Commercial Real Estate in Ukiah: State Street Zoning, the Downtown Code and Airport Zones
By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.
Ukiah is the Mendocino County seat and the main commercial center of the inland county. Its commercial land runs along North and South State Street, through the downtown blocks around the courthouse and Perkins Street, out to the US 101 interchanges, and into the industrial pockets near the airport and the rail line. The City is also working on an annexation, so the line between City and County rules may move. Confirm the jurisdiction and zoning of every parcel with the City’s Planning Division before relying on this page.
Who controls the parcel
Inside city limits, the Ukiah zoning ordinance and the Ukiah 2040 General Plan, adopted in December 2022, control land use. Many properties with a Ukiah mailing address sit outside the city in the Ukiah Valley, where Mendocino County zoning and the Ukiah Valley Area Plan apply. See our Mendocino County commercial guide.
That boundary is in flux. The City’s land use chapter of the supplemental EIR for the Ukiah 2026 Reorganization Project describes unincorporated land along the city edges proposed for annexation. It says Mendocino LAFCo and the City are updating the municipal service review and sphere of influence alongside the EIR. Under the project’s pre-zoning, annexed parcels would get City designations that mirror their County ones. Treat the annexation as proposed until LAFCo acts, and confirm status for any edge parcel.
The same document puts the city at 3,071 acres, about one-third residential. The City also runs its own electric utility, a member of the Northern California Power Agency, according to its Finance page. For a commercial buyer, that means service capacity and upgrade questions go to the City. Fire protection comes from the Ukiah Valley Fire District, whose voter-approved measures appear as a charge on the property tax bill.
Ukiah zoning for commercial, industrial and mixed use
The table below follows the City’s zoning summary on GoCodebook and the Downtown Zoning Code.
| District | Intended uses | Notes |
|---|---|---|
| C-N Neighborhood Commercial | Low-intensity shops and services mixed with housing | Small retail, offices and outdoor dining permitted. Sit-down restaurants and cannabis retail need a use permit. 35 ft |
| C-1 Community Commercial | Retail, offices, restaurants and lodging on the main corridors | Hotels and mixed use permitted. Auto sales, theaters and cannabis by use permit. 50 ft |
| C-2 Heavy Commercial | Service, wholesale, repair and auto-oriented uses | Mini-storage, warehousing and auto service permitted. 50 ft |
| M Manufacturing | Light and heavy industry, storage, outdoor sales | Labs, some lodging and cannabis cultivation by use permit. 7,000 sq ft minimum lot |
| GU General Urban (Downtown Code) | Mixed use and urban housing at the downtown edges | 2 stories |
| UC Urban Center (Downtown Code) | Denser housing with retail, office and civic uses | 2 to 3 stories |
| DC Downtown Core (Downtown Code) | The most intense storefront core | 2 to 4 stories. No new dwellings that are not part of mixed use |
| PF Public Facilities | Civic buildings, parks, utilities and the airport | Airport uses follow airport rules |
| PD Planned Development | Custom standards through an adopted plan | Combines with any district |
The zoning summary also shows multifamily housing permitted in C-N, C-1 and C-2 when it meets the City’s objective multifamily standards. That gives many commercial lots a residential fallback, which matters when underwriting a vacant building.
The Downtown Zoning Code and the State Street corridors
A form-based code. The City adopted its Downtown Zoning Code in 2012 by Ordinance 1139. Its CEQAnet record (SCH 2012062026) describes it as a form-based code for downtown and the Perkins Street corridor, cleared with a mitigated negative declaration. The code has been amended several times since, most recently in 2022 according to the code history.
What it regulates. Instead of floor area ratios, the code controls building form. New buildings need at least two stories in all three zones, each story capped at 14 feet clear. Restaurants, hotels and live/work units are generally allowed in all three zones. Single-household and multiple-household dwellings are allowed in GU and UC but not in DC. Public or commercial parking lots are not allowed in any of the three zones, and parking structures only where the use table permits.
Formula fast food. The use table prohibits formula fast-food restaurants downtown, with a narrow exemption for a limited number of additional businesses with storefronts no wider than 30 feet. A national chain buyer should get a written determination before going hard.
Outside downtown. The City’s land use analysis describes commercial zoning as concentrated along North and South State Street and near US 101. Those corridors carry most of the C-1 and C-2 frontage, with industrial land closer to the airport and rail.
Airport compatibility zones
Ukiah’s municipal airport is zoned PF, and its compatibility zones reach into commercial areas. The City has posted proposed Downtown Zoning Code maps, updated between January and March 2026, that overlay proposed downtown districts on the airport’s zones, from the runway protection zone to the traffic pattern zone. The maps compare the proposed boundary with the existing one and carry a disclaimer against using them for legal boundaries. The downtown code also says airport height limits can override its story limits. Treat any boundary change as proposed until adopted, and check the airport plan for lodging, assembly and height on parcels near the runway.
Transfer tax, business tax and property tax
- Transfer tax. Fidelity National Financial’s Who Pays What chart lists the Mendocino County rate at $1.10 per $1,000, customarily paid by the seller, and no city transfer tax for Ukiah. Confirm on the escrow estimate and with the County Recorder.
- Lodging tax. The City’s TOT measure page described the rate before the November 2024 measure as 10%. Under Chapter 8A, any stay of 30 days or less is transient, returns are filed monthly through the City’s contractor HdL, and late payments carry a 10% penalty plus interest. Confirm the current rate with the City.
- Business license. The City requires a business license; its Finance page links the application. Confirm the fee basis with the City.
- Property tax. A sale generally triggers Proposition 13 reassessment, and Ukiah Valley Fire District charges appear on the bill.
Due diligence that matters in Ukiah
Start with our commercial due diligence checklist, then add:
- Confirm city or County jurisdiction, and whether the parcel is in the proposed reorganization area.
- Identify the zone, and for downtown parcels, the GU, UC or DC district and its story limits.
- Check airport compatibility zones for height, lodging and assembly limits.
- For chains, confirm the formula fast-food rule before committing.
- Ask City Electric for service capacity and any upgrade costs on industrial or cannabis sites.
- Pull use permits for restaurants, auto uses and cannabis, which need discretionary approval in most zones.
- Confirm TOT registration and the business license for any lodging.
Questions people ask
Is downtown Ukiah zoned differently from State Street?
Yes. Downtown and the Perkins Street corridor use the 2012 form-based code with GU, UC and DC zones. Most of State Street uses conventional C-1 and C-2 districts.
Can I build housing on a Ukiah commercial lot?
Often. Multifamily meeting the City’s objective standards is permitted in C-N, C-1 and C-2, and in the GU and UC downtown zones. In DC, housing must be part of a mixed-use building.
Are drive-through chains allowed downtown?
Formula fast-food restaurants are prohibited in the downtown code area, with a narrow exemption. Outside downtown, check the C-1 use table.
Who provides electricity in Ukiah?
The City operates its own electric utility as a member of the Northern California Power Agency.
Does the airport limit what I can build?
It can. Compatibility zones around the runway can restrict height and certain uses, and airport height limits override the downtown story limits.
Will my County parcel become part of the city?
Possibly. The City has proposed a reorganization that would annex land along its edges, with pre-zoning that mirrors County designations. LAFCo must approve it.
