What multifamily in Valley Ford looks like

Valley Ford has no apartment district. Rental housing in and around the village means a house with an ADU or JADU, an older home split into units before current zoning, an apartment over a Highway 1 storefront, or ranch and farmworker housing on the dairies around it. Most opportunities are one to four units, and the limits come from coastal density policy, water and septic rather than market demand. For two to four units, read financing 2-4 unit properties; for larger rural properties, see apartment building loans.

Where the zoning allows it

Valley Ford is a coastal Rural Community under Policy C-LU-6j of the County’s Land Use Element, part of the Local Coastal Plan the Coastal Commission certified in November 2024. Zoning comes from Chapter 26C, the County’s coastal code.

Setting What housing it allows Limit that matters
Village residential parcels Single-family homes plus ADU and JADU Policy C-LU-6a: one unit per acre or lower outside Bodega Bay
CS Rural Services storefronts One dwelling with or without a business; added units over the shop Units must be attached, 1,000 sq ft or less, and total under half the commercial floor area
CT Commercial Tourist One owner, operator or caretaker unit No general apartments
Coastal R2 (where mapped on the coast) 6 to 12 units per acre; mobile home parks by use permit Not confirmed in Valley Ford
Agricultural land around the village Farm family and farmworker housing Tied to the farm operation

Lot sizes and utilities. In CS, the minimum lot is one acre with water but no sewer and 1.5 acres with neither. Valley Ford has a community water system, so septic capacity on each lot is usually the real cap on added units.

SB 9. Permit Sonoma’s SB 9 page requires a single-family zone inside a Census urban area. The County’s census layer lists no Valley Ford urban cluster, so SB 9 likely does not apply. ADUs are the main path to a second unit. See our ADU investment guide and SB 9 lot split guide.

Rent rules: state rent cap plus County tenant protections

AB 1482. The Attorney General’s rent cap page, updated July 16, 2026, puts Sonoma County under "All Other Counties," allowing covered units up to 8.6% for increases from August 1, 2026 through July 31, 2027. Many Valley Ford rentals are single-family homes or ADUs, which can be exempt from the state cap when the owner gives the required notice. Check each unit.

County Ordinance 6496. Valley Ford is unincorporated, so the County’s tenant ordinance, passed September 17, 2024, applies:

  • Just cause begins when lawful occupancy starts.
  • Nonpayment counts only when more than one month’s rent is owed.
  • No-fault terminations require relocation of the greater of HUD Fair Market Rent for the Santa Rosa area or actual rent.
  • Termination notices go on the County portal within three days, as the landlord page explains.
  • The ordinance sets no cap on rent increases.

See our AB 1482 guide and just cause eviction guide.

Valley Ford rental property rules

  • Vacation rentals. Permit Sonoma’s vacation rental page lists the Coastal Zone as a place where they may be allowed with a permit, property manager, TOT number and license. ADUs and JADUs cannot be vacation rentals under Policy C-LU-4g or County rules.
  • Coastal permits. Adding units usually needs a coastal development permit. Under the LCP FAQ, projects within 100 feet of a wetland, estuary or stream can be appealed to the Coastal Commission.
  • Transfer tax. Only the County’s $0.55 per $500.

Water, septic and older buildings

Water. The Valley Ford Water Association runs the community water system. State CEQAnet records show a County use permit and coastal permit in 2016 for a new well and related infrastructure serving existing connections, and a supply improvements project approved in 2024. Ask the association whether a new connection is available before planning an added unit.

Septic. With no public sewer, each added bedroom or unit has to fit an approved septic design. That is often the deciding factor.

Buildings. Many village buildings are old wood frame. Budget SB 721 balcony inspections for any three-plus unit building with elevated decks or stairs, and a seismic retrofit review for raised foundations.

Underwriting a Valley Ford multifamily purchase

  1. Confirm the coastal district and whether every unit is permitted or legal nonconforming.
  2. Get the septic permit history and a current inspection, and confirm the water connection count.
  3. Classify each unit under AB 1482 and Ordinance 6496, and model increases at or below 8.6% where covered.
  4. Budget relocation at the greater of HUD Fair Market Rent or actual rent for any no-fault termination.
  5. Collect leases and estoppel certificates, and confirm no ADU is used as a nightly rental.
  6. Rebuild expenses with reassessed taxes, insurance, well and septic upkeep in our rental property analysis.

Questions people ask

Can I build apartments in Valley Ford?

Not as a standalone project in most cases. Coastal policy keeps densities at one unit per acre or lower, and CS allows only units over or attached to a business.

Can I add units over a storefront?

In CS, yes if they are attached, 1,000 square feet or less each and total under half the commercial floor area.

Does SB 9 apply?

Likely not. The County’s census layer lists no Valley Ford urban cluster.

Is there rent control in Valley Ford?

No local rent cap. AB 1482 applies to covered units, and County Ordinance 6496 adds just cause and relocation rules.

Can my ADU be a vacation rental?

No. County rules and Policy C-LU-4g bar ADUs and JADUs from vacation rental use.

What limits added units most?

Septic capacity and water connections, followed by coastal permit review.
