Multifamily and Duplex Properties for Sale in Mendocino County: Zoning and Rent Rules

What multifamily in Mendocino County looks like

Most apartment buildings in the county are inside Ukiah, Fort Bragg and Willits, the three larger of the county’s four cities listed by Mendocino LAFCo. Outside them, income property is usually a duplex or a few cottages in a rural town, a home with an ADU, a mobile home park, or mixed-use space over a storefront. Whether a lot can hold more than one or two units almost always comes down to water and sewer service. For two to four units, read financing 2-4 unit properties; for five or more, see apartment building loans.

Where the zoning allows it

Inside the cities, each city’s code controls; see our Ukiah, Fort Bragg and Willits pages. In unincorporated areas, the County applies one of three zoning divisions, as its zoning explainer describes: inland, coastal, or the Town of Mendocino.

County district What it is for Multifamily notes
R-2 Two-Family Residential (Ch. 20.076) Medium-density single-family and two-family homes Duplexes
R-3 Multiple-Family Residential (Ch. 20.080) Higher-density housing plus compatible professional uses 50 ft height limit
R-C Rural Community (Ch. 20.084) Mixed rural towns with homes, shops and light industry Multifamily at one unit per 1,500 sq ft only with both water and sewer service
C-2 General Commercial (Ch. 20.092) Community-core commerce Density standards for two-family and multifamily housing
MU-2, MUNS, MUBST (Ch. 20.085-.087) Mixed residential and commercial MUNS and MUBST added in 2024
Coastal RV Rural Village (Ch. 20.388) Village homes and services Density rules are written for single-family dwellings

The water and sewer test is spelled out in the R-C standards: with both services, multifamily density is one unit per 1,500 square feet; with only one, one unit per 12,000; with neither, the lot minimum jumps to 40,000 square feet for a single home. The R-3 summary shows conflicting density figures in the source text, so ask the County to confirm before you underwrite added units.

2024 Inland Code update. According to the notice of determination, the September 10, 2024 update added inland chapters for ADUs and JADUs, moveable tiny homes, and affordable housing and density bonuses, and repealed the inclusionary housing chapter.

ADUs. The County’s ADU page allows detached ADUs up to 1,200 square feet and JADUs up to 500, requires owner occupancy for JADUs, bars ADUs on a septic leach field or its replacement area, and requires solar on new ADUs. In the Coastal Zone, an ADU may also need a Coastal Development Permit, and coastal rules address water availability, blufftop sites and vacation rental use. See our ADU investment guide. SB 9 lot splits apply only to qualifying urban single-family lots, so most rural Mendocino parcels will not qualify; confirm with Planning.

Rent rules: state law only in unincorporated Mendocino County

The Attorney General’s rent cap page, updated July 16, 2026, does not name Mendocino County in any regional CPI area, so it falls under All Other Counties: 7.7% for increases from August 1, 2025 and 8.6% for increases from August 1, 2026 through July 31, 2027. No Mendocino County jurisdiction appears on the AG’s chart of local rent ordinances. Covered units also carry state just cause rules. Read our AB 1482 guide and just cause eviction guide.

Mendocino County rental property rules

Town of Mendocino. The village’s rental chapter caps the town at 10 vacation home rentals and 20 single unit rentals, phases out vacation rentals in residential districts as licenses lapse, and bars converting a second residential unit into a single unit rental. Its stated aim is to protect long-term housing.

Lodging tax. Short-term rental operators in unincorporated areas remit transient occupancy tax and a Business Improvement District assessment through the Treasurer-Tax Collector.

Water, septic and coastal permits

Water is the binding limit on rural Mendocino income property. The County’s Coastal Zone page requires proof of an adequate water supply before new development, and a Coastal Development Permit typically takes six to twelve months. Inland, a parcel outside water and sewer districts is limited by lot size and by the septic system, and ADUs cannot be placed on leach fields. For buildings with three or more units and elevated decks, plan for SB 721 balcony inspections.

  3. Verify water and sewer district service, since it sets allowable density.
  4. Inspect wells, septic systems and leach field locations before planning added units.
  5. Model rent increases at or below 8.6% for covered units, and obtain estoppel certificates.
  6. Rebuild expenses with reassessed property taxes in our rental property analysis.
