What multifamily on the Russian River looks like

Rental housing on the lower Russian River, from Forestville and Mirabel down through Rio Nido, Guerneville, Monte Rio and Villa Grande toward Jenner, is mostly small and old. Expect former summer cabins grouped on one parcel, cottage courts, duplexes, small apartment buildings near town centers, houses with second units, and mobile home parks. Many units were built for seasonal use. The big investment question here is often long-term rental versus vacation rental, and County rules now settle much of that. For two to four units, read financing 2-4 unit properties; for five or more, see apartment building loans.

Where the zoning allows it

Inland river parcels follow County Article 08. Parcels near the coast follow the Coastal Zoning Code, where the certified Local Coastal Plan Land Use Element holds communities outside Bodega Bay to one unit per acre or less.

District Two-family Multifamily Density
R1 Not permitted Not permitted 1 to 6 units per acre; mobile home park by use permit
R2 Permitted Permitted 6 to 12 units per acre
R3 Permitted Permitted 12 to 20 units per acre; small units count as fractions
K, C1, C2, LC — Mixed use in C1, C2, LC and K 35 ft height
RR, AR Not permitted Not permitted 1 to 20 acres per home
Coastal rural communities (Jenner, Duncans Mills) — — One unit per acre or lower under the LCP

Cottage courts often predate zoning and hold more units than today’s density allows. Ask Permit Sonoma what is legal nonconforming before you count units.

SB 9. Permit Sonoma’s SB 9 page requires a single-family zone inside a Census urban area. The County’s census layer lists Forestville and Guerneville urban clusters but not Monte Rio or Jenner. Lots outside those clusters likely do not qualify. See our SB 9 lot split guide and ADU investment guide.

Rent rules: state rent cap plus County tenant protections

AB 1482. The Attorney General’s rent cap page, updated July 16, 2026, puts Sonoma County under "All Other Counties," with covered units allowed up to 8.6% for increases from August 1, 2026 through July 31, 2027. There is no local rent cap on the river.

County Ordinance 6496. Every river community is unincorporated, so the County’s tenant ordinance, passed September 17, 2024, applies throughout:

  • Just cause begins with lawful occupancy rather than after 12 months; transient stays are excluded.
  • Nonpayment is just cause only when more than one month’s rent is owed, with a twice-a-year limit on that defense.
  • No-fault terminations require relocation equal to the greater of HUD Fair Market Rent for the Santa Rosa area or actual rent.
  • Notices served from January 1, 2025 must be filed on the County portal within three days, per the landlord page.
  • In a declared emergency, the Board can switch on added countywide protections by resolution.

See our AB 1482 guide and just cause eviction guide.

Russian River rental property rules: vacation rental zones

Countywide, Permit Sonoma bars vacation rentals in R1, R2 and R3, in ADUs and in farmworker housing. On the river, the County added exclusion and cap zones. The 2023 staff report counted parcels and permits, and the District 5 fact sheet lists the treatment:

Area Treatment Parcels / permits in the 2023 report
Armstrong Woods Exclusion 179 / 16
Drake Road Exclusion 497 / 47
Guernewood Park and Monte Rosa Exclusion 1,060 / 93
Neeley Road Exclusion 225 / 28
Austin Creek 5% cap 503 / 47
Hacienda 5% cap 395 / 21
Monte Rio 5% cap 400 / 30
Northwood 5% cap 165 / 17
Rio Dell 5% cap 587 / 14
Summerhome Park 5% cap 174 / 9
Terraces and Villa Grande 5% cap 751 / 47
Guerneville, Rio Nido, Vacation Beach R1 zoning already bars new ones —

Most cap zones were already above 5% in the report, so new permits there are unlikely. The report also explains that permits expire on sale, while existing permitted rentals may continue until then. Do not underwrite nightly income you cannot keep.

Transfer tax. Only the County’s $0.55 per $500.

Flood, sewer and septic

Flood. Under County Chapter 7B, new or substantially improved homes in mapped flood zones need the lowest floor 12 inches above base flood elevation. For residential buildings, substantial improvement starts at 40% of market value, counted over three years. Enclosed areas below need vents of one square inch per square foot. Manufactured homes must be elevated and anchored, and cannot be newly placed in a floodway outside an existing park.

Sewer. The Russian River County Sanitation District bills per equivalent single-family dwelling, with a proposed $2,486 per ESD a year from July 2025. Large 2019 storm spills led the regional water board to order a study of west county sanitation options. Outside the district, small buildings often depend on septic, which usually limits added units.

Buildings. Budget SB 721 balcony inspections for three-plus units with decks, and a seismic retrofit review for raised hillside or pier-built cabins.

Underwriting a Russian River multifamily purchase

  1. Find out whether the parcel is in an exclusion, cap or R1 area, and treat any vacation rental income as ending at sale.
  2. Get an elevation certificate and flood insurance quote, and track the 40% residential improvement trigger.
  3. Verify legal unit count with Permit Sonoma and ESDs with the sanitation district, or septic capacity outside it.
  4. Classify units under AB 1482 and Ordinance 6496, and model increases at or below 8.6% for covered units.
  5. Collect leases, the rent roll, portal filings and estoppel certificates.
  6. Rebuild expenses with reassessed taxes, flood insurance, sewer charges and SB 721 in our rental property analysis.

Questions people ask

Is there rent control on the Russian River?

No local rent cap. AB 1482 applies to covered units, and County Ordinance 6496 adds just cause from day one and relocation pay.

Can I still buy a cabin to use as a vacation rental?

Only where zoning and the cap allow. Exclusion zones and R1 areas bar new permits, most 5% cap zones were already over the cap, and existing permits expire on sale.

What remodel budget triggers flood elevation for a rental?

Work equal to 40% of market value, counted over three years.

Does SB 9 apply in Monte Rio?

The County’s census layer does not list a Monte Rio urban cluster, so lots there likely do not qualify.

How much relocation is owed for a no-fault termination?

The greater of HUD Fair Market Rent for the Santa Rosa area or the tenant’s actual rent.

Who provides water on the river?

Sweetwater Springs Water District for Guerneville, Monte Rio and Rio Nido, Forestville Water District for Forestville, and Russian River Utility for areas including Hacienda and Jenner.
