What multifamily in Ukiah looks like
As the county seat, Ukiah has a broader mix of income property than the surrounding valley towns. Expect older duplexes and fourplexes in the established neighborhoods, larger apartment complexes, units above downtown storefronts, mobile home parks, and single-family lots with an ADU added. Because the City allows apartments by right in several commercial zones, some income property sits on commercial land along the corridors. For financing, see financing 2-4 unit properties and apartment building loans.
Not every Ukiah address is in the city. Valley properties outside the limits follow Mendocino County zoning, and the City’s proposed 2026 reorganization could move some edge parcels into the city with pre-zoning that mirrors their County designations, according to the project’s land use analysis. Treat that as proposed until LAFCo approves it.
Where the zoning allows it
Ukiah’s residential districts are in Chapter 2 of the zoning ordinance, summarized on GoCodebook. The key feature is that a multifamily project meeting the City’s objective standards in Article 5.2 is permitted by right. A project that does not meet them needs a use permit or a site development permit instead.
| Zone | Duplex | Multifamily | Lot, height and parking |
|---|---|---|---|
| R-1 Low Density | Permitted | By right if it meets Article 5.2 standards | 4,500 sq ft interior lot. 30 ft. 1 space per unit |
| R-2 Medium Density | Permitted | By right under Article 5.2; otherwise a site development permit beyond a single duplex | No minimum site area. 35 ft. 1 space per unit |
| R-3 High Density | Permitted | Triplexes, fourplexes, apartments and SROs by right under Article 5.2 | No minimum site area. 50 ft, or 35 ft next to R-1 or R-2. 20% landscaping |
| C-N, C-1, C-2 Commercial | — | Permitted when meeting multifamily standards | 35 to 50 ft by district |
| GU / UC Downtown | — | Multiple-household dwellings allowed | GU 2 stories. UC 2 to 3 stories |
| DC Downtown Core | — | Housing within mixed-use buildings only | 2 to 4 stories |
The residential chapter does not state a density in units per acre, so unit counts come from the General Plan designation, the objective standards and parking. Mobile home parks need a use permit in R-3. Recent amendments to the use and parking sections include Ordinance 1257 in 2025 and Ordinance 1268 in 2026, so confirm you are reading the current text.
Downtown housing. The Downtown Zoning Code allows single room occupancy and mixed-use residential in all three downtown zones. SRO units need half a parking space each. Public parking lots are not allowed in the downtown zones.
SB 9. Section 9022(B) has required ministerial review of qualifying two-unit developments and urban lot splits since January 1, 2022. Lots created by a split are capped at two units, and existing units count toward the two-unit limit on other lots. The SB 9 provisions sit in R-1, not R-2 or R-3. See our SB 9 lot split guide.
ADUs. ADUs and JADUs are permitted in R-1, R-2 and R-3 under Articles 5.3 and 5.4. See our ADU investment guide.
Rent rules: state law only
Rent caps. The Attorney General’s rent cap page, updated July 16, 2026, does not name Mendocino County among the metro regions, so it falls under All Other Counties. The cap for covered units is 7.7% for increases from August 1, 2025, and 8.6% for increases from August 1, 2026 through July 31, 2027. The AG’s chart of local rent ordinances lists no city in Mendocino County. See our AB 1482 guide.
Just cause. Covered Ukiah tenancies fall under the state just cause rules in AB 1482. We found no City just cause ordinance. See our just cause eviction guide.
Ukiah rental property rules
- Short stays are taxed. Under the City’s TOT rules, described on its Finance page, a stay of 30 days or less is transient and taxable, including short-term rentals. Returns are filed monthly through the City’s contractor. The City’s measure page gave the pre-2024 rate as 10%, so confirm the current rate.
- Bed and breakfasts. B&Bs need a use permit in R-1 and R-2, and hotels, motels and B&Bs need one in R-3. The residential chapter does not separately address short-term rentals, so ask Planning before underwriting short-stay income.
- City utilities. Ukiah operates its own electric utility and wastewater plant. Tenant-paid electric meters bill through the City, not PG&E, so request the utility account history.
- Business license. The City requires business licenses; confirm whether your rental operation needs one.
Building, parking and utility issues
Older wood-frame rental buildings deserve a structural look. A seismic retrofit review is worthwhile, though we found no City soft-story mandate. Buildings of three or more units with elevated balconies or stairs need SB 721 balcony inspections.
Parking is one space per unit in R-1, R-2 and R-3, with compact spaces allowed on lots of ten or more and reductions available through discretionary review. That modest requirement helps small infill projects. West-side hillside parcels may fall in the Hillside combining district, which adds 30-foot setbacks where slopes exceed 15% and fire-flow and roofing standards.
Underwriting a Ukiah multifamily purchase
- Confirm city or County, and whether the parcel is in the proposed reorganization area.
- Identify the zone and check whether the building, or a planned addition, meets Article 5.2 objective standards.
- Verify permits for every unit, including ADUs, JADUs and any SB 9 unit.
- Classify units under AB 1482 and model increases at or below 8.6% for covered units.
- Collect leases, the rent roll and estoppel certificates, plus City electric, water and sewer billing history.
- Rebuild expenses with reassessed taxes, fire district charges and deck inspections in our rental property analysis.
