity with a 12-guest maximum, and requires an evacuation plan and defensible space.
  • Caps and exclusions. Article 79 names inadequate road access, limited parking and significant fire hazard among the reasons the County can bar or cap vacation rentals. Cazadero was not on the 2023 District 5 list, but those criteria fit canyon communities, so check the parcel and watch for new rezoning.
  • Camp staff housing. Housing tied to a camp or retreat is usually governed by that property’s use permit, not by general rental rules. Read the permit before counting it as rentable.
  • Transfer tax. The County Recorder charges $0.55 per $500, less assumed loans; no city tax applies.

Wells, septic, fire and older buildings

No district water or sewer. The Cazadero Community Services District, formed in 1963, lists fire protection, fire prevention, parks and recreation, street lighting and emergency preparedness, but not water or sewer. Plan on wells or small water systems and septic, and ask Permit Sonoma’s well and septic staff about any added unit.

Fire service. The district’s volunteer firefighters work from Station 1 at 5980 Cazadero Highway and Station 2 at 1305 Austin Creek Road. Fire insurance cost and availability can drive returns as much as rent; get quotes before removing contingencies.

Older cabins. Many rentals are older wood-frame cabins. Budget for structural, electrical and seismic retrofit review, and for SB 721 balcony inspections on any building of three or more units with elevated decks.

Underwriting a Cazadero multifamily purchase

  1. Confirm the zoning district and which dwellings hold permits; older rural parcels sometimes carry unpermitted cabins.
  2. Test well yield and water quality, and confirm septic capacity for every occupied unit.
  3. Get fire insurance quotes and a defensible-space assessment.
  4. Classify units under AB 1482 and model covered increases at or below 8.6%.
  5. Collect leases, the rent roll and estoppel certificates.
  6. Rebuild expenses with reassessed taxes, road maintenance and insurance in our rental property analysis.

Questions people ask

Are there duplexes or apartments in Cazadero?

Very few. County code permits duplexes only in R2 and R3, which are not typical without public sewer; most income property is a home plus an ADU.

Is there water or sewer service?

The Cazadero CSD does not list water or sewer among its services, so plan for wells and septic.

Can I add an ADU?

County code permits ADUs in residential zones, but septic, well and fire access decide whether one fits.

Is there rent control?

No local rent control. AB 1482 applies to covered units, at up to 8.6% from August 1, 2026.

Can I run a vacation rental?

With a County license, if the parcel is not in an exclusion or capped-out district.

Who provides fire protection?

The Cazadero Community Services District’s volunteer fire department, from two stations, with CAL FIRE nearby.

Austin Creek and rural infrastructure

The Sonoma Resource Conservation District’s Austin Creek profile places concentrated rural development along Big Austin Creek and around Cazadero. It identifies septic systems, wells and many private dirt roads in the watershed, alongside timber, grazing and recreation uses. Use that setting to organize inspections: establish the actual water arrangement, wastewater permit, road agreement and creek relationship for the parcel. The watershed description does not replace provider records or a site-specific flood and drainage review.
