What multifamily in Sacramento County looks like
Much of the region’s older apartment stock is not in any city. Garden-style complexes from the 1960s through the 1980s line the corridors of Arden Arcade, Carmichael, North Highlands, Antelope and Rancho Cordova’s neighbors, and those buildings follow County rules. The City of Sacramento has its own mix of fourplexes, Midtown conversions and newer infill. Elsewhere you find duplexes in Fair Oaks and Orangevale, mobile home parks, and farm properties with second units in the south county and Delta. For two to four units, read financing 2-4 unit properties; for five or more, see apartment building loans.
Where the zoning allows it
Inside cities, city codes control; see our Sacramento, Elk Grove, Citrus Heights, Folsom and Rancho Cordova pages. In unincorporated areas, Chapter 2 of the County Zoning Code sets the residential districts by density, with the number in the name equal to dwelling units per acre:
| County district | What it is for | Multifamily notes |
|---|---|---|
| RD-1 to RD-10 | Single-family neighborhoods, 1 to 10 units per acre | ADUs and JADUs; SB 9 on qualifying lots |
| RD-15, RD-20, RD-25 | Medium-density multifamily | Townhomes, duplexes, small and mid-size apartments |
| RD-30, RD-40 | High-density multifamily | Larger apartment buildings |
| RM-2 Mobile Home | Mobile home parks and subdivisions | |
| NMC, CMC Mixed-Use Centers | Neighborhood and regional centers | Housing optional |
| CMZ Corridor Mixed-Use | Commercial corridors | Housing required |
| AR-1 to AR-10 Agricultural-Residential | Small farms and rural homes, 1 to 10 acre lots | Usually limited to a home plus ADU |
The County’s Land Use Regulation Library includes a page for multifamily developers, multifamily design guidelines, the Housing Element and a land use and zoning consistency matrix. Combining districts for flood (F) and the American River Parkway corridor (PC) can further limit sites near the river. The County’s ADU standards guide, dated October 22, 2026, says its local ADU ordinance was repealed and state law now governs; confirm current rules with Sacramento County Planning. See our ADU investment guide and SB 9 lot split guide; SB 9 applies to qualifying urban single-family lots, not AG or most AR parcels.
Rent rules: state law in the County, local rules in the City of Sacramento
The Attorney General’s rent cap page, updated July 16, 2026, places Sacramento County in All Other Counties: 7.7% for increases from August 1, 2025 and 8.6% for increases from August 1, 2026 through July 31, 2027. Its chart of local rent ordinances lists the City of Sacramento, the only Sacramento County jurisdiction on it. Unincorporated communities such as Carmichael and North Highlands are not covered by the city’s ordinance and follow state law. For a city building, read the city’s rules on our Sacramento page. Sacramento County rental property rules
Rental Housing Inspection Program. Every residential rental in the unincorporated County must be registered with Code Enforcement under the Rental Housing Inspection Program. The fee is $16 per unit per year, usually billed on the first County utility bill of the year. Owners who qualify can self-certify after a County-approved training course valid for five years, subject to random audits under County Code 16.20.400; others receive routine inspections with at least 14 days’ notice. The County’s rental property page says audits recur every five years or sooner after a complaint or visible exterior violations.
Short-term rentals. The County’s STR permit rules require an STR permit, business license and TOT registration, and require the owner or a long-term renter to live on site at least six months a year. Only a legally permitted primary home, or an ADU permitted before January 1, 2020, may be rented; JADUs and guest houses cannot. Each rental party is limited to 29 days a year. That effectively rules out buying a duplex or small complex to run as unhosted vacation units outside the Delta SPAs, and the 12% TOT plus tourism district assessments apply to what is allowed.
Older stock, flood zones and inspections
Many County complexes date from before modern building codes, so plan for inspection items under the rental program and, at three or more units with elevated decks, SB 721 balcony inspections. Parcels with the F flood combining district near the American River, Dry Creek or the Delta may carry flood insurance and elevation requirements. Delta towns and rural east County parcels often rely on wells and septic, which limits added units.
