What multifamily in Elverta looks like

Elverta is semi-rural, and most of its rental housing today is single-family homes, and homes with ADUs on agricultural-residential lots, with apartments limited to wherever higher-density zoning is mapped. Larger multifamily is mostly a question of the future: the Elverta Specific Plan area in eastern Elverta was planned for thousands of new homes, including some higher-density housing. For small properties, see financing 2-4 unit properties; for any five-plus project, apartment building loans.

Where the zoning allows it

Elverta is unincorporated, so the County Zoning Code applies, guided by the Rio Linda and Elverta Community Plan, adopted June 3, 1998.

Zoning or plan area Two units Multifamily Elverta notes
AR-1 to AR-10 Agricultural-Residential Home plus ADU under state law No ARPA overlay on all AR land; AR-2 kept within McClellan’s 65 CNEL contour
Existing RD-5 and similar subdivisions ADUs and JADUs; SB 9 on qualifying urban lots No Some on septic per the community plan
Elverta Specific Plan: urban residential Yes, as plan zoning allows Includes RD-20 under community plan policy About 880 acres; up to 4,950 homes plan-wide
Elverta Specific Plan: agricultural-residential Home plus ADU No About 552 acres; 2023 amendment eased some rezone conditions
Western Elverta agricultural-urban reserve — Not planned Large-lot RD-2 and RD-3 favored if ever urbanized
County RD-15 to RD-40 and RM-2 Yes Apartments and mobile home parks Only where mapped

Community plan rules for eastern Elverta. The 1998 plan required a specific plan before any rezone in the eastern growth area and set a ceiling of 4,500 homes on its urban land. It also required the housing mix to include RD-20 along with lower-density ranges, buffers between existing agricultural-residential uses and new urban development, and a village green and community center. The later Elverta Specific Plan, listed with an August 8, 2007 approval in the state CEQA record, describes 4,950 homes across urban and agricultural-residential land on about 1,744 acres. Confirm final adopted figures with the County.

The 2023 amendment. A major amendment approved October 24, 2023 lets agricultural-residential parcels in the plan’s northwest quadrant use interim fee agreements, pay into existing roadway fee programs instead of building full road improvements, and skip building parks within their subdivision maps. That makes small AR lot splits in that quadrant more workable, but it does not create multifamily land.

ADUs and SB 9. ADUs are the most common way to add rental units on Elverta lots; see our ADU investment guide. SB 9 applies only to qualifying single-family lots in urban areas, not to AR or agricultural parcels, so most of Elverta’s rural land does not qualify; see our SB 9 lot split guide.

Rent rules: state law only

The Attorney General’s rent cap page, updated July 16, 2026, places Sacramento County in All Other Counties: covered units may rise up to 7.7% for increases from August 1, 2025 and 8.6% from August 1, 2026 through July 31, 2027. Elverta is outside the City of Sacramento, the only jurisdiction in the county on the AG’s local ordinance chart. New homes in the specific plan area may fall under AB 1482’s 15-year new-construction exemption, and single-family rentals owned by individuals can be exempt with proper notice. See our AB 1482 guide and just cause eviction guide.

Elverta rental property rules

  • County rental registration. Residential rentals in the unincorporated County, Elverta included, must be registered under the Rental Housing Inspection Program, at $16 per unit per year, with self-certification available after County training.
  • Short-term rentals. The County’s STR rules require the owner or a long-term renter to live on site at least six months a year, cap each guest party at 29 days a year, and allow only a permitted primary home or an ADU permitted before January 1, 2020 to be rented short term.
  • Transfer tax. Only the County’s $0.55 per $500 applies, per the County Clerk-Recorder.

Septic, water, airport noise and roads

Sewer and water. The community plan requires public sewer and water for all new urban development, and for agricultural-residential lots of two acres or less to provide for them. It flags existing urban subdivisions on private septic, including an RD-5 subdivision north of Elverta Road, for evaluation. For a rural rental, septic capacity and well yield usually set how many units a parcel can carry.

Water supply for growth. Urban entitlements in eastern Elverta were tied to long-term supplemental water supply agreements and financing, so new-unit timing there depends on infrastructure.

McClellan noise. AR-2 zoning is kept within the 65 CNEL noise contour of McClellan, so parcels under that contour are not candidates for added density.

Roads and transit. The plan calls for widening Elverta Road to four lanes on key segments and for more frequent transit from downtown and eastern Elverta to light rail stations.

Buildings. Manufactured homes and older wood-frame houses deserve a careful inspection, and any three-plus unit building with elevated decks needs SB 721 balcony inspections. Consider a seismic retrofit review on older structures.

Underwriting an Elverta multifamily purchase

  1. Confirm the zoning and whether the parcel is in the specific plan area, the AR preservation overlay or the McClellan noise contour.
  2. Verify septic permits, well yield or public sewer and water connections.
  3. Confirm every unit is permitted; rural second units are not always legal.
  4. Confirm RHIP registration and classify units under AB 1482, modeling increases at or below 8.6% for covered units.
  5. Collect leases and estoppel certificates.
  6. Rebuild expenses with reassessed taxes, any specific plan fees or assessments, septic maintenance and insurance in our rental property analysis.
