What multifamily in Comptche looks like
In Comptche, "multifamily" rarely means an apartment building. The 2018 LAFCo fire sphere update estimates about 600 residents across the 86.6 square mile fire district, with 159 in the hamlet. It describes the land as rural residential parcels, ranchettes, farms and large areas of forest and range. Income property usually means a rural home with an ADU or JADU, a ranch with a second home or mobile home, or a parcel with older cabins. For financing, see financing 2-4 unit properties and apartment building loans.
Where the zoning allows it
Comptche is unincorporated, so the county’s inland districts in Chapter 20.040 apply. The county’s Zoning Display Map 44, not an adopted map, shows rural residential, range, forest, timber production and rural community districts in the area. No county multifamily district (R-2 or R-3) is shown for Comptche in what we reviewed.
| District | Units allowed | Lot size / density | Notes |
|---|---|---|---|
| R-R Rural Residential (Ch. 20.048) | One home plus ADU/JADU | Set by "L" suffix, such as RR-2 (2 acres) | Most common around the hamlet |
| R-L Rangeland (Ch. 20.060) | One home plus ADU | Large parcels | Ranch housing |
| F-L Forest Land / TPZ (Ch. 20.064, 20.068) | Limited housing | TPZ 160-acre minimum | Housing must be compatible with timber |
| A-G Agricultural (Ch. 20.052) | One home plus ag housing | Large parcels | Farm operations |
| R-C Rural Community (Ch. 20.084) | Two-family and multifamily allowed | Without water or sewer, one home per 40,000 sq ft | Only where mapped; confirm |
A county referral, Case CC_2023-0008 (February 2024), shows typical zoning. Two homes on 5.09 acres at 31351 and 31365 Comptche-Ukiah Road are zoned Rural Residential with a 2-acre minimum. The owner is seeking certificates of compliance to keep them as separate legal parcels. Two houses on one old parcel may not be what they appear. Check lot legality and unit permits.
ADUs and JADUs. The county’s ADU rules are in Chapter 20.166, and its ADU page summarizes them. Detached ADUs can be up to 1,200 square feet and JADUs up to 500, with owner occupancy for JADUs. ADUs cannot be built on the leach field or its replacement area, and new ADUs require solar. On a Comptche lot, the septic layout usually decides placement. See our ADU investment guide.
Mobile homes. The inland code has a separate chapter on mobile homes and mobile home parks (Ch. 20.172). Confirm the permit status of any mobile home used as a rental.
SB 9. SB 9 applies only to qualifying urban single-family lots, so rural Comptche parcels generally do not qualify. Confirm with Planning and see our SB 9 lot split guide.
Rent rules: state law only
The Attorney General’s rent cap page, updated July 16, 2026, places Mendocino County under All Other Counties. The cap for covered units is 7.7% for increases from August 1, 2025, and 8.6% from August 1, 2026 through July 31, 2027. No Mendocino County jurisdiction appears on the AG’s local ordinance chart. Many Comptche rentals are single-family homes that may be exempt from AB 1482 with the required notice. A home rented together with its ADU, or a house and cottage owned by a corporation or trust, needs a closer look. See our AB 1482 guide and just cause eviction guide.
Comptche rental property rules
- Short-term stays. Rentals of 30 days or less pay county TOT under Chapter 5.20. Each parcel needs a registration certificate, and operating without one is a misdemeanor. A Business Improvement District assessment is paid through the Treasurer-Tax Collector.
- Legal lots and units. As the 2024 referral shows, some rural parcels need certificates of compliance. Unpermitted cabins and mobile homes are common in rural areas, and they can affect financing and insurance.
- Transfer tax. The county collects documentary transfer tax through the Recorder, which does not post the rate. There is no city tax.
Wells, septic and wildfire
The Comptche CSD provides fire protection only, not water or sewer, and LAFCo describes no community system. A Comptche rental runs on a private well or spring and a septic system, and each additional unit has to fit both. Before buying, test well yield in late summer and water quality, and get the septic permit and an inspection.
Fire is the other major factor. The 2024 referral lists the Comptche-Ukiah Road parcels in a State Responsibility Area with a moderate fire hazard rating. The CSD fights fires from one station on Flynn Creek Road, built in 1976, using tenders, engine tanks and natural water sources, and it reports an ISO rating of 6Y. Expect defensible-space requirements and higher insurance costs. Older wood-frame homes may warrant a seismic retrofit review, and any building of three or more units with elevated decks needs SB 721 inspections.
Underwriting a Comptche multifamily purchase
- Order a county Letter of Zoning to confirm the district, "L" lot size and overlays.
- Confirm lot legality and the permit status of every dwelling, cabin and mobile home.
- Test the well and inspect the septic system, and map the leach field and replacement area before planning an ADU.
- Check fire hazard, road access and insurability.
- Classify units under AB 1482, model increases at or below 8.6%, and collect estoppel certificates.
- Rebuild expenses with reassessed taxes, insurance, well and septic reserves in our rental property analysis.
Questions people ask
Does Comptche have rent control?
No. AB 1482 caps covered units at 8.6% for increases from August 1, 2026, and no local ordinance applies.
Can I build a duplex in Comptche?
Rarely. Most land is Rural Residential, range, forest or agricultural. The usual way to add a unit is an ADU or JADU.
What limits an ADU in Comptche?
Mostly septic and water. The county bars ADUs on the leach field or its replacement area, and new ADUs need solar.
Is there public water or sewer?
No community system is described. The Comptche CSD provides fire service only, so expect wells and septic.
Are two houses on one parcel legal?
Not always. A 2024 county case on Comptche-Ukiah Road involves legalizing a past land division, so confirm lot and unit status.
Who regulates housing in Comptche?
Mendocino County Planning and Building Services, under the inland zoning code.
