Commercial Real Estate in Valley Ford: Coastal Rural Community Rules, Lot Sizes and Water

By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.

Valley Ford is a small dairy-country village on Highway 1 in southwest Sonoma County, near the Marin line. Its commercial property is a handful of buildings along the highway: a historic hotel, restaurants, a market and small shops, set among working ranches. Because it sits in the Coastal Zone and is unincorporated, every commercial change runs through the County’s coastal rules. Confirm each parcel’s zoning, Coastal Zone status and water service with Permit Sonoma before relying on this page.

Who controls the parcel

  • Land use policy: The County’s Local Coastal Plan. The Board of Supervisors adopted the update in July 2023, and the Coastal Commission certified it unanimously on November 14, 2024.
  • Zoning: The County’s Coastal Zoning Code, Chapter 26C, adopted by Ordinance 5318 in 2001. Permit Sonoma says it will amend this code to carry out the new plan. A 2024 County memo explains that the plan takes precedence where the two differ.
  • Coastal permits: Since certification, the County issues most coastal development permits. Permit Sonoma’s FAQ says some decisions can be appealed to the Coastal Commission, including those within 100 feet of a wetland, estuary or stream.
  • Water: The Valley Ford Water Association runs the community water system. State CEQAnet records show a County use permit and coastal permit for a new well in 2016 and a supply improvements project approved in February 2024.

Valley Ford zoning for commercial and visitor uses

The Local Coastal Plan’s Land Use Element names Valley Ford one of ten coastal Rural Communities under Policy C-LU-6j. Commercial parcels in a coastal rural community generally fall in these Chapter 26C districts; confirm which applies to your parcel.

What the Local Coastal Plan says about Valley Ford

  • Modest growth only. Policy C-LU-5u allows modest commercial expansion in Valley Ford if the community keeps its historic character and scale and has adequate water and wastewater.
  • Services, not a hub. The plan treats Valley Ford as a secondary location with isolated services, the kind of place with a single grocery store.
  • Lodging count. Table C-LU-5 lists the Valley Ford Hotel with six rooms.
  • Low density. Policy C-LU-6a holds coastal communities outside Bodega Bay to one unit per acre or less, which limits mixed-use housing.

CS rules that shape a Valley Ford business

Most village storefront parcels are likely to be CS. Its rules in Article XIII are specific:

  • Size caps. Indoor retail, restaurants and bars without live entertainment, and banks are permitted up to 3,000 square feet. Larger stores, take-out restaurants, gas stations and bars with live music need a use permit.
  • Lot size depends on utilities. The minimum lot is 10,000 square feet with public sewer, one acre with water only and 1.5 acres with neither. In a village without a public sewer, that makes lot splits for new commercial pads hard.
  • Height. Commercial buildings are capped at 24 feet west of Highway 1. East of the highway they are capped at 24 feet if visible from a designated scenic road and 35 feet if not.
  • Housing over the shop. Secondary units may join a commercial use if they total under half the commercial floor area, attach to the building and are 1,000 square feet or less each.
  • Review. Design review applies to all permitted uses, and coastal plan policies override district standards.

Lodging and vacation rentals

Inns and B&Bs of five or fewer rooms need a use permit in CS. In CT, small inns are permitted, but hotels of 16 or more units need a use permit and face room caps. Permit Sonoma’s vacation rental page lists the Coastal Zone as a place where vacation rentals may be allowed with a permit, a property manager, a TOT number and a license. Plan Policy C-LU-4g bars using ADUs and JADUs as vacation rentals.

Transfer tax, business tax and property tax

The County Recorder charges $0.55 per $500, less assumed loans, with no city tax. Lodging collects County transient occupancy tax; we did not verify the rate. A change of ownership generally triggers Proposition 13 reassessment.

Due diligence that matters in Valley Ford

Start with our commercial due diligence checklist, then add:

  • Confirm the parcel’s coastal district and whether it is inside the Rural Community boundary.
  • Ask the Valley Ford Water Association about connection availability and any limits for your use.
  • Confirm septic capacity for restaurants or lodging.
  • Check whether the site is within 100 feet of a stream or wetland, which makes permits appealable.
  • Note which side of Highway 1 the parcel is on before planning a taller building.
  • For a restaurant or bar, check the 3,000-square-foot and live entertainment thresholds.
